HomeMy WebLinkAbout1993-10-07; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: October 7, 1993 (Regular Meeting) TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Ladouceur called the Meeting to order at 4:00 p.m. ROLL CALL: Present: Commissioners Ladouceur, Plainer, Portera and Wood. Absent: Commissioner Spencer and Commissioner Willis. Commissioner Batter arrived at 4:07 p.m. APPROVAL OF MINUTES: On motion by Commissioner Portera, the Minutes of the August 12,1993, Meeting were approved as presented. AYES: Ladouceur, Portera and Wood ABSTAIN: Plainer COMMITTEE REPORTS: Chairperson's Report Chairperson Ladouceur thanked the Commissioners for their help on the Pops Concert, and added that she wished the staff effort could be recognized somehow, including the High Noon Rotary and the Arts Associates. The major donors were pleased with the lables and refreshments and the fundraiser thank you was a nice event. Ms. Ladouceur reported on the presentalion of a Proclamalion al City Council for the Arts and Humanities Month, which she and Dr. Curtin, President of the Library Board, accepted. The Calendar of Events was distributed to the Commission and was reviewed by Chairperson Ladouceur. Ms. Ladouceur reminded the Commissioners that the Annual Board and Commission Appreciation Event will be held October 21, 1993, 7:00 p.m., at the Carlsbad Senior Center. Manager's Report Connie Beardsley reported that the San Diego International Children's Art Festival is considering moving to Carlsbad, but there has been no final decision at this time. This would be a four or five day event; two days for school children, and families on the weekend. They liked Holiday Park and are talking with the Big Bang Committee for possible sponsorship. October?, 1993 ARTS COMMISSION Page 2 Manager's Report (Continued) Ms. Beardsley discussed the Temporary Sculpture Exhibition, stating the response from artists has been disappointing. She feels this is due to not enough publicity and because the artists are not paid. She suggested that the exhibition be studied to find a way to improve it. She asked the Commissioners to think about this and perhaps come up with some recommendations. Jim Wilstermann has resigned, and he was the staff person working on this exhibition. The Arts office is looking for a part-time Public Art Coordinator. Ms. Beardsley distributed the revised Calendar and added that the Arts Associates had changed the date of their opening to the 2nd of December. Applications for the grants program have been mailed out. The Commission will approve the distribution of $13,000 in January. There will be a panel to review the proposals in December. Commissioner Portera volunteered to act as Chairman for the panel. Arts Education Task Force Chairperson Ladouceur reported on the recent Task Force meeting, and she referred to the dates on the Calendar for the artists-in-residence and other events. Ms. Ladouceur reported that they are working on a survey regarding conflicts in the contests that are held in the schools by local groups and corporations. Also cultural chairs from each school PTA have been invited to the November meeting. Arts Associates Ann L'Heureux reported the major date change to December 2 for the dedication to the City of the art pieces, at La Costa. Ms. L'Heureux stated there are Pops Concert sweat shirts available at the Arts Office for $20, and also Christmas cards for $10. Ms. L'Heureux said that Arts Associates does not want to lose the speakers' series, but the interest is not there at this time. OLD BUSINESS: Review of 1993 Jazz Concerts Connie Beardsley stated that the jazz concerts were successful, with parking being the major problem. The parking was solved pretty well at Stagecoach Park and Magee Park. Calavera Hills Park presented the most difficulties as far as parking. A shuttle was hired to take people from Hope School. Ms. Beardsley said that there was a problem with people wanting to drop off other people. Also, it would be nice to have a new stage. The electricity is a problem, as it isn't possible to use the lights and the sound system at the same time. Ms. Beardsley said there were nine concerts, with three at each park. One suggestion was for the concerts to be held at one site, with the stage set up for the entire summer. Commission discussion centered around the possibility of having to raise funds for the jazz concerts next summer. It is possible that Fieldstone Foundation may not provide funding as they have in the past. October?, 1993 ARTS COMMISSION Page 3 Review of Summer Pops Concert Connie Beardsley reported on the costs for the Pops Concert, which does not include the time the City staff spent, including the Parks & Recreation, Police, Utilities and Maintenance Departments and the Arts Office staff. The income was $25,290, with expenses $24,021, not including the costs from the City Departments. Ms. Beardsley further stated that in addition to the costs, other Arts Office programs were put on hold. She said that it is a question of which programs are most important. In response to Commission query as to whether there was more that the Commissioners could have done, Ms. Beardsley replied that it is a question of how much time Members of the Commission are willing to devote. Chairperson Ladouceur stated that the feedback was all positive as far as the Pops Concert. Ms. Beardsley said that the City Departments will expect to be paid next year, which will add considerably to the costs of the concert. Commissioner Wood said that the Pops Concert is a great thing, but the dollar cost vs the attendance makes it cost a lot per person. The Commission discussed alternatives such as different types of music on different nights for the jazz concerts; having a final jazz night that would be the big concert; finding ways to cut the costs. Ms. Beardsley said that if you are going to have a big jazz concert with perhaps 5,000 people present, you still have the same problems as the Pops. Chairperson Ladouceur said the site for the Pops concert did have problems, and she said it was important to keep the jazz concerts in the local parks. Connie Beardsley will check with the donators and Fieldstone for the jazz concerts, to see whether there are any funds to be available for the concerts. As to other types of programs, not too many of them are appropriate to that large a crowd. Other suggestions made included a street dance, winter concert series and an opera night. Ms. Beardsley stated that this item will be discussed further, and she asked the Commissioners to think about just what should be planned as far as the jazz concerts and the pops. PUBLIC COMMENT: No one wished to address the Commission on a non-agenda item. October 7, 1993 ARTS COMMISSION Page 4 NEW BUSINESS. Election of Chair ACTION: By unanimous vote, Sue Ladouceur was re-elected Chairperson for the coming year. ACTION: By unanimous vote, Laurie Batter was elected Vice-Chairperson.
