HomeMy WebLinkAbout1988-02-11; Arts Commission; MinutesMINUTES Meeting of Time of Meeting: Date of Meeting: Place of Meeting- ARTS COMMISSION 11:00 a.m. February 11, 1988 City Council Chambers COMMISSIONERS CALL TO ORDER; Chairman Bear called the Meeting to order at 11:08 a.m. ROLL CALL; Present - Chairman Bear, Commissioners Bischoff, Meilach and Roston. Commissioner Straub arrived at 11:12 a.m. and Commissioner Frye arrived at 11:18 a.m. Absent - Commissioner Brierley Staff Members Present: Connie Beardsley, Manager, Arts Office Cliff Lange, Library Director APPROVAL OF MINUTES; Minutes of the Meeting held January 12, 1988, were approved as presented. CHAIRMAN'S REPORT; Chairman Bear reminded the Commissioners of the breakfast next Tuesday, February 16, 1988, which is the first of three breakfasts relating economic benefits to the arts. Connie Beardsley stated there were 60 people signed up at this time. Chairman Bear reported the Council approved the streetscape for the Redevelopment Area, with the promise that the parking concerns of the merchants would be taken into consideration. Commissioners Roston and Frye spoke on behalf of the streetscape and Chairman Bear said the reports were "glowing". Chairman Bear reminded the Commissioners that at the April meeting a birthday celebration is planned and a joint meeting with Council. Ms. Beardsley stated she had asked for the joint meeting on April 5. At that meeting an overview of the two years of the Commission will be given with a slide presentation. Ms. Beardsley asked for a script writer to help put that program together, and Commissioner Meilach volunteered to help. COMMITTEE REPORTS; Amphitheatre Committee - Commissioner Straub Commissioner Straub stated the Committee is researching amphitheatres and moving right along. She stated she had telephoned around the nation and had gotten some interesting information regarding existing amphitheatres. The older ones are in the East, with many newer ones in California. The ones that were self-supporting held concerts for young people, but many were not self- supporting. Money may be available from State Parks & Recreation if the amphitheatre is built in conjunction with a regional park. Bear Bischoff Meilach Roston MINUTES February 11, 1988 ARTS COMMISSION Page 2 COMMISSIONERS Commissioner Straub listed all the potential problems in picking a site, and added Carlsbad would like a theatre as versatile as possible—for small as well as large groups— and felt there should be one central place for the arts. Stagecoach Selection Committee - Commissioner Meilach Commissioner Meilach reported the letters had been sent out and the due date is April 8. There has been a lot of interest and telephone calls to Connie Beardsley. Senior Center Selection Committee - Commissioner Brierley Connie Beardsley gave the report, stating there is $30,000 appropriated for public artwork. The site has been determined from the drawings, and the artwork will be located in the long gallery hallway. Since the seniors and the school offices will be sharing the building, it was felt the artwork should reflect both groups. Different kinds of work were discussed, and that will be left up to the artist. Elevation drawings will be sent out and the artists may submit anything they wish. The RFP will be sent to San Diego County artists, and will be narrowed down to three artists. Those three artists will each be paid $1,000 for a maquette. Requests for proposals will be made in June. The artist will be chosen in October and they will have until the summer of 1989 to construct the artwork. In answer to query regarding only San Diego County artists, Connie Beardsley stated they were going to advertise only in San Diego County, but would not preclude anyone from another locale from entering. Commissioner Frye suggested not paying any travel costs in order to attract other artists. Carrillo Ranch Committee - Commissioner Roston Commissioner Straub gave the report for Commissioner Roston, stating Catherine Daugherty gave a report on setting up a arboretum in that area. She had discussed the possibility of getting additional land, as the Ranch is only ten acres. The Committee submitted a written report to the Parks & Recreation Commission. At the present time, there is no access to the Ranch. ARTS ORGANIZATION PRESENTATION; (Information) Patrons of the Arts Foundation This item was cancelled and will be re-scheduled for next month. ARTIST-IN-RESIDENCE GRANT REQUEST - for approval Connie Beardsley referred to the report included in the packet. She stated there are three good proposals for artists-in-residence. There are four school Principals who want to participate in this program and are willing to put their own funds into it. In answer to query regarding the time, Connie Beardsley stated these must be working artists and can't be teachers. They need time to do their own work and the stipend allows for 20 hours per week. MINUTES February 11, 1988 ARTS COMMISSION Page 3 COMMISSIONERS Arts Commission approved the grant reguests for 1988-89 for Artist-in-Residence Program, California Arts Council, as presented. MANAGER'S REPORT; Connie Beardsley called attention to the Calendar of upcoming events, the Breakfast Meetings, plus the Management Workshops. She stated five organizations have signed up for the Management Workshops, and added two Commissioners should attend to do the planning for this Commission through the Workshop. Commissioners Roston and Meilach volunteered to attend the Saturday session. Ms. Beardsley announced there would be a Public Art Conference in Phoenix, and asked for any Commissioners interested in attending to let her know. Commissioner Frye commented on the Batiguitos Festival to be held Gune 19 to Ouly 24, with A-00 students expected. The students and the faculty will give concerts during that time at different localities. Ms. Beardsley asked the Commission for direction on whether or not to have a free pops concert this summer. She said if Bill Hoehn was to be asked for funds, this had to be done as soon as possible. Chairman Bear suggested the Commissioners think about this free concert for a month before a decision is made. He said it should be determined whether the people who attended the regular concerts attended the free concert, or whether that was a different group of people. Chairman Bear suggested this topic be placed on the next agenda and the Commission go through the detailed program at that time. It should be determined how the programs could be time-phased to avoid conflict. EVALUATION OF TEMPORARY SCULPTURE EXHIBITION - David Lewinson - information David Lewinson stated that he had submitted a full report. Chairman Bear asked for Mr. Lewinson's reaction to the exhibition, and Mr. Lewinson stated he was not certain how to measure the success, as it was not known how many people encountered the works. Mr. Lewinson stated probably the most significant fact was that no one destroyed any of the artworks. The artists' feelings were positive, and they enjoyed working with all the people they contacted. Mr. Lewinson stated he would have liked more publicity about the exhibition. He felt the local press coverage was disappointing and lacked an understanding of what the exhibition was trying to accomplish. Connie Beardsley stated boxes were placed in the Library and at Stagecoach Park and people submitted comment forms. Eighty percent wanted the exhibit continued, and most of those had seen at least two or three locations. Chairman Bear stated he felt the exhibit had been very professionally done. Connie Beardsley commented that large newspapers have Art Critics on their staff, and the smaller papers do not. At smaller papers the reporters cover the art items themselves and most of them do not feel competent to write a review. Chairman Bear requested the final report be sent to the Commission.
