HomeMy WebLinkAbout1991-11-07; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 4:00 p.m. November 7, 1991 Council Conference Room COMMISSIONERS CALL TO ORDER; Chairperson Meilach called the Meeting to order at 4:05 p.m. ROLL CALL; Present: Commissioners Meilach, Batter, Kauffman, Ladouceur and Schuling. Commissioner Straub arrived at 4:45 p.m., and Commissioner Wrench arrived at 5:12 p.m. Absent: None. Staff Members Present: Connie Beardsley, Arts Manager Cliff Lange, Library Director Jim Wilstermann, Public Art Coordinator APPROVAL OF MINUTES; The Minutes of the Regular Meeting held October 3, 1991, were approved as presented, with Commissioner Kauffman adding he suggested putting the attendance requirement into the qualifications rather than personalty versus principles. COMMITTEE REPORTS; Chairperson's Report Commissioner Meilach had no report. Public Art Marketing Commissioner Kauffman reported that the committee had met, but it was too soon to talk about specifics. Fundraising Workshop Commissioner Schuling reported on the fundraising workshop she attended, and had prepared detailed notes for the Commissioners to read. She said that fundraising is serious and a plan and goal is needed before undertaking any such project. Connie Beardsley said that a local Stockbroker, Scott Citron, had volunteered to help with fundraising and she will introduce him at the next meeting of the Commission. Arts Associates Connie Beardsley reported on the card sale and said orders can be placed for the next couple of weeks. The cards are in the Arts Office. She said she wanted to thank the Arts Associates for the volunteers they supply for the Arts. The Commission said it would like to formally thank the Arts Associates. Commission discussion determined that face-to-face contact is the best way to thank the Associates, and the consensus of the Commission was to ask them what would be helpful and constructive. Meilach Batter Kauffman Ladouceur Schuling MINUTES November 7, 1991 ARTS COMMISSION Page 2 COMMISSIONERS Manager'a Report Connie Beardsley stated the Task Forces have two agenda bills pending, and she will let the Commission know when those are on Council agenda. Ms. Beardsley said the Historic Preservation Commission had asked whether this Commission was interested in helping with recognition of sites similar to the Kelly barn with public art projects. The Commission was supportive and interested in hearing any proposals the Historic Preservation Commission would bring forward. Ms. Beardsley reminded the Commissioners that Mother Lode Musical Theatre would be in residence on Wednesday, Thursday and Friday, with a performance at Harding Center at 8:00 p.m., Friday. A grant from the California Arts Council is available, and Ms. Beardsley said that the gift shop discussed for the new Library might be a logical application, as it has to be earned-income ventures. Chairperson Meilach suggested that perhaps a sale project, such as at the concerts or a gift store in one of the malls. OLD BUSINESS; Streetscape Phase V Connie Beardsley stated that the Jim Hubbell project for the markers at the Carlsbad Village Drive off-ramp of 1-5, on the west side of the freeway was not approved by CalTrans. She said that Hubbell was paid $7,500 to design these markers and other streetscape pieces. Since they were designed for this spot, she did not feel it was appropriate for them to be used in some other spot. The Arts Commission recommended that the funds allocated for the construction of the Hubbell art work at the 1-5 off ramps at Carlsbad Village Drive be used for another art work at a later date for the City of Carlsbad in the Redevelopment Area. Business Focus Group Chairperson Meilach read her proposed agenda for the planned luncheon meeting, and asked the Commission for suggestions and ideas. In addition to the proposed agenda, suggestions were made to have response cards and/or questions to turn in at the end of the meeting. Another suggestion was to have them plan art during lunch periods for their employees in the form of music or art projects. The idea was expressed to give the business people two tickets to some art activity that was going to be presented soon. Connie Beardsley said the tentative date for the luncheon is Thursday, January 23, 1992. She said that a turn out of ten to twenty Human Resources Directors would be good. Meilach Batter Kauffman Ladouceur Schuling MINUTES November 7, 1991 ARTS COMMISSION Page 3 COMMISSIONERS The Commission had a discussion about when to send out invitations, and the majority of the Commissioners felt that a postcard should be sent no later than December 15. The invitation/letter would be sent the first week of January, with a follow-up telephone call. Symposium Connie Beardsley stated she had called Gary Wayne of the Planning Department, and he wanted more information before he took the idea of a symposium to the Planning Commission. She said she will meet with Mr. Wayne to discuss this further. Commissioner Straub stated that everyone wants beauty and culture in the City, but beauty is a lot of different things, and it must be decided what makes a beautiful City. You frequently hear "Beautiful City", but it is not explained. When quality of life is talked about in Carlsbad, the tendency is to talk about things that don't have to do with aesthetics. She said that one of the long- range goals of this Commission, as part of the decision making process which has to do with the development of this City, should be with the quality of life and the aesthetic level of our City. Mrs. Straub said it is appropriate to begin to formulate how this Commission can begin to integrate into this process with the other many departments in the City and assist in their area of expertise. Commissioner Straub stated that the way to begin this process would be a symposium to educate everyone in any way that is appropriate. Connie Beardsley stated that she would talk with Gary Wayne and see whether the Planning Department/Commission would co- sponsor the symposium. NEW BUSINESS! Public Art Task Force Jim Wilstermann discussed the Art in Public Places Program Manual with the Commission. He noted that this is a draft. Chairperson Meilach recommended that the Commissioners read through this manual and call Mr. Wilstermann with any questions they may have. Chairperson Meilach left the meeting at 5:30 p.m. Vice-Chairperson Ladouceur assumed the Chair at this time. PUBLIC COMMENT; There was no public comment.
