HomeMy WebLinkAbout1991-04-04; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 12 Noon April 4, 1991 Council Chambers COMMISSIONERS CALL TO ORDER: Chairperson Meilach called the Meeting to order at 12:04 p.m. ROLL CALL: Present: Commissioners Meilach, Bischoff, Jersey, Schilling. Commissioner Straub arrived at 12:07 p.m. Absent: Commissioners Bear, Ladouceur Staff Members Present: Connie Beardsley, Arts Manager, Dr. Clifford Lange, Library Director, Jim Wilstermann, Public Art Coordinator APPROVAL OF MINUTES: The Minutes of the regular meeting held March 7, 1991 were approved as amended to include under Committee Reports, Public Art Task Force, a suggestion was made to have Jim Elliott address the Commission. PUBLIC COMMENT: There was no Public Comment. CHAIRMAN'S REPORT: Commissioner Meilach announced that the Historical Preservation Commission was taking photos on Saturday, April 6, at 1 p.m. at Magee Park to highlight the historical aspect of the park. She also reported that Commissioner Ladouceur, Ms. Beardsley and herself attended a conference in Sacramento recently dealing with public art and received several good ideas. FACILITIES COMMITTEE: Commissioner Meilach reported on the March 18 breakfast and facilities committee workshop with speaker Dr. Joseph Golden. She stated that Dr. Golden focused on how to recognize the strengths of the community, learning what the community needs and how to work together with an architect when building a facility. Ms. Beardsley stated that Dr. Golden also felt it was a good idea to interact with other groups that would be using the facility. Dr. Golden also felt it was important that the City go forward with a feasibility study to determine what other groups in the community in addition to the arts organizations would be interested in using the facility. Ms. Beardsley stated that the Facilities Committee will be meeting again to discuss this idea. She also stated she felt the Facilities Committee would return to City Council and recommend the theatre/facility and that the City conduct the feasibility study. Commissioner Meilach stated that one of the items she learned from the conference in Sacramento was that space must be flex- ible and could be used by anyone for anything. Bischoff Meilach Schuling Jersey Straub MINUTES APRIL 4, 1991 ARTS COMMISSION MEETING Page 2 COMMISSIONERS PROGRAMMING TASK FORCE; Commissioner Schuling reported that at the last meeting, Task Force Member Laurie Masten volunteered to take all the ideas and recommendations and summarize them and return to the Task Force for further discussion. ARTS ASSOCIATES: No report was given. Discussion was held regarding the public art lecture given on March 27, 1991 by Mary Beebe, Director of the Stuart Gallery at UCSD. Commissioner Straub suggested putting together a tour of public art in San Diego. Commissioner Straub and Ms. Beardsley will look into putting this tour together and try to enlist the help of the Arts Associates. MANAGER'S REPORT: Ms. Beardsley reported that the next arts breakfast will be held on April 18, with Rebecca Hannum as the speaker. She also reported on the Mother's Day Festival taking place on May 11, from 1-5 p.m. at Holiday Park and the next Arts Associates lecture, with Arthur Oilman, taking place at the Cultural Arts Center on April 24 at 8 p.m. Robin Brailsford is currently working on an art project with children at the Boys and Girls Club. Ms. Brailsford is doing this project funded by a grant from the City. Storyteller David Novak is working at Buena Vista Elementary School for the remainder of the year. Mr. Novak is funded by a grant from the California Arts Council with matching funds provided by the school. Tina Yapelli has been hired to curate the Temporary Sculpture Exhibition. Ms. Yapelli is the gallery director at San Diego State University. She will be working with Public Art Coordina- tor Jim Wilstermann putting together the exhibition. OLD BUSINESS: Ms. Beardsley stated that Steve Redfearn from Bill Silva presents could not make this meeting because of a scheduling conflict. He explained to Ms. Beardsley that the company is pursuing those items previously presented to the Commission. They are meeting with City staff and have not purchased any property at this time. NEW BUSINESS: Kiosk Policy All comments heard so far by the Arts Manager and Library Director have been positive. Commissioner Meilach asked about commercial ads being placed in the kiosk. Ms Beardsley stated that the Arts Office would put these items in the kiosk if they had a clear cultural or artistic intent. She further stated that cultural events should be encouraged to happen in Carlsbad whether public or private. The kiosk policy was approved. Schuling Jersey Bischoff Straub Meilach x MINUTES April 4, 1991 ARTS COMMISSION MEETING Page 3 COMMISSIONERS LARWIN PARK: Ms. Beardsley stated that the Selection Panel chose artist Martha Heavenston to design and implement the artwork. Com- missioner Schuling, a member of the Selection Panel, stated the Panel reviewed the work of 10 different artists. Slides of Ms. Heavenston1s work were shown to the Commission. Commissioner Meilach asked if the type of artwork has been chosen. Ms. Beardsley stated that it has not. The Commission approved the selection of artist Martha Heavenston to design and implement artwork at Larwin Park. BUSINESS FRIENDS OF THE ARTS: Commissioner Meilach stated she would like to see corporate involvement in the arts - such as a Business Friends of the Arts, a group that would function in the same manner as the Friends of the Arts. Ms. Beardsley stated she had spoken to the Arts Associates about this and there was some concern. She suggested to the Commission to work in conjunction with the Arts Associates on establishing the group. Commissioner Bischoff stated that a Business Friends of the Arts group could do more that raise funds, but could also promote the arts within the business community. Further discussion ensued. Commissioner Meilach asked Ms. Beardsley to gather information and obtain examples of corporate involvement from other cities for the Commission to review.
