HomeMy WebLinkAbout1989-10-05; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 4:00 p.m. October 5, 1989 City Council Conference Room COMMISSIONERS CALL TO ORDER: Commissioner Mellach called the Meeting to order at 4:13 p.m. ROLL CALL; Present - Commissioners Mellach, Blschoff, Jersey and Straub. Absent - Commissioners Bear, Ladouceur and Mlkhael. Staff Members Present: Connie Beards ley, Manager, Arts Office Cliff Lange, Library Director APPROVAL OF MINUTES; Minutes of the Regular Meeting held September 7, 1989, were approved as presented. OLD BUSINESS; ARTS MANAGER'S REPORT; Connie Beards ley said the Arts Associates are working on a fundraiser, November 11, 1989. Andrea Blum will be there. Her project will go to Council In November and ground Is to be broken In December or January. Jim Hubbell's piece will be dedicated October 27, 1989, at 2:00 p.m., at Carlsbad Boulevard and Elm Avenue, with a reception following. Ms. Beardsley said there Is 1,000 square feet allocated In the new library for an art gallery. It Is still In th planning stage. Ms. Beardsley stated the Artist's Showcase will take place October 18—and well over 50 people have responded to date. This will be at El Camlno High School In OceansIde because the Cultural Arts Center Is not aval table. In reference to grant allocations, Ms. Beardsley said that last year the suggestion was made to have a peer panel review of the applications and report their recommendations to the Commission. She will bring the specifications for that panel to the next meeting. If any Commissioners wish to discuss this prior to the next meeting, Ms. Beardsley asked them to call her. Ms. Beardsley reported that the Arts Office presented a Technical Assistance Workshop on publicity for arts organizations, which was very well received. The Veterans Memorial was turned down by the City Council last week and was sent back to the Committee to discuss and recommend another memorial. Mellach Blschoff Jersey Straub X X MINUTES October 5, 1989 ARTS COMMISSION Page 2 COMMISSIONERS OLD BUSINESS; (ContInued) JURIED ART FAIR - Stan Jersey Commissioner Jersey reported on a suggested Juried Art Fair, referring to his memorandum attached to the Agenda. He felt this would be Important for Carlsbad and indicated that this would not be a craft show. Commissioner Mellach stated her opposition to the artists being charged In order to raise funds for prize money. Connie Beardsley asked whether the Art League Fair was juried and wondered whether there were others nearby. In answer to query, Commissioner Jersey explained that the artists would sell their work at the Art Fair. The jury would go through and select the prizes. The artists would pay $50 for the booth. He further explained that eventually the Fair would become self- supporting. Commissioner Blschoff suggested a Sub-Committee be appointed to pursue this Idea, and he added that he approved of the concept. Connie Beardsley added that she did not have staff time to work on the Art Fair at this time. The community would need to get Involved In any project of this type. She did state that she would get Information from other cities where such fairs have been held. Commissioner Mellach said this was a great Idea, but It does take a lot of work and she agreed that there should be a Committee to handle that. Ms. Beardsley suggested that they Include the Carlsbad/ OceansIde Art League In the planning of this suggested Fair. The Arts Commission supported the concept of a Juried Art Fair and requested Commissioner Jersey to Chair a Committee to look Into this further and come back with a report. KIOSK COMMITTEE REPORT - Sue Ladouceur and Stan Jersey Nan Robertson explained the model of the proposed kiosk and distributed photographs to the Commissioners. She said she wanted ft to be a small-scale piece and not conflict with the Library In any way. The project needs the approval of the Library Board and the Arts Commission, who Is funding the design of the kiosk. The Arts Commission endorsed the proposed kiosk for the Library as presented, and requested that It be moved forward through the normal process. The project Is to be returned to the Arts Commission before final approval. Ms. Robertson said she would make a drawing showing the Library building and the related size of the kiosk. NEW BUSINESS: PUBLIC ART - Highway Bridges Connie Beards ley said this Is not Included In the budget for this year. There will be new bridges at 1-5 and La Costa, Polnsettla and Palomar Airport Roads. She had talked with CalTrans and they are Interested In having public art on those bridges. Municipal Projects said If this Commission thought It was Interested In doing this as a project, Council could be asked for funds at the same time they brought It before Council. The design for the first bridge will be started In six weeks, so there Is not time for a competition. Ms. Beardsley recommended selection of an artist, using a consultant with a panel. She will outline the process, with recommended cost for an artist, and take this to Council. Ms. Beardsley suggested the artist might do the three bridges In sequence, so they would relate to each other. The Arts Commission directed staff to present to Council a proposal for an artist to be selected to submit a plan for the bridges over 1-5, and request funding. PUBLIC INPUT. There were no requests to address the Commission on a non-agenda Item.
