HomeMy WebLinkAbout1989-05-11; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. May 11, 1989 City Council Chambers COMMISSIONERS CALL TO ORDER: Commissioner Bischoff cal led the Meeting to order at 1 1 :08 a.m. ROLL CALL: Present - Commissioners Bischoff, Jersey, Ladouceur and Straub. Chairman Bear arrived at 11:13 a.m. Absent - Commissioners Brierley and Meilach. Staff Members Present: Connie Beards ley, Manager, Arts Office Clifford Lange, Library Director OLD BUSINESS: APPROVAL OF MINUTES: Minutes of the Regular Meeting held April 11, 1989, were approved as presented. CHAIRMAN'S REPORT: This Item was tabled until later In the meeting. MANAGER'S REPORT: Connie Beards ley reported that Target would donate $3,000 to bring Make-a-Clrcus to Carlsbad in June of 1990. This will allow a year to work with the schools on the Penny Carnival fundralsing for arts education. Ms. Beards ley explained that this circus Is more arts- oriented, with instructions to the children on how to do circus acts, and then allowing the children to perform. Ms. Beards ley stated there Is no admission charge for the circus, with booths set up by the schools for fundralsing. She added that California Arts Council had been asked for $3,000; and if that is not forthcoming, the remainder may come from the Arts Office budget. Ms. Beards ley reported that no decision had been made on the kiosk design, as there were only two proposals submitted. At this time, the committee Is seeking more proposals. Also, there will be a member of the Library Board of Trustees Involved In this committee. Chairman Bear arrived and took over the chairing of the meeting. Commissioner Bischoff reported on the Veterans' Memorial Committee, stating that the Committee is establishing guidelines and criteria. There will be two public meetings, with the first one next Monday, May 15, 1989, at Calavera Hills Park. The second one will be at 6:00 p.m., on May 22, 1989, at the Branch Library. Bischoff Jersey Ladouceur Straub X X X X X MINUTES May 11 , 1989 ARTS COMMISSION Page 2 COMMISSIONERS Commissioner Bischoff said that organizations that might have an interest in this memorial have been sent letters inviting them to the meetings. CHAIRMAN'S REPORT; Chairman Bear reported that he had appeared at the City Council Meeting with the butterflies artpiece for the Senior Center and that CounciI had turned the artwork down. He said his personal reaction was one of disappointment and a need to look back on the process that has evolved over the last year In doing this. He said he had a very positive feeling In what this Commission has been able to do In the way of arts education throughout the community. Chairman Bear said that the people who spoke on behalf of the Arts Commission selection did a superb job. The support of the process and the public art program was clearly there and a tribute to the work this Commission has done. He said the Arts Associates needed to be thanked, as they did a fantastic job. By consensus, the Commission agreed that a letter of thanks should be sent to the Arts Associates. Commissioner Bischoff stated that there was a tremendous amount of support for the artwork. Chairman Bear stated that he had received a letter from the Historic Preservation Commission regarding CarriIlo Ranch, and asking for reappolntment of a member to a committee to look at the long-term planning for the Ranch. CONSIDERATION OF HIRING ARTIST, CHRISTINE OATMAN, FOR ALTERNATE SITE: Chairman Bear stated that Mayor Lewis had suggested that Council would consider a proposal to hire Christine Oatman for an alternate site and another work. Connie Beards ley added that Christine Oatman said she is comfortable working in the outside environment and would like to do a piece at one of the lagoons or the ocean. After discussion, the consensus of the Commission was to have a sub-committee of this Commission meet with Ms. Beards ley and Christine Oatman and plan a program to present at the next meeting. Chairman Bear said that any contract must go to Council to indicate what this Commission planned to do and then subsequently return to CounciI for funding of whatever comes out of the process. Commissioner Straub stated that one of the comments was that the seniors would have liked to have been In on the conceptual contact with the artist, and It was agreed that the artist would be In contact with the groups from the beginning. MINUTES May 11, 1989 ARTS COMMISSION Page 3 COMMISSIONERS Commissioner Ladouceur stated that she felt for the credibility as an arts group, this Commission had chosen Christine Oatman through a long process, and It was Important to use her again at another site. She felt this would be the right gesture for Carlsbad. Commissioner BIschoff concurred, adding that she Is a good artist, and It would be well worth the City's while to use her for a different project and different site. The Arts Commission agreed to enter into discussions with Christine Oatman to come up with a proposal for a piece of