Commissioners Brierley, Frye, Meilach, Roston and Straub. Commissioner Bischoff arrived at 8:08 a.m. Absent - None. Staff Members Present: Connie Beardsley, Manager, Arts Office Clifford Lange, Library Director OLD BUSINESS; APPROVAL OF MINUTES; Minutes of the September 8, 1988, meeting were approved as amended on page 2, last sentence of next to last paragraph, to read: The balance of the events surrounding the exhibition was the major concern of the Commissioners. CHAIRMAN'S REPORT - Chairman Bear Chairman Bear reported he had spoken with Chris Calkins, Manager of Carltas Company (the Ecke Ranch holdings), with regard to a working relationship between the business community and the arts. He said he hoped to get Mr. Calkins interested in supporting either with direct funding or placement of public art in their Carlsbad developments. Chairman Bear stated the kickoff for the Temporary Sculpture Exhibit went well and at the reception Council Member Larson made favorable comments about the Exhibit. MANAGER'S REPORT; Connie Beardsley reported that Andrea Blum's work is on schedule and the streetscape should start after the first of the year, with one of Hubbell's works to be included in the first phase. Lloyd Hamrol is starting to work on his art piece and that should be completed by January or February. Ms. Beardsley stated an arts festival had been discussed in conjunction with the Art League Exhibition, to celebrate Arts Week, but the Carlsbad Theatre is closed, so the decision was made to postpone the idea. The possibility of expanding the Sculpture Exhibition next year was discussed, and could be done with help from the Arts Associates. A report will be brought back to the Commission. Ms. Beardsley also reported that opening day was successful, and she felt that could be expanded next year. Bear Brierley Frye Meilach Roston Straub MINUTES November 9, 1988 ARTS COMMISSION Page 2 COMMISSIONERS MANAGER'S REPORT; (Continued) Ms. Beardsley announced she Is now serving on various committees outside of Carlsbad, the Community Services Executive Committee for the League of California Cities and on the Board of the California Assembly of Local Arts Agencies. It is important to obtain information about other cities and to inform them about what is going on in Carlsbad. ARTS ASSOCIATES REPORT - Marjorie Howard-Oones Marlorie Howard-Oones distributed copies of an outline of the activities of the Associates and stated they enjoy doing support work for this Commission. She told of the success of the program at Stagecoach where the public participated in the artwork, and felt this should be done every year in several places. ARTS EDUCATION UPDATE - Mary Rice Ms. Rice distributed copies of a list of activities in the arts education program and read through the report. She also distributed some of the work done by the children under the direction of Christine Oatman. Ms. Rice referred to a wall chart displayed for the Commission showing the designs found at Batiquitos Lagoon by Ms. Oatman. Ms. Rice also told of coming events, listed in her written report, and stated that more support is needed in the funding for artists in the schools. In answer to Commission query regarding public art, Ms. Rice stated they were not involved with that. Commissioner Meilach suggested the older children take cameras to photograph the artwork being planned, to help educate them and teach respect for it. There could even be a contest for the best photograph during construction, etc. Commissioner Brierley stated there is a lot of teacher interest in the summer training session for art and six out of the nine schools in the district expressed an interest and found teachers willing to attend such an institute on their own time. The writing of grants was discussed, with the consensus that teachers should be made aware of how time-consuming it is to write a grant, and should have a chance to learn how to do this. The suggestion was made that perhaps someone in the Arts Associates who had that capability or interest could hold a seminar for teachers. PUBLIC ART GUIDELINES COMMITTEE - for approval Connie Beardsley requested that two or three Commissioners join with her in studying the guidelines as suggested two years ago, make changes, and bring this back to the Commission. She recommended the Members look at the draft of the guidelines as originally recommended and make any suggestions they feel necessary. MINUTES November 9, 1988 ARTS COMMISSION Page 3 COMMISSIONERS PUBLIC ART GUIDELINES COMMITTEE: (Continued) Commissioners Bear and Meilach volunteered to serve on the committee