HomeMy WebLinkAbout1992-10-01; Arts Commission; MinutesMINUTE S MEETING OF: ARTS COMMISSION DATE OF MEETING: October 1, 1992 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Chairperson Ladouceur called the Meeting to order at 4:01 p.m. ROLL CALL: Present: Commissioners Ladouceur, Batter, Portera and Wood. Commissioner Spencer arrived at 4:14 p.m. Absent: Commissioners Straub and Wrench APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the September 3, 1992, Meeting were approved as presented. AYES: Ladouceur, Batter, Portera and Wood COMMITTEE REPORTS: Chairperson's Report Chairperson Ladouceur reported that the Vista Gallery opening was successful and she urged the Commissioners to visit the Gallery. Chairperson Ladouceur stated there would be a production by the Highbrow Playreaders at the Senior Center, October 23, 1992, 7:30 p.m. She felt that everyone should be encouraged to attend the next production. Ellen Rice produced this performance. Chairperson Ladouceur reported briefly on the Old Times Picnic, and Commissioner Wood added that there was not enough publicity for the picnic, and therefore, the attendance was disappointing. He said that type of event needs to be planned well in advance in order to get the word out to everyone. Commissioner Portera suggested that perhaps that type of event could be held in conjunction with a jazz concert. Commissioner Batter suggested using the Village Faire area for events of that type. Commissioner Wood said he would prefer to have the Picnic again, and perhaps that will be planned for next year. October 1, 1992 ARTS COMMISSION Page 2 Chairperson's Report (Continued) Chairperson Ladouceur reported that the Arts Education Task Force met on September 14 to develop a plan for arts education efforts in Carlsbad. A review of the Cultural Plan recommendations is in progress and the goals and objectives recommended by that committee. Potential resources and methods were discussed and a report will be forth coming. The Committee is discussing art education for the entire community-not just the schools. Chairperson Ladouceur stated that the Arts Office sponsored a workshop on publicity and media, with guest speakers. A number of good ideas were discussed. The Carlsbad Theatre opening was fun, with old time cars and costumes, pop corn and soda. Actors were present giving the history of the Theatre, and Ms. Ladouceur said there will be performances this Saturday and Sunday at 5:00 p.m. The cost is $3 for adults and $1 for children. Manager's Report Connie Beardsley reported that the past month has been a busy one. The publicity workshop was held as part of the Technical Assistance Program. The workshops are used to help the arts organizations improve their management skills. The speakers volunteered their time at considerable savings to the Arts Office. Ms. Beardsley stated the Arts Education Task Force has three more meetings, and will then report back to the Commission. Most of the arts have been cut from the schools due to budget problems. The Task Force wants to initiate an advocacy program, which the City cannot do. The Arts Office can help the schools find grants, artists in residence and provide resource information. Ms. Beardsley stated there will be a Futtsu Delegation on October 23, 1992, with a dinner at the Senior Center. She stated she met with the seawall artist, Raul Guerrero, and will have a report later for the Commission. Last night, Ms. Beardsley talked with the students in the public art classes at Cal State/San Marcos, and she stated they were very interested and very knowledgeable. The grants program will be coming up soon, and there will be a workshop for those interested in applying for the grants on October 19. The deadline for applications is November 16, 1992. There is a panel that reviews the applications and their recommendations come to this Commission in January. Ms. Beardsley said the Pops Concert committee has not met, and the Police Department has indicated that their choice for the site of the Concert is the Siaga property. The Second Annual Writers' Contest is in progress. The next Commission Meeting will begin at 3:30 p.m., for a reception to announce the winners. The November Commission Meeting will follow at 4:00 p.m. October 1, 1992 ARTS COMMISSION Page 3 Manager's Report: (Continued) Ms. Beardsley stated the Big Bang Committee is not interested in funding the Kite Festival, but would be happy to provide volunteers. Big Bang lost money on their June barbecue, which they had planned to use for the Festival. The big question now is how to fund this event, as there is no money in the budget. Hope Wrisley is in charge of this event, and Ms. Beardsley will be meeting again with her. There is also a problem with a proper site for the kites. The suggestion was made to explore the possibility of combining this with a festival planned by Oceanside on that date. Another suggestion was to have it for small kites only and hold it at Calavera Hills Park. Ms. Beardsley said there is also a problem of