HomeMy WebLinkAbout1989-11-02; Arts Commission; MinutesMeeting of: Time of Meeting: Date of Meeting: Place of Meeting: MINUTES ARTS COMMISSION 4:00 p.m. November 2, 1989 City CounclI Conference Room COMMISSIONERS CALL TO ORDER: Commissioner Meilach called the Meeting to order at 4:08 p.m. ROLL CALL; Present - Commissioners Meilach, Bischoff, MIkhael and Ladouceur. Absent - Commissioners Bear, Jersey and Straub. Staff Members Present: Connie Beards ley, Manager, Arts OffTce Cliff Lange, Library Director APPROVAL OF MINUTES; The Minutes of the October 5, 1989, Meeting, were continued due to a lack of quorum of Commissioners present at that Meeting. OLD BUSINESS; ARTS MANAGER'S REPORT; Connie Beards ley reported that the Temporary Art Exhibition will be delayed until April, due to a problem with the contract dealing with Insurance coverage. She said there were two Incidents of vandalism during the last exhibition and one of the artists asked for a great deal of money. Ms. Beardsley said medal I ton was held the dedication of the Jim Hubbell and the groundbreaking for Andrea with completionBlum's artpiece wfll be in January, anticipated by Memorial Day. COMMITTEE REPORTS; Kiosk Committee Commissioner Ladouceur reported the kfosk was approved by the Arts Commission and the Library Board. Nan Robertson Is developing working drawings for the piece and the Arts Associates are raising funds. She reported on a fundraiser by the Associates on November 11, 1989, wfth music, refreshments and a live auction. Veterans Memorial Committee Commissioner Bischoff stated that the Committee's recommendation was turned down by Council. The Committee met again last week and chose to re-name Macar?o Canyon the Veterans Memorial Park. A sub-committee has been appointed to look Into an entrance piece to focus on the fact that It Is a memorial park. Mr. Bischoff concluded his report, stating that If a sculpture is decided upon, it Is possible the Arts Commission will be asked to select the artist. MINUTES November 2, 1989 ARTS COMMISSION Page 2 COMMISSIONERS Cultural Fad 1 ities Committee Commissioner Ladouceur reported on the Committee's first meeting. Connie Beards ley gave an overview of the background and needs of the City. Ms. Ladouceur said the Committee elected a Chair, Bebe Grosse, and talked about the need for a consultant and the funding. The Committee will meet under the direction of a consultant in December or January. Arts Associates No report. GRANT ALLOCATIONS; Changes In Form - for approval Connie Beards ley referred to the copy of the Grant Application Included In the packet. She said she would like to mall these next week with proposals due December 15, 1989. The Arts Commission could then revfew them in January or February. Ms. Beardsley said the same application was suggested as last year, with a #5 being added to the application. This Item asked for a description of the organization's activities/purposes. This would determine selection of panel members knowledgeable In that field. In order to avoid a conflict of interest, no one who has been In any organization that submitted an application would be appointed to the panel. Ms. Beardsley stated that on the Budget Page, there was no Subtotal under Revenues for last year, and that has been added. The Arts Commission approved the Grant Application and the Project Budget, as amended and submitted. The Arts Commission approved the selection of a panel to study the Grant Applications, and to Include at least one member from each area of the applications received, plus one Member of the Arts Commission to serve as the Chairperson. The Arts Commission approved the mailing date and the due date for the Grant Applications, and directed that the Grant Application Panel, In addition to making recommendations regarding the grants, be assigned to evaluate the applications. At the time the Arts Commission approves the grants, each person on the Arts Commission will be assigned a group or groups to be evaluated. Connie Beardsley announced that applications for a Community Arts Coordinator are due tomorrow and Personnel will review them. She announced that David Kim, Affiliate Artist, will be here the end of November, and will be sponsored by the Pacific Telesls Foundation.
