HomeMy WebLinkAbout1991-08-01; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 4:00 p.m. August 1, 1991 2955 Elmwood COMMISSIONERS CALL TO ORDER; Chairperson Meilach called the Meeting to order at 4:15 p.m. ROLL CALL: Present: Commissioners Meilach, Batter, Ladouceur and Straub. Absent: Commissioners Kauffman, Schilling and Wrench. Staff Members Present: Connie Beardsley, Arts Manager Clifford Lange, Library Director Gary Kellison, Engineer, Municipal Projects Jim Wilstermann, Public Art Coordinator APPROVAL OF MINUTES; The Minutes of the Regular Meeting held July 8, 1991, were approved as amended to change "off" to "of" on page 1, Sister City Public Art Committee, line 12. COMMITTEE REPORTS; Chairperson ' s Report Chairperson Meilach had no report. Arts Associates Jackie Wrench reported on a recent workshop where ideas were discussed for projects for the coming year. The Associates are continuing the arts card project, and are still looking for funds for the project. Manager ' s Report Connie Beardsley stated she had distributed a list of upcoming events to the Commissioners. She said the Sister City Committee is working on the Futtsu dancers ' performance, and fundraiser event on October 18. Ms. Beardsley reported that the Library artwork is proceeding as planned, and the contruction of the Library will go out to bid at the beginning of next year. OLD BUSINESS; Review of Color of Concrete Proposed bv Artist Andrea Blum for the Ocean Street Sculpture — for approval Connie Beardsley reviewed the history of this sculpture and stated the Commission was being asked to either endorse or not endorse the color that Andrea Blum has selected for the concrete for the Ocean Street sculpture. The colors specified were beige and grey and she was to work with the contractor to select the exact pigment for the concrete. The Commissioners viewed a sample of the concrete outside and also viewed slides showing similar colors. If they felt this was a change, was it acceptable or not. She stated that the entire piece will include this new color, and she suggested a call be placed to Andrea Blum to discuss any questions the Commissioners might have. Gary Kellison, Municipal Projects, explained Municipal Projects'concerns with the color and the plan to place exposed aggregate into the concrete. He stated the rock would probably be hand-seeded into the concrete. Chairperson Meilach asked for Commission comments, and the consensus of the Commissioners was to defer to the artist and her choice. Chairperson Meilach stated that Commissioner Wrench had also stated he favored the artist's decision. A telephone call was placed to Ms. Blum and she explained to the Commission why she preferred this color of concrete, stating the original color was darker and this was a warmer shade. Ms. Blum added that she wanted a color tone that would not be as stark in the environment as the original bluer/grey. Mr. Kellison explained that there could be additional costs due to this change in the pigments, and that might total $10,000. The Arts Commission recommended accepting Andrea Blum's change in the color tone of the concrete for the Ocean Street Sculpture. Food Vendor Policy Revision - for approval The Commission, by consensus, approved the Food Vendor Policy Revision, as presented, with changing the word "sued" to "used" in the fifth paragraph. NEW BUSINESS; Temporary Sculpture Exhibition Kathleen Stoughton, Curator for the Temporary Sculpture Exhibition presented the eight entries for the exhibit. By vote, the Commission chose five or six to be in the exhibit, as follows: Leslie Ryan/James Brown — Movement Measure Rob Quigley, Teddy Cruz and Jim Gates — Passage/Gates Barry Bell — Tire Obelisk Tom Grondona — Crayfish Randy Dalrymple & Todd Reinhardt — Rocks in Creek Manuel Oncina — White Structure The next two, in order of votes, were Tom Hart — Dragonfly and Michael Golino — Icosahedron. The opening date for the Exhibit is October 3, 1991, and is the date of the next Arts Commission Meeting.
