TO ORDER; Vice-Chairperson Meilach called the Meeting to order at 4:02 p.m. Present: Commissioners Meilach, Bischoff, Ladouceur, Schuling and Straub. Absent: Commissioners Bear and Jersey. Staff Members Present: Connie Beardsley, Arts Manager APPROVAL OF MINUTES; The Minutes of the Meeting held August 2, 1990, were approved as presented, with the first page re-printed to align the voting column. PUBLIC COMMENT; There were no requests to address the Commission on a non- agenda item. OLD BUSINESS; Public Art - status report Connie Beardsley reported that the two temporary art works that are to be purchased have purchase orders issued and the contracts are in the hands of the artists for their signatures. These two pieces are the bench by Raul Guerrero and the rocks at Stagecoach Park. In reply to query regarding the maintenance of these pieces, Ms. Beardsley stated that they are the property of the City and are to be maintained by them. At any time it was deemed necessary to eliminate them because of their condition, the City would have that choice. Ms. Beardsley stated that the meeting that was supposed to follow this one has been changed to Monday, September 10, from 5:00 p.m. to 7:00 p.m., at the Senior Center. There has been approval from the City Attorney for the kiosk, and the working drawings have been approved. This project will be going forward. The 1-5 overpass and seawall contracts are at the City Attorney's office and he has a number of concerns. Ms. Beardsley will try to get a firm schedule on Tuesday, and if not, she will get a letter from the Commission. The Arts Commission requested staff write a letter to the City Attorney informing him of the scheduling problem on the contracts for the 1-5 overpass and seawall and asking him to expedite this matter so the Arts Commission may proceed. Meilach Bischoff Ladouceur Schuling Straub X MINUTES September 6, 1990 ARTS COMMISSION Page 2 COMMISSIONERS Cultural Plan - status report Connie Beardsley stated that it appears that this item will be on the Council Agenda for September 25. Council is being asked to send the plan back and set up task forces to make the recommendations for the cultural plan. The Facilities Task Force has been appointed,and the two others will be Public Art and Programming. Ms. Beardsley added that Arts Commissioners will need to serve on those task forces and she would like the names of those wishing to serve. Arts Associates - report Jackie Wrench had notified Ms. Beardsley that no one from their organization would be able to attend the Commission Meeting today. There is to be a Proclamation read at the September 18 Council Meeting declaring it is Arts Week. Commissioner Ladouceur suggested that perhaps the Arts Associates could donate posters and other materials to the schools to celebrate the arts. The intent was to call attention to functions taking place throughout the County in the arts. It was also suggested that the Arts Associates could plan a trip to Balboa Park. Vice Chairperson Meilach commented that the San Diego Homes and Gardens magazine had a photographer at the potluck dinner. The Arts Associates and the Arts Commission will trade Minutes rather than send representatives to all meetings. Vice Chairperson Meilach asked the Commissioners to write letters to the School Board before September 12 to request Continued funding in the budget for arts in the schools. NEW BUSINESS; Acquisitions Committee Recommendation to Accept Donation of Artwork - for approval Commissioner Straub reported that the Acquisitions Committee had decided to accept the donation of the choir girl. She stated that Margaret Barlow and she had discussed the possibility of painting the statue and designing a pedestal for it. Commissioner Straub said that the only cost there would be would be for general maintenance of the statue. Connie Beardsley explained that when such a donation is made, there are no strings attached and whether or not the City displays the statue is up to the City. It must go to the Council for formal acceptance, and Ms. Beardsley said she would draft an agenda bill. She added that there had been discussion about placing it in the lobby of the Cultural Arts Center, but nothing has been determined. The Commissioners discussed the possibility of damage to the statue by the students using the Cultural Arts Center, but it was felt that would not be a problem. Commissioner Straub stated that the Committee recommended accepting the statue because the Committee felt this would be a nice piece to display in the Cultural Arts Center; that it was from a very reputable and fine artist and would enhance the Center. MINUTES September 6, 1990 ARTS COMMISSION Page 3 COMMISSIONERS Commissioners discussed the statue, with Commissioner Schuling stating she did not feel this was a fine piece of art, and in placing something in a prominent place, she felt it should be something more striking. She would hesitate to guarantee where it would be placed. The Arts Commission concurred with the decision of the Acquisitions Committee to accept the choir girl statue as a donation to the City of Carlsbad. Grants Program for 1991 - for discussion/approval Connie Beardsley explained the grants program that has been in effect since the Arts Commission was formed. Initially, the Arts Commission acted as the panel to decide how to allocate and who would receive the money. Ms. Beardsley stated that two years ago the Arts Commission decided to assign a panel with expertise in the different fields of art to make the allocations and recommendations to the Commission. That same procedure was followed last year, and Ms. Beardsley recommended that a panel be appointed for this year. In reply to query about a panel that remains year after year, Ms. Beardsley stated she would not recommend that, as the applications change in scope each year and it is better to have that panel made up of people who are experts in the fields represented by applications. The Arts Commission directed staff to continue using the selection panel for allocation of the grant funds. Ms. Beardsley stated the deadline for the grant applications is in December, and in January this item will be before this Commission. There is $20,000 available to be distributed in grants. In answer to query about the school requests not being funded by grants, Ms. Beardsley explained that the Commission felt that the School District should be funding the arts activities, and with the help of the P.T.A., they should provide any extra funding that is needed. The panel also felt that the logical place to eliminate or cut grant funding was in the schools. Commissioner Straub stated that if that is the policy, then the Commission should state that. Ms. Beardsley said the artists-in-residence are supplied to the schools, and it was felt the City was not supplying the arts program for the schools. Commissioner Ladouceur said she wanted people to go to the school board and state that they want arts programs in the schools, and that program should be funded the same as other programs. Ms. Beardsley stated that the applications were for programs over and above the usual programs that were offered in the schools. These were programs that were not normal functions of the school program. The feeling was that if it were a program that the school should be funding, then it should not be funded with a grant.
