HomeMy WebLinkAbout1990-08-02; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 4:00 p.m. August 2, 1990 City Council Conference Room COMMISSIONERS CUT-T- TO ORDER; Vice-Chairperson Meilach called the Meeting to order at 4:10 p.m. RQT,T. Present: Commissioners Meilach, Bischoff, Ladouceur and Schuling. Absent: Commissioners Bear, Jersey and Straub. Staff Members Present: Connie Beardsley, Arts Manager APPROVAL OF MINUTES; The Minutes of the Meeting held July 5, 1990, were approved as presented. PUBLIC COMMENT; Paul Normandin, 2822 State Street, owner of the Carlsbad Theatre, addressed the Commission stating they would like to assist the Arts Commission and work together as merchants and property owners to create a community theatre. Allen Largent, Manager of the Carlsbad Theatre, told of his work history at the La Paloma Theatre in Encinitas and said they want to renovate the Carlsbad Theatre. He told of the improvements they would like to make and said the stage is adequate for live productions. There could be magic shows, piano recitals, lectures, etc. He said he had no intention of competing with the first-run theatres in the area, but would like to have an art/film format, with classic or foreign films. Mr. Normandin stated they intend to finance the theatre themselves, with no Government financing. Connie Beardsley said this Commission could help promote events that were held in the theatre. OLD BUSINESS; Committee Reports - For information Manager's Report - Connie Beardsley Connie Beardsley reported that a grant had been received for the oral history project at the Senior Center, and will start next spring. Ms. Beardsley said the jazz concerts have been very well- received, with an average of 500 to 600 people attending. The Pops Concert has been funded by the City with some private donations. Negotiations have been held with the artists for the two temporary pieces to be purchased, and an agenda bill is pending. Meilach Bischoff Ladouceur Schuling MINUTES August 2. 199Q ARTS COMMISSION COMMISSIONERS Committee Reports - (Continued) Arts Associates - Jackie Wrench, President Jackie Wrench announced that Nan Robertson will be able to bid on the kiosk and that the kiosk project should be moving along. The Arts Associates are working on three projects at this time; one that involves the schools is to be firmed up; and the speakers and sweatshirt projects for the Pops Concert. Ms. Wrench thanked the Commission for the workshop and said their Board felt it was very beneficial. Vice-Chairperson Meilach said that at the meeting they had talked about greater communications between the two groups, and she thought it might be helpful to exchange minutes. This would be in addition to having representation at the meetings. Commissioner Meilach said if someone wished to commit to being this Commission's representative, she would step aside, since she cannot always attend the Arts Associates meetings. Commissioner Bischoff volunteered to be an Alternate, with Commissioner Schuling also volunteered as an Alternate, for meetings when Commissioner Meilach cannot attend. The September Meeting will be at the Senior Center at 4:00 p.m., in the Cafeteria, with the second workshop from 5:00 p.m. to 7:00 p.m. Gallery Committee Connie Beardsley reported there has been one meeting of this Committee, and the purpose of the gallery was discussed and what was to be accomplished. The mission statement is being worked on, and the consensus of the Committee was that the exhibitions should be traveling and/or jury shows, and not individual artists shows to use the space. The Library already does that in the spaces they have available, and the purpose of this gallery should be to provide an opportunity for the citizens they don't show now. The recommendations will be brought before this Commission and the Library Board. Connie Beardsley reported that there was some question about whether or not this could be an artist's piece, or would have to go out to bid. It now looks as though Nan Robertson will be able to do the piece herself. Cultural Plan - for discussion/approval Connie Beardsley said she wanted to clear up any misconceptions that this item was to accept the Cultural Plan. It was already accepted at the June meeting. This is a report of the first draft of the work plan and is separate from the plan itself. This is not adopting the recommendations; it is accepting, in general, a plan by which each separate recommendation can be worked on. MINUTES August 2, 1990 ARTS COMMISSION Page 3 COMMISSIONERS Cultural Plan - (Continued) KB. Beardsley said that the recommendations have been broken down into facilities, programming and public art. There are no costs listed and the dates given are what she thought would be realistic times. The N.E A. grant is for a half- time Public Art Administrator position, and to develop the Cultural Plan. A full-time person is needed, and there is no budget for that at this time. Ms. Beardsley stated she would return next month with more comments from staff on the work plan. This is not a five- year plan and can go on beyond the year 2,000. The programming is in the first five years, but the facilities, public art and other things go beyond that. The consensus of the Arts Commission was for Ms. Beardsley to proceed with the work plan for the Cultural Plan. NEW BUSINESS; Public Art This has not gone to Council at this time. A. Robert Irwin - 1-5 Overpass Ms. Beardsley stated that Mr. Irwin is talking about the fencing on the overpasses and focusing on that. He will make a presentation to the Commission. B. Raul Guerrero - Road Protection Wall on 101. Ms. Beardsley reported that Raul Guerrero was working on texturing the concrete wall and coloring stones for the concrete. There are three to five areas for access to the beach; lifeguard towers, and possibilities for benches, drinking fountains, etc., with the works being in tile rather than the entire wall. Vice-Chairperson Meilach inquired whether it was thought that surfacing the wall would help to deter the graffiti.
