COMMISSIONERS
CALL TO ORDER;
Chairperson Meilach called the Meeting to order at
4:02 p.m.
Present: Commissioners Meilach, Batter, Ladouceur, Schilling
and Wrench.
Absent: Commissioners Jersey and Straub.
Staff Members Present: Connie Beardsley, Arts Manager
Clifford Lange, Library Director
Colleen Finnegan, Community Arts
Coordinator
APPROVAL OF MINUTES;
The Minutes of the Regular Meeting held April 4, 1991, were
approved as amended to change "that" to "than" on page 3, in
the last paragraph before the adjournment statement.
Introductions of New Commission Members
Commissioners Batter and Wrench were introduced to the
Commission.
PUBLIC COMMENT;
There was no Public Comment.
FACILITIES COMMITTEE;
Commissioner Ladouceur reported on one meeting and stated
the Committee felt the summary needed more details. The
Committee hopes to have a final report to Council in June.
Connie Beardsley stated that the Facilities Committee wanted
to bring specific recommendations to Council — not just
general recommendations.
PROGRAMMING TASK FORCE;
Commissioner Schuling reported they are working on the final
summary. It will be sent to the Commissioners for their
approval .
COMMITTEE;
Connie Beardsley reported that the building of the library
has been postponed, and instead of being finished in the
summer of 1992, it appears it will be January of 1993. With
the budget problems, this will give more time to turn things
around. She distributed a report showing the budget for the
Arts Office, and showing the cuts as proposed. This could
be a problem for the gallery budget, and the Arts Commission
will have to seek funding from private sources. The Gallery
Committee discussed forming a foundation for private
donations. The Arts Associates will plan the docent program
and help with fund raising for a foundation.

COMMISSIONERS
Chairperson Meilach suggested that the Financial Manager be
invited to address this Commission. The consensus of the
Commission was to invite Mr. Elliott to address the
Commission.
PUBLIC ART TASK FORCE;
Connie Beardsley stated there has not been a meeting of this
Task Force. When the recommendations are approved, they
will come before this Commission.
SISTER CITY COMMITTEE;
Colleen Finnegan reported on the trip to Futtsu, Japan, by
the Carlsbad delegation of Council Members Kulchin and
Stanton, Marty Orenyak, one Sister City Committee Member and
other citizens. She said they were treated royally and had
a very full trip.
This weekend, the student delegation from Futtsu will arrive
in Carlsbad. Ms. Finnegan told of their schedule of events,
and it should be a very busy time.
The Japanese dance group wants to come to Carlsbad to
perform, and Ms. Finnegan said that could happen in October.
Ms. Beardsley stated that the Commissioners are invited to
attend any of the activities they want this coming weekend.
OLD BUSINESS;
AMPHITHEATER - Discussion — Steve Redfearn
Chairperson Meilach read a note from Mr. Redfearn stating he
could not attend the meeting today. The item was tabled.
LIBRARY PUBLIC ARTWORK - Deloss McGraw - for approval
Connie Beardsley stated that final approval for this artwork
is needed at this time. She distributed sketches of the
proposed paintings and the three sculptures.
The Arts Commission approved Deloss McGraw's work as
presented.
TEMPORARY SCULPTURE EXHIBITION
Connie Beardsley reported that the Temporary Sculpture
Exhibition with Tina Yapelli as curator has been postponed.
Chairperson Meilach suggested the exhibition be tied into
the dedication of the sculpture at the end of Elm Avenue.
Commissioner Ladouceur felt that the theme idea was good.
Commissioner Schuling said it was not whether you liked
something as art, but just exposing people to different
forms of art.
The consensus of the Commission was that the first two years
of the Temporary Sculpture Exhibition were better than the
third year.
