HomeMy WebLinkAbout1988-06-09; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. 3une 9, 1988 Council Conference Room COMMISSIONERS CALL TO ORDER; Chairman Bear called the Meeting to order at 11:05 a.m. ROLL CALL; Present - Chairman Bear, Commissioners Bischoff, Brierley, Frye and Meilach. Commissioner Straub arrived at 11:08 a.m. Absent - Commissioner Roston. Staff Member Present: Connie Beardsley, Manager, Arts Office APPROVAL OF MINUTES; The Minutes of the Meeting held May 12, 1988, were approved as presented. Chairman Bear requested Item VIII under New Business, Amphitheatre, be taken out of order at this time. The Commission concurred with this request. Bob Ladwig, Rick Engineering, gave the report on this item, stating Union Pacific Realty Company has a 30.9 acre parcel available of which approximately 10 acres is ideal for an amphitheatre. Mr. Ladwig stated that to fulfill the Zone 5 requirements, Union Pacific Realty Company has proposed building a recreation area. The amphitheatre is not needed to satisfy their requirement. Mr. Ladwig referred to a map showing the area and noting it is adjacent to Macario Canyon. He added there are non- residential uses around that area, which would eliminate any complaints from near-by neighbors. Union Pacific is interested in dedicating this land to the City. In answer to query about the water there, Mr. Ladwig stated the pond was originally created to keep water from draining too rapidly into the coastal area, and there would always be water there. The recreation facility would be done before the property was dedicated to the City, with the developers paying for this upfront and would be reimbursed when the Mello-Roos District was formed. Access to this land was discussed, with Mr. Ladwig showing several possible accesses, and stating that the primary access would be off of Faraday. In answer to query, he stated construction should start sometime next year. If the City was interested in asking the developer to do any grading, they should know what they want by next spring. Bear Bischoff Brierley Frye Meilach MINUTES Oune 9, 1988 ARTS COMMISSION Page 2 COMMISSIONERS Parking was discussed, and Mr. Ladwig suggested that the ballfields planned nearby could be used for parking for the amphitheatre, but that was an issue that would need to be addressed. Mr. Ladwig asked for Commission comments to take back to the developer. Commissioner Straub stated she felt this was exciting and a big step forward. Commissioner Bischoff said this was the best site he had seen, as there was more immediate access than any of the other sites. Also, this would not be interfering with residential areas, and there could be a lake setting. In answer to query regarding help on the amphitheatre, Mr. Ladwig stated they would help with the design. Arts Commission directed staff to express real interest at this time in having the Union Pacific site dedicated to the City and considered an appropriate site for an amphitheatre over all other recommended sites. Chairman Bear stated the Arts Commission would like to be part of the evaluation group for this proposal, and asked Connie Beardsley to move vigorously with Parks and Recreation and management to get all of this Commission involved. Commissioner Straub stated the citizens are asking for a cultural arts facility. Connie Beardsley commented that if Parks and Recreation used the recreation facility, there might be practice rooms and storage areas available for the amphitheatre. OLD BUSINESS: Long Range Plan - Update and Mission Statement - for discussion and approval Connie Beardsley read suggestions for the Mission Statement, and stated she would take this statement back to the committee and return to the Commission with recommendations. Chairman's Report Chairman Bear reported Commissioner Meilach would be on Cable TV tonight and Monday at 7:00 p.m., telling about the jazz concerts. PUBLIC ART; Senior Center - Update Connie Beardsley reported the RFP's are out and the artists will be at the Council Chambers on 3une 21, 1988, at 3:30 p.m., for a pre-proposal meeting with the Architect. Bear Bischoff Brierley Frye Meilach Straub MINUTES Gune 9, 1988 ARTS COMMISSION Page 3 COMMISSIONERS Temporary Sculpture Exhibition - discussion/approval of coordinator Connie Beardsley discussed the three proposals submitted; one by Terri Rodgers and Annette Ridenour; one by David Lewinson; and one by Dave Hickey. She said the suggestions were made to have some pieces be landscape pieces and do something different each time. Commissioner Frye commented that the Commission should make certain they do something worthwhile when they do something new and different. This item was tabled for further discussion and approval until the next Commission meeting. NEW BUSINESS; Amphitheatre This item was taken out of order. (See page 1) Information/Kiosk Competition - for discussion/approval Connie Beardsley reported that the Arts Associates recommend the Arts Commission request $2,000 from the Public Art Fund to fund the design of kiosks for information centers throughout the City. Commissioner Straub suggested asking for competition, with artists to submit designs for the kiosks. Ms. Beardsley added they would ask from three to five artists to submit proposals. Senior Center/Design Review Commissioner Brierley stated he would like to determine what role this Commission should play--if any—in how the City is being built. He added if the design of the Senior Center was not what the City wanted, they would like to have been shown that. The suggestion was made that possibly the Arts Commission should suggest to City Council that an architectural planning review board be formed. The consensus of the Commission was to continue this discussion with more information being supplied. Public Art - San Diego Gas and Electric Chairman Bear stated the building and stack could be places for art, but he suggested Connie Beardsley contact San Diego Gas and Electric first to determine whether this is possible. This item will be placed on a future agenda. The Commissioners concurred.
