TO ORDER; Chairperson Meilach called the Meeting to order at 3:30 p.m. ROLL CALL; Present: Commissioners Meilach, Batter, Schuling, Straub and Wrench. Commissioner Kauffman arrived at 3:46 p.m Absent: Commissioner Ladouceur. Staff Members Present: Connie Beardsley, Arts Manager Colleen Finnegan, Community Arts Coordinator APPROVAL OF MINUTES: The Minutes of the Regular Meeting held June 6, 1991, were approved as amended to change the last sentence under Arts Associates report on page 1 to read: The Arts Associates were contacting between 25 - 30 businesses. COMMITTEE REPORTS; Chairperson's Report Commissioner Meilach had no report. Sister City Public Art Committee Commissioner Straub reported on a recent meeting, and said there are some questions to be answered. The Committee looked at a location on the north side of Carlsbad Boulevard approaching from Oceanside, called Home Plant, what used to be a trickling filtration plant. The City is getting ready to demolish the platform to provide more area for a passive park. The Arts Commission, Parks and Recreation Commission and Sister City Committee will be asked to determine whether to request City Council to include the demolition of the concrete platform as an add-on so that the Committee could then decide if they wanted to proceed with that as a site. The demolition off Home Plant is estimated as $50,000 to $60,000, and the construction of a passive park in that area is due to begin September 1991. Connie Beardsley stated the Committee recommended this site as the preferred site for public art, and the thought was to do something that would embrace both Sister Cities. She said if everyone agreed to this plan, Municipal Projects would have to be notified immediately for a change order. Commissioner Straub said that the Sister City Public Art Committee felt this was a pedestrian-oriented area, and was their first choice. It would be ideal to have something in the downtown area, but there are no locations available. She said she would like to see the area between State and Roosevelt/Grand and Elm relegated to a pedestrian mall. That might also lend itself to artwork. Commissioner Wrench stated access to the area might be a problem. Meilach Batter Schuling Straub Wrench X X X X MINUTES July 8, 1991 ARTS COMMISSION Page 2 COMMISSIONERS Sister City Public Art Committee (Continued) The Arts Commission, by consensus, expressed concurrence with the Sister City Public Art Committee proposal to request an alternate bid for the demolition of the trickling filter plant, offering the possibility of creating a pavilion on the top as a location for artwork. Programming Task Force Commissioner Schuling stated there was a report attached to the packet, and she deferred to the topic for discussion under New Business. Facilities Committee Commissioner Batter reported that the final draft for cultural facilities recommendations is complete and the recommendations will go to the City Council. Connie Beards ley added that she will meet with the City Manager, and tentatively this draft will be before this Commission next month. It should go to Council within the next month or two. Public Art Task Force Chairperson Meilach reported that this Task Force is almost finished with the final report, and it should be before this Commission in August or September. Arts Associates Jackie Wrench reported that the Associates are about $1,000 short on the fund-raising card project. She asked for additional contacts for more funding. Mrs. Wrench stated their Annual Meeting was held in June and Chairperson Meilach gave a presentation on behalf of the Arts Commission and Arts Office. A picnic was held following the meeting. The Associates are selling T-shirts as a promotion for the jazz concerts and now have sweatshirts for the Pops Concert. Commissioner Schuling stated that the Children for Arts Project has over $6,000 for funding, but would be more comfortable with $10,000. Manager's Report Connie Beardsley reported that the task force work and the jazz concerts are going very well. She said the Arts Office will be moving Wednesday morning to the Elmwood house at the corner of Laguna and Elmwood (behind the Library). Ms. Beardsley reported that COMBO, San Diego, is arranging for a workshop to market arts organizations, at no charge, with all of San Diego County invited. This is to be held at the Safety Center on the 16th from 3:00 p.m. to 5:00 p.m. MINUTES ARTS COMMISSION Page 3 COMMISSIONERS NEW BUSINESS; Policv Reaardina Vendors at Annual Pops Concert - for discussion/approval Connie Beards ley stated there had been requests to sell food at the Pops Concert, and a policy is needed. Requests will come through the Arts Office and would come to this Commission for approval. She said that the Olive Garden sold boxed food last year, and this would be the same procedure this year, but they wanted to sell on premises, as well. Commissioner Wrench said he felt the reasons stated for having a policy was weak, and that the need for raising funds was the wrong reason for the policy. The policy should read: that as a way of controlling the quality and extent of what happens there, rather than for raising funds. The Arts Commission, by consensus, authorized staff to proceed with the requests for selling food that have come in this year, and accepted, tentatively the vendors policy. Staff is to return next month with a revised version. Programming Task Force Report for discussion Commissioner Schuling presented the Programming Task Force Report, as contained in the packet, and went through the major points contained in the report. Commissioner Kauffman suggested that priorities be established with cost figures attached to each program. The Arts Commission accepted the Programming Task Force Report, as presented. PUBLIC COMMENT; There was no Public Comment.