time-both as far as getting funds and staff time. She said if the Commissioners did not want to spend a lot of time on this project, they should tell her now and the event would be tabled. Ms. Beardsley will meet with Hope Wrisley again to determine how much work she can provide along with volunteers for the Kite Festival. If she cannot, the consensus of the Commission was to delete it. The dates for the next workshop are January 23 or January 30, 1993. By polling the Commissioners, Ms. Beardsley found that all preferred January 30, except Commissioner Batter, who preferred February 6. The rest of the Commission was available February 6. Arts Associates Norm Dolnick reported that the survey and feasibility study for the Gallery Gift Shop has been completed, with 328 interviews conducted. The residents were interested in a gift shop of the type planned, and Mr. Dolnick will report further on this after the Board of Directors meet next Friday. OLD BUSINESS. Public Art Contracts/Time Limjt - for discussion Connie Beardsley reported that six or seven cities had been contacted about time limits on contracts with artists, but only three replied. She distributed information to the Commission showing what Phoenix, San Jose and Concord do with regard to such contracts. Commissioner Wood stated he felt the Legal Department of the City needed to have the matter brought to their attention, that perhaps this could be a problem and should be addressed. He felt if a project is delayed indefinitely, the City should have the ability to cancel the contract. The present wording which says a contract may be canceled with "mutual agreement" would preclude the City having the ability to do this without the consent of the artist. Chairperson Ladouceur stated that time was not the relevant factor with art, and all artists involved with public art expect there to be delays. Connie Beardsley stated that Commissioner Wood wanted the City Attorney to add a phrase to the contract with artists that if a project never happens, the City can get out of the contract. He said that if the City Attorney says the contract is all right without such a clause, then that is fine. Commissioner Wood reiterated that he wanted to be on record as being concerned about a time limit on the contract with artists for public art, in the event that the project is postponed indefinitely. October 1, 1992 ARTS COMMISSION Page 4 Public Art Contracts - (Continued) Commissioner Wood made a motion to have Ms. Beardsley approach the Legal Department and ask whether the lack of a time limit in contracts with artists for public art could be a problem and whether they want a clause in the contract to take care of that. There was no second to the motion. Commissioner Portera did not concur, and stated he saw no problem. Commissioner Batter stated that if the contract is tied to the completion date, there is no financial risk if the project doesn't begin. Commissioner Spencer stated he did not see a problem and Commissioner Batter concurred. Commissioner Wo&d stated he wanted the City Attorney to make the determination. Chairperson Ladouceur stated that the public art process is very specific and each contract has to be different. She felt if it is too set, that could create more problems. Commissioner Portera stated that most people in public art are used to delays and want to work with them. The consensus was for Connie Beardsley to inform the City Attorney that it may or may not be a problem to not have a time limit in the contract with artists on public art projects to allow the City to cancel the contract in the event the project is postponed indefinitely. Budget Cuts - review Connie Beardsley reported that all Departments had been requested to cut budgets by 7 percent, and she reported on how this has been accomplished. The part-time Sister City Clerk-Typist position has been frozen. Cuts will be made by not replacing part-time help; cutting the travel budget, subscriptions, printing, miscellaneous outside services, postage and grants. No temporary help is to be hired. The tQBthree employees in the Arts Department will be doing all the work for the Sister City Program. The Jazz Concert poster has been eliminated, the newsletter reduced from four to two and the Calendar to bi-monthly. Ms. Beardsley stated that staff will be looking for sponsorships for programs and for volunteers to help with special events. The Arts Associates provide volunteers and more are needed. Norm Dolnick stated that they have a committee for volunteers and will do all they can to get more help. PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. October 1, 1992 ARTS COMMISSION Page 5 NEW BUSINESS: Commissioner Spencer commented on the last breakfast. Ms. Beardsley added the speaker's premise was the most effective form of communication is through special events. The sponsors of such events are remembered by the public and it is felt that they are doing something good for the community. This was thought to be a good idea to put forward for the Pops Concert.