public art in an alternate site. This proposal would go to Council once the proposal was defined and there had been sufficient public Input. Commissioners Jersey and Ladouceur volunteered to serve as a sub-committee to work with Connie Beards ley on this proposal. ACQUISITIONS POLICY INCLUDING LOANED ARTWORK; Connie Beards ley referred to the Acquisitions Policy, copy of which was contained in the packet. She said that the original policy did not address temporary public art and that is now covered in Section 5 of the Policy. She suggested that the Historic Preservation Commission might work with this Commission to set a policy on historic gifts and that Commission will consider that. Ms. Beards ley said she had sent this Policy to several other Commissions, and not alI had responded. The Senior Commission wanted to look at this in more detail. She recommended the Commission make any changes they would like at this time and not approve the Policy until all other comments have been received. The Commission discussed the involvement of other Commissions and the responsibility of maintenance, and In response to Commission query, Director Lange stated the Library does not have an Acquisitions Policy at this time. Chairman Bear said perhaps this Policy would trigger the City to put Into place a policy for acquisitions and donations. He suggested taking a month or more to get Input from a I I the other Commissions and then see what changes should be made in the policy. Commissioner Jersey suggested having an "escape hatch" to prevent getting a lot of artwork that no one wants. Commissioner Straub said that perhaps Section 2.3 might be revised upon review. The suggestion was made to review the donations every five years and perhaps sell or trade It at that time. Also, the term "long term loan" should be defined. The question was asked if the artwork Is sold, what is the legal responsibility. Connie Beards ley answered that California law states 5 percent of the sales price of any work valued over $1,000. If the artist cannot be found, the funds then go to the California Arts Councl I. NEW BUSINESS; CARRILLO RANCH COMMITTEE; Chairman Bear announced that the Historic Preservation Commission wanted to reinstitute the committee for the long-term planning for CarriIlo Ranch, even though it is far in the future. The Historic Preservation Commission received a grant for $400,000 for stabilization of the buildings on the Ranch, with the engineering done with the previous grant. Marge Howard-Jones, Historic Preservation Commissioner, stated that Parks and Recreation had assured their Commission that this will not be an active park, but they want to be Involved in the planning to know what happens. Commissioner Straub volunteered to serve on the committee. The consensus of the Commission was that It Is increasingly important for the Commissions to work together to benefit the City as a whole. Chairman Bear stated that Mayor Lewis has started a regular monthly meeting with the Chairs of the various Commissions in order to get some early groundwork between them. Mrs. Howard-Jones said the Historic Preservation Commission will discuss this item In June. The Arts Commission, in response to a letter from the Historical Preservation Commission, appointed Commissioner Straub as their representative to the committee to discuss future development of CarriI lo Ranch. Further, the Arts Commission encourages this kind of joint commission activity directed at long-term planning within the City. 1989 TEMPORARY SCULPTURE EXHIBITION; Connie Beards ley reported she had sent out requests for proposals to a number of people and only three were returned. A committee Is working to review the ones that were received. She said the request for funding the exhibition might be Increased to $25,000, and fewer, larger pieces would be displayed. The committee will report back on this. The suggestion was made to seek sponsors for the different pieces of artwork, and Connie Beards ley said this had been discussed. She added that another thought was to have a purchase prize. Commissioner Jersey suggested a Village Art Fair, with paid jurors to judge the artwork. He stated he had information on this and would write up a proposal. SAN DIEGO POPS CONCERT; Connie Beards ley announced the concert would be September 3, 1989, on Sunday evening. Hoehn Motors has donated $18,000, for the cost of the orchestra, and Carlsbad Research Center has donated $2,500 for the fI reworks. Connie Beards ley stated that the Jazz concerts have been scheduled with the first three at Stagecoach Park and the next three In Magee Park. She Is waiting to get a firm date for the dedication of the sculpture at Stagecoach Park. The suggestion was made to perhaps include Calavera Park in the concerts. ADJOURNMENT; By proper motion, the Meeting of May 11, 1989, was adjourned at 12:23 p.m., to Friday, May 19, 1989, Olympic Hotel, 7:30 a.m., in the event that a quorum of the Commission attends the breakfast and presentation.