to review the guidelines. NEW BUSINESS: CARLSBAD THEATRE - Oake Henry (Mr. Schmidt) dacob Schmidt stated the Theatre is closed, and he distributed a flyer on the Neil Simon comedy "The Prisoner of Second Avenue", originally scheduled in the Carlsbad Theatre, but is now at the Harding Center Theatre, November 18 through December 11. Jacob Schmidt told of the theatre company he had formed as a non-profit organization, and stated they need a strong identity to be successful. He expressed his concern about where the theatre group would be housed. Chris Salomone suggested he come before this group to see what support the Arts Commission could offer and how they could interface with each other. Commissioner Roston suggested he contact the Patrons of the Arts Foundation. There was a discussion about what was needed to bring the Carlsbad Theatre up to City Code. The electric wiring was the biggest item, and a sprinkler system is needed. An estimate of $20,000 to $25,000 had been made, and that did not include re-painting and new carpeting. The owner of the building would like to sell it. Commissioner Bischoff added it would also have to be brought up to the new earthquake requirements. Connie Beardsley stated that Chris Salomone would make a presentation to City Council for funding for a feasibility study for the Carlsbad Theatre. She would like to know the Commission's feelings on supporting this. There was some discussion about the money to be spent for a feasibility study could be used to open the theatre temporarily. Commission discussion on the theatre included the feasibility of the City purchasing the theatre. Commissioner Bischoff made a motion for the Arts Commission to support the feasibility study for the Carlsbad Theatre. Commissioner Roston seconded the motion. Commissioner Meilach stated she felt this should be discussed at another meeting and the funding for such a study, and what advantages there would be to City Council to fund such a study. MINUTES November 9. 1988 ARTS COMMISSION Page COMMISSIONERS CARLSBAD THEATRE: Continued) Commissioner Bischoff stated he saw nothing wrong in approving the concept of the feasibility study Chairman Bear said the City would reguire a long-term plan for the facility, and this would present the opportunity to do that. Commissioner Bischoff stated the Commission needed to go on record to get the short-term problems corrected and get the theatre operational, and he felt the concept of a study would not be out of liner and, independently, look at the short-term solution. Commissioner Brierley said the City is drafting a program for facilities to buildout and perhaps this need should be included. He said he could see three cultural arts centers in the City eventually. Commissioner Roston added that an arts complex should be included in the long-range planning for the City. Commissioner Bischoff withdrew his motion with the consent of the second. Chairman Bear said he supported the idea of non-profit theatre in the City and felt the Commission also supports that idea, and would do what they could to support the production at Harding Street. PARKS AND RECREATION ELEMENT - Keith Beverly - for discussion Keith Beverly, Senior Management Analyst, Parks and Recreation Department, gave a detailed report of the revised Parks and Recreation Element, stating Parks and Recreation planned to work with the Arts Commission to effectively sustain and promote awareness of historic and/or culturally significant facilities and programs. Mr. Beverly spoke about the re-classification of Carrillo Ranch as a community park, assuring the Commission this would not change the development philosophy. He asked this Commission to appear before the Parks and Recreation Commission to give input into the development of that site. Commissioner Meilach left the meeting at 9:40 a.m. Mr. Beverly answered guery from the Commission regarding the disapproval of the Arboretum Foundation on the re- classification of Carrillo Ranch, and stated again this would not affect the development of the site, but give more options for that development. Mr. Beverly stated the Macario Canyon Master Plan is being revised, and it may be possible to include an amphitheater there. MINUTES November 9, 1988 ARTS COMMISSION Page 5 COMMISSIONERS NATIONAL ENDOWMENT FOR THE ARTS LOCALS AND PLANNING GRANT - discussion Connie Beardsley stated that Richard Huff, Director of the Locals Program at the National Endowment for the Arts will be in San Diego on November 22, 1988, and in Carlsbad for the morning through lunch. She will report on this at the next meeting.
