HomeMy WebLinkAbout1989-01-23; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. January 23, 1989 Council Chambers (Continued Meeting) COMMISSIONERS CALL TO ORDER; Chairman Bear called the Meeting to order at 11:00 a.m. ROLL CALL; Present - Chairman Bear, Commissioners Brierley, Frye, Meilach and Straub. Absent - Commissioners Bischoff and Roston. Staff Members Present: Connie Beardsley, Manager, Arts Office Clifford Lange, Library Director OLD BUSINESS; APPROVAL OF MINUTES; Minutes of the January 12, 1989, meeting were approved as amended. Goals and Objectives - for review Connie Beardsley stated the first three goals were those set by Council and were the same as last year. She said the fourth goal had been added, as she felt there was a need to inform the community about the Arts Program, the services it is providing and ways to get involved. It will tie in with the long-range plan. Ms. Beardsley said the objectives would be approximately the same as for last year. The request has been made that no new employees be hired next year. Ms. Beardsley said she does not have enough staff to increase programs, unless grants are obtained to pay for the extra staff. Ms. Beardsley referred to Item #2, sub-title A, which reads: Finalize long-range plan - April 1989, and subititle C, which reads: Select consultant to work with Citizens Committee - April 1989, and stated the City is now working on the CIP to buildout. She felt it was important, if the Arts Commission was going to recommend a facility, to identify what kind, what the public wants, what the needs of the community are and the potential cost. Since no new employees can be hired, a consultant is the way to get the study accomplished. Ms. Beardsley asked for endorsement of the goals by the Commission before they go to Council. The goals, with the added objectives, are returned to Council for approval. Bear Brierley Frye Meilach Straub MINUTES Oanuary 23, 1989 ARTS COMMISSION Page 2 COMMISSIONERS Ms. Beardsley discussed the recommended formation of a Citizens Committee appointed by City Council to develop a cultural facilities plan. A committee similar to the Parks and Recreation committee recently appointed by Council would be helpful in getting public input and in providing more information to the public about the Cultural Plan. There would be one member of this Commission on that committee. Commissioner Brierley said the timing was right as the City is considering a financing plan through the Mello Roos for the Growth Management Plan. It would be feasible to include an arts facility at the same time, without the costly separate financing. Mr. Brierley said that an active citizens committee was needed and a sharp consultant to bring the needs together. Commissioner Straub agreed, saying that it made sense to have the schools and arts and other facilities all a part of the entire picture, and to spend the money at one time. She said the schools use the Cultural Arts Center a lot, and it would be a problem if the Arts Center were incorporated with a school. Commissioner Brierley said the Cultural Arts Center is used by the high school and if the use were spread out throughout the entire City, the use would not be as critical. In answer to query, Ms. Beardsley stated that if Council approves these objectives, that will set the process in motion and as soon as the budget is approved, the plan could move forward. Commissioner Brierley suggested a letter to the City Manager stating the Arts Commission had looked through the list of facilities and did not see a facility for the arts, and they would like to have such a facility included in that list. Commissioner Straub inquired how Item #4- would be implemented and Ms. Beardsley said she would update the slide show, and arrange presentations at the different service clubs throughout the City; also speak to the different departments of the City, to make them aware of ways the Arts Office works with City Departments. The suggestion was to mention this in the Arts News—such as "--Does your organization want to learn more about the Arts Office? Call us, and we will arrange a presentation." Chairman Bear suggested including the Chamber of Commerce and the Carlsbad Economic Enhancement Council. MINUTES January 23, 1989 ARTS COMMISSION Page 3 COMMISSIONERS Ms. Beardsley said if any of the Commissioners were interested in making presentations to organizations, to let her know. Commissioner Meilach indicated she would be available to make some presentations to different groups. Commissioner Straub inquired about other Boards and Commission meetings, and Ms. Beardsley agreed that would be a good way to further communication with City groups. Arts Commission approved the Goals and Objectives as reviewed. Budget 1989/90 - for review Connie Beardsley explained the Budget and changes as included in the Agenda packet. Commissioner Frye questioned why the totals of pages 2 through 5 did not represent the figure shown for the total budget. Ms. Beardsley stated she would revise those pages to reflect that total. Arts Commission endorsed the 1989/90 Budget, with the proviso that it be corrected to have pages 2 through 5 to add up to $226,612. Chairman Bear stated Ms. Beardsley and he had met with Sue Spickard, Senior Coordinator, with regard to meeting with the Senior Commission to explain the process following in the selection of art work. He said the intent was to ask the Senior Commission for their approval of the process. Connie Beardsley announced that the scheduled Artists Showcase may be postponed due to the inability to get a schedule date at the Cultural Arts Center this spring.
