HomeMy WebLinkAbout1990-12-06; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 4:00 p.m. December 6, 1990 City Council Chambers COMMISSIONERS CALL TO ORDER; Vice-Chairperson Meilach called the Meeting to order at 4:03 p.m. Present: Commissioners Meilach, Jersey, Ladouceur and Schuling. Commissioner Bischoff arrived at 4:09 p.m. Absent: Commissioners Bear and Straub. Staff Members Present: APPROVAL OF MINUTES; Connie Beardsley, Arts Manager Dr. Cliff Lange, Library Director The Minutes of the Meeting held November 1, 1990, were approved as amended to change the wording of the sentence,"Mrs. Robertson will be doing the piece herself." to: " Mrs. Robertson will be responsible for constructing the piece herself." COMMITTEE REPORTS; Facilities Task Force Commissioner Ladouceur reported this Committee has met twice and has gone over the cultural plans and survey. The Committee will continue to do this item by item. The second meeting was with Jim Elliott, Finance Director, with an overview of the financial considerations and the different ways facilities are funded within the City. Public Art Task Force Commissioner Jersey reported on the meeting held November 19, 1990, and said the purpose was to bring to life the importance of public art and an awareness of the programs outlined in the Cultural Plan for Carlsbad. Commissioner Meilach added to the report, stating that at the second meeting they established a Mission Statement and Goals. Connie Beardsley suggested the Commission look at the Mission Statement that the Public Art Task Force adopted and ask any questions they might have. Mission Statement The City wishes to develop a Public Art Program that is diverse and of the highest quality. Its goal is to expand our citizens' appreciation of art, reflect the City's aspirations to improve the quality of life, and to enhance and identify Carlsbad's individualism as a unique community. The City seeks to develop its Public Art Program so that it is intimately integrated into the physical and social environment of the City; reflecting a broad range of community input and involvement by artists and arts professionals. Arts Associates This report was tabled at this time. (Se« page 2) Meilach Jersey Ladouceur Schuling MINUTES December 6, 1990 ARTS COMMISSION Page 2 COMMISSIONERS Festival Committee/CalState - San Marcos Connie Beardsley reported that she had attended this meeting to try to tie this festival in with a Carlsbad/Japanese Festival. The consensus of the Committee was that they wanted to have the festival on their campus and focus on their site. She will continue to serve on this Committee to see whether the focus changes. Manager's Report Connie Beardsley reported that there will be a public meeting on January 17, 1991, at 7:00 p.m., at the Safety Center, to present the Cultural Plan to the public for input. Ms. Beardsley announced the L. A. Brass will be here on February 1 at the Cultural Arts Center. They will be working with the community and the schools, with a performance at the end of the week. PUBLIC COMMENT: There were no requests to address the Commission on a non- agenda item. OLD BUSINESS; Approval of Task Force Appointments The Arts Commission approved the Public Art Task Force Members, as follows: Chris Calkins, Michael Straub, Michael Portera, Ellen Rice, Dona Meilach, Stan Jersey and Felicia Shaw. NEW BUSINESS; Design Concept on Public Art for the South Carlsbad Library - for approval Deloss McGraw stated he was doing visuals with the Architect. He has proposed an artist's book and related sculpture and paintings. They have discussed this and understand where the visuals might go. The book would be displayed on a wall, and Mr. McGraw is working with the other two artists who are collaborating on the project. Samples of a page of the book, a painting and sculpture were all shown to the Commissioners, stating that the scale would be appropriate for the area. Mr. McGraw stated that the aesthetics behind San Diego art have been made by people more or less writing about fantasy and mystery. He stated he is excited about this idea, and all the sculpture and paintings would reflect the ideas from this writing. The Arts Associates report was given at this time. Meilach Bischof f Jersey Ladouceur Schuling MINUTES December 6, 1990 ARTS COMMISSION Page 3 Arts Associates' ~ COMMISSIONERS Carol Tico, Vice President of Arts Associates, gave the report, stating a letter was sent out to the membership about three weeks ago. She said that Connie Beardsley has copies of the Speakers Service Brochure. The Holiday Art Card Project is underway in the schools, and the Associates will be selling the cards that the children have drawn, next year, with some of the money going to the P.T.A. and some to the Arts Associates. Design Concept on Public Art for the South Carlsbad Library (continued) Richard Cardwell and Brad Miller continued the report on art for the new Library, describing how they plan to use the children's area and how it will be landscaped. Jan Sanchez explained how shadows from cutouts will be used to form the illusion of trees on the trellis. Jan Sanchez also discussed the use of tile and neon, both of which will be used in the designs. Mr. Cardwell stated they are having a good time working with the artists and feel they are breaking new grounds. The landscape architect stated the lighting is very special for this project, and the location of the new Library misses the coastal fog. They are trying to heighten that, and will use mature oak trees to cast shadows on the walls of the Library. He said that shadow is the most important aspect in California. The Arts Commission endorsed the initial concept and presentation on the public art for the new Carlsbad Library, so the plans can move forward. There will be more complete reports and plans for the art work to be presented at a later date. Proposal for Arts and Crafts Fair - Steve Link, Director of Convention/Visitors Bureau Steve Link stated that the Convention/Visitors Bureau is planning to hold an antique and collectibles show in downtown Carlsbad August 4. This will be smaller than the Village Faire and will attract people interested in antiques. Mr. Link suggested that perhaps the arts community would like to hold something in conjunction with this fair, or perhaps participate in the fair. He said the fair will include arts and crafts and if the arts community wanted to have Grand Avenue from Madison to Jefferson, they could. Mr. Link said he was going to check with the other organizations in the area to make certain there was no conflict as far as the date. The consensus of the Arts Commission was that this was not compatible with the direction they were headed as laid out in the Cultural Plan and would not be something they would take part in. Meilach Bischoff Jersey Ladouceur Schuling X X X X X MINUTES December 6, 1990 ARTS COMMISSION Page 4 COMMISSIONERS Desicrn Concept on Public Art for the Shore Protection Project - for approval Raul Guerrero stated he was working on the development of the seawall in the southern part of the City. He referred to his preliminary drawings and concepts. He explained the drawings in detail and added they are preliminary drawings. The Arts Commission endorsed the preliminary drawings and concept of art for the Shore Protection Project, as presented by Raul Guerrero. Mailing List - distribution of - Connie Beardsley stated that some organizations are requesting use of the Arts Office mailing list. She said in the past the Commission had agreed to allow local arts organizations to use the mailing list, but she felt a policy was needed. The Commission discussed whether or not to give out the mailing list, and the consensus was to decide this on a case-by-case basis, but not to give it out until the Commission discussed it further. The Commissioners are to give this some thought before the next meeting, and Connie Beardsley will contact the Arts Associates for their input. 1-5 Overpasses - discussion of funds Commissioner Ladouceur stated that the recommendation of the Committee was to start the process over again. The Arts Commission approved the recommendation of the Selection Committee for the 1-5 Overpasses to start the process over again for the design of the art.
