HomeMy WebLinkAbout1992-07-02; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: July 2, 1992 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Chairperson Ladouceur called the Meeting to order at 4:00 p.m. ROLL CALL: Present: Commissioners Ladouceur, Batter, Portera and Wood Absent: Commissioners Spencer, Straub and Wrench APPROVAL OF MINUTES: On motion by Commissioner Wood,'the Minutes of the Regular Meeting held June 4, 1992, were approved as amended. AYES: Ladouceur, Batter, Portera and Wood COMMITTEE REPORTS: Chairperson's Report Chairperson Ladouceur reported that the goodbye/thank you celebration for Jackie Wrench will be at the jazz concert on July 24, 1992, and invitations to the Arts Associates and Board will be going out this week. Chairperson Ladouceur stated that there was a conflict with the July 25th date for the workshop. After a discussion, the consensus of the Commission was to leave the workshop on that date for the time being. It will be held at the Arts Office from 9:00 a.m. to 1:00 p.m. The Pops Concert was not voted into the City's budget by the City Council, and it is a dead issue for this year. Ms. Ladouceur suggested that ideas for funding the concert next year should be presented at the workshop. Chairperson Ladouceur reported on a newspaper article regarding art studios in Oceanside. She felt there is a need for this in Carlsbad and is something the Commission could work on for space to exhibit artists' works and studios. She said that if there were low-rent areas to foster this, it could be a wonderful addition to the arts in Carlsbad. She gave the newspaper article to the Commissioners present for their perusal, and requested staff to investigate the possibility of having someone from the Housing and Redevelopment Department at the next Commission meeting. Connie Beardsley stated that live/work space is something that artists could buy or rent, and the other alternative would be some kind of a cooperative community workshop setting. July 2, 1992 ARTS COMMISSION Page 2 Commissioner Batter requested a discussion on the Carlsbad Theatre at the next Commission meeting and the possibility of using it for art-related activities. Manager's Report Connie Beardsley reported she has been working on the grant application which is before the Commission for approval today. The jazz concerts have been well-attended, and the only problem has been with the parking. The concerts will move to Magee for the next group, and there will be a new set of problems with regard to parking. Ms. Beardsley stated there will be a Facilitator for the workshop on July 25. Arts Associates Chairperson Ladouceur reported there will be a fund-raising event at the last jazz concert at Calavera Hills, on August 28, 1992. The Associates will sell shirts and box suppers. The funds are for the art gallery in the new City Library. She urged the Commissioners to take an active part in getting groups of people to participate-with each Commissioner to try to get at least ten people to attend. The first $100 of the $10 each for the box suppers will go to the gallery, and after that $8 of the price will go toward the gallery. Connie Beardsley added that the Olive Garden Restaurant contributed box suppers for the Pops Concert last year and will donate the suppers for this concert. OLD BUSINESS: Arts Element - for information and approval Chairperson Ladouceur reported that the main issue is the form of the Arts Element, and it is to be clear and conform with the other Elements. Further work will be done on this at the workshop. The time limit to complete the Arts Element is not as restricting as first thought, giving more time to work on this one issue. * PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. NEW BUSINESS: Cultural Facilitv/Encinitas - information item Connie Beardsley stated the representative from Encinitas could not be present today, and will attend a Commission meeting in the next month or two. July 2, 1992 ARTS COMMISSION Page 3 NEA Grant Application - for approval Connie Beardsley stated this application is before the Commission for approval. She distributed a chart to help clarify how the money would be distributed. The grant has to be submitted by July 15, 1992, and it will be next spring before the grant is awarded, with funds available next summer. It is a three-year grant, and an extension could be requested if the new Library was not built right away. The funds are to be matched on a one to two basis with a minimum of $150,000. The City would need to supply $300,000, and funds have been allocated in the CIP for construction, if those funds can be used. ACTION: On motion by Commissioner Wood, the Arts Commission approved the NEA Grant Application. AYES: Ladouceur, Batter, Portera and Wood Public Art Process - for approval Commissioner Portera reported that the Public Art Task Force helped write this process last year. The Council wanted the Commission to review this. r Connie Beardsley went through the Public Art Selection Methods, including Open Competition, Limited Competition, Collaboration and Direct Purchase. Commission suggestions were to add the word "scale" before models in Section F of Open Competition, and add that models could be displayed at the Mall; and under Presentation Materials, clarify the length of time for public input. Ms. Beardsley stated that flexibility is needed for staff to fit that input into the time frame. Also, the Commission wanted any changes in the art project to be highlighted and the reason for those changes stated. ACTION: On motion by Commissioner Wood, the Arts Commission adopted the Public Art Selection Methods, subject to the above changes. AYES: Ladouceur, Batter, Portera and Wood Connie Beardsley stated that the temporary sculpture exhibition was one of the cuts made in this year's budget. Staff has been working on getting concrete pads in various spots in the City asking for a loan of artwork, and then rotating that artwork. She will come back to the Commission with a budget proposal. Also, a workshop for local artists is being explored, to be held in the fall to help them understand the public art process. This would also be an opportunity to discuss what the Arts Department and Commission are doing, and how they could become a part of the process. In response to Commission query about the landscaping at the Split Pavilion Sculpture, Ms. Beardsley stated that Mark Steyaert, from the Parks and Recreation Department, and Andrea Blum are working together on a plan. That project will go forward this month and be in place in August.
