HomeMy WebLinkAbout1989-06-08; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. June 8, 1989 City CouncII Chambers COMMISSIONERS CALL TO ORDER; Chairman Bear called the Meeting to order at 11:06 a.m. ROLL CALL; Present - Chairman Bear, Commissioners Blschoff, Jersey, Ladouceur and Meilach. Absent - Commissioners Brferley and Straub. Staff Members Present: Connie Beards ley, Manager, Arts Office Clifford Lange, Library Director OLD BUSINESS; APPROVAL OF MINUTES; Minutes of the Regular Meeting held May 11, 1989, were approved as presented. CHAIRMAN'S REPORT; Chairman Bear reported he had received a letter from Mayor Lewis asking for comments from the Commissioners regarding the establishing of a Founders' Day. This was suggested by Glen McComas, and the Mayor had asked for comments on "who should be honored, how should we honor them and what type of event should this be". Chairman Bear asked the Commissioners to think about this and give their comments to Connie Beards ley, and she will submit those to the Mayor. Chairman Bear referred to the article in the Carlsbad Business Journal and stated that he felt the breakfast meeting with the Carlsbad Economic Enhancement Council was constructive. The suggestion was made to have a "fun" event for the Commission, and Chairman Bear said that Connie Beardsley had suggested that perhaps this could be done in conjunction with one of the jazz concerts, in the form of a pot luck. This Item will be on next month's agenda for discussion. Commissioner Bischoff suggested it could also be done on a Sunday afternoon with the Community Band Concerts. MANAGER'S REPORT; Connie Beardsley referred to the letter from The Fieldstone Company, copy of which was included in the packet, which Included a check for $5,000 to underwrite the Business Arts Breakfasts. She said this would allow a more extensisve project than before, and suggested the possibility of a workshop following the breakfasts. Ms. Beardsley referred to the letter from Target for "Make A Circus" next year and the $3,000 grant for that event. Bear Bischoff Jersey Ladouceur Meilach MINUTES June 8, 1989 ARTS COMMISSION Page 2 COMMISSIONERS MANAGER'S REPORT; (Continued) Ms. Beardsley reported that David Kim Is coming as an Affiliate Artist for a one-week residency In the fall. The Cultural Arts Center will not book until November, and this is to be In October. Pacific Telesls Is the sponsor and they chose Carlsbad because of the facility, and Ms. Beardsley Is now trying to switch the date or find another facility. Ms. Beardsley said there Is an agenda bill pending to appoint a planning committee for a long-range cultural faclIIty plan. OLD BUSINESS; PUBLIC ART. Christine Oatman Piece Commissioner Ladouceur reported on a meeting with Christine Oatman to discuss new sites and they identified two sites, the Batiquitos Lagoon and the Whale Watch area between Tamarack and Cherry on Carlsbad Boulevard, that were of particular interest. Connie Beardsley added that this will be explored further. Pump Station Connie Beardsley reported that Aviara is building a pump station by the Batiquitos Lagoon, which will be owned by the City. The suggestion has been made that perhaps there could be some public artwork there. It will be a concrete block building with a fence around the area; however, she felt this might be worth exploring, as It Is being designed at this time. After discussion, the consensus of the Commission was to proceed with this, with Connie setting up a time schedule and checking to see If that fits with the timing on the project. Commissioner Ladouceur volunteered to assist with this project. Kiosk Connie Beardsley stated that four proposals for the design of the kiosk had been received and she would meet with the committee next week. Ms. Beardsley added that the dedication for the Lloyd Hamrol piece at Stagecoach Park will be August 4, 1989, at 5:30 p.m. FY 1989-90 BUDGET. Connie Beardsley called attention to the budget as contained in the packet and explained the changes from last year. MINUTES June 8, 1989 ARTS COMMISSION Page 3 COMMISSIONERS VETERANS MEMORIAL COMMITTEE REPORT. Commissioner Bischoff reported that the committee was still formulating proposals for this memorial. NEW BUSINESS; ARTS EDUCATION REPORT. Mary Rice gave the report on Community Arts Education as provided In the written report. She explained the artlst-in-resldence programs with Christine Oatman and Fritz! Huber, and showed slides of the excellent work they are doing with the school children. Chairman Bear left the Meeting at 11:50 p.m. Commissioner Bischoff took over the Chair for the remainder of the Meeting. Connie Beards ley explained that Buena Vista School would get another artlst-in-residence next year, but that Is not a decision that Is made locally. It depends on whether the artist Is approved, and the Artists Council makes that decision. Connie Beards ley referred to the copy of the letter from The Patrons of the Arts Foundation contained In the packet. This letter explained that due to the remodeling of the Cultural Arts Center this summer, they would not be able to hold their summer production. The letter asked permission to hold the funds awarded to them by the Commission to use toward their Christmas production of THE CHRISTMAS CAROL. The Arts Commission agreed to have The Patrons of the Arts Foundation transfer the grant funds from the summer production to the Christmas production of THE CHRISTMAS CAROL. ADJOURNMENT; By proper motion, the Meeting of June 8, 1989, was adjourned at 12;00 noon.
