TO Vice-Chairperson Meilach called the Meeting to order at 4:03 p.m. ROLL CALL; Present: Commissioners Meilach, Bischoff, Ladouceur, Straub and Schuling. Absent: Commissioners Bear and Jersey. Staff Members Present: Connie Beardsley, Arts Manager APPROVAL OF MINUTES; The Minutes of the Meeting held May 3, 1990, were approved as presented. Vice-Chairperson Meilach introduced Melanie Schuling, the new Arts Commissioner, and welcomed her. COMMITTEE REPORTS; Veterans Committee Connie Beardsley stated the Parks and Recreation Commission approved renaming Macario Park, "Veterans Memorial Park". The Committee will now meet again to discuss taking this forward to the City Council. Seawall Selection Panel Commissioner Straub reported the artist has been selected. The Committee held two meetings. The Committee selected three artists to be interviewed at the first meeting. At the second meeting, Raul Guerrero was selected to work with Municipal Projects in designing the seawall. In talking with Mr. Cahill of Municipal Projects, Mrs. Straub was informed that the specifications sent to the engineer were written so they should expect the artist to work with them in the design. Mrs. Straub stated that Mr. Guerrero is from San Diego, and it was felt it would be an advantage to have someone local. 1-5 Overpass Selection Panel Commissioner Ladouceur reported this panel had met and made a selection. They reviewed ten artists with slides and resumes. Three of these artists were invited to return to make a presentation. She stated that wonderful presentations were made by all three, and the unanimous vote was for Robert Irwin as the artist to work with CalTrans and the City Engineers on the art for the three overpasses. The design for the first of the overpasses should be finished by March 1991. The three overpasses are Palomar Airport Road, Poinsettia Lane and La Costa Avenue. Ms. Ladouceur stated it was hoped this idea would "catch on" for other overpasses. Meilach Bischoff Ladouceur Schuling Straub X X MINUTES June 7, 1990 ARTS COMMISSION Page 2 COMMISSIONERS COMMITTEE REPORTS; (Continued) Gallery Committee Connie Beardsley referred to the Minutes of the Gallery Committee Meeting which were included in the packet. She said the Committee was interested in the facility itself and what is needed to accommodate the things the Committee wants to do. The next meeting date has not been set, but at that meeting the Committee will discuss the mission of the Gallery, and then work on the budget. Sister City Committee Connie Beardsley reported that this Committee had its first meeting and there is a lot of interest. There will be an overlap between the cultural ideas of the Arts Commission and the Sister City Committee. Library Selection Panel Commissioner Ladouceur stated that this Panel will have its first meeting next Tuesday at 1:00 p.m..There were 250 applicants for this project. The Panel could not look at 250 slides and they are being narrowed down for the Panel. The Arts Office hired a consultant to work with the Selection Panel. Temporary Art Exhibition The Commission will see this Exhibition following today's meeting. Arts Associates There was no report. Attention was called to the flyer distributed to the Commissioners telling of the Arts Associates Annual Meeting and triple arts event on Wednesday, June 20, 1990, in Magee Park. Arts Manager Report Connie Beardsley reminded the Commissioners of the Special Meeting on June 14th, at 6:00 p.m., in the Council Chambers, for the presentation of the Cultural Plan. The Facilities Committee will meet at 3:30 p.m., on the same day. The first jazz concert will be June 29, at Calavera Park, 6:00 p.m., to 8:00 p.m. This coming Sunday will be the Community Band Concert, also starting at 6:00 p.m., Magee Park. Ms. Beardsley reported that the Public Art Budget will be an issue statement at the June 19th Council Meeting. She asked for any Commissioners who could, to attend that meeting. The seawall and overpasses contracts cannot be negotiated until the funds have been appropriated. MINUTES June 7, 1990 ARTS COMMISSION Page 3 COMMISSIONERS NEW BUSINESS; Artist for Seawall Connie Beardsley distributed Raul Guerrero's resume to the Commissioners and in answer to query, stated that if the City is allowed to build out on the sidewalk in five or six places along the seawall, there will be benches there, which are possibilities for two-dimension tile work. The Arts Commission approved the selection of Raul Guerrero as the Artist for the Seawall. Artist for 1-5 Overpass The comment was made that Robert Irwin changes your perception of how you look at something—for example, the changed lighting to give you the illusion of something going on forever. Ms. Beardsley said that his initial idea was related to fences on the three bridges, as there are many limitations placed by CalTrans. The artwork cannot be too distracting and cannot affect traffic. The thought was that fences would be needed on the overpasses and different colors could be used. The contract will be signed after Council appropriates the funds and approves the artist's contract. Ms. Beardsley said the artist was selected on the basis of past work, and if this Commission and Council approve and the funds are appropriated, she will come back with a proposal. She said Mr. Irwin is one of the best-known public artists in the country, and it would be very helpful to have someone who has dealt with that type of art before. The Arts Commission approved the selection of Robert Irwin as the artist for the 1-5 Overpass project. ADJOURNMENT; By proper motion, the Meeting of June 7, 1990, was adjourned at 4;40 p.m., to Magee Park for the Artists Reception for artists participating in the Temporary Outdoor Art Exhibition.
