HomeMy WebLinkAbout1993-12-02; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: December 2,1993 (Regular Meeting) TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Ladouceur called the Meeting to order at 4:00 p.m. ROLL CALL Present: Commissioners Ladouceur, Plainer, Portera, Willis and Wood. Absent: Commissioner Batter arrived at 4:02 p.m., and Commissioner Spencer arrived at 4:05 p.m. APPROVAL OF MINUTES: On motion by Commissioner Portera, the Minutes of the November 4, 1993, Meeting were approved as presented. AYES: Ladouceur, Plainer, Portera, Spencer, Willis and Wood COMMITTEE REPORTS: Chairperson's Report Chairperson Ladouceur reported the Patrons of the Arts will sponsor a Christmas Sing-a-Long at the Cultural Arts Center on December 7. There will be a program December 15 at Magee Park, 7:30 p.m., by the Poets and Mythology group. December 19 there will be a concert by the Pacific Coast Concert Band at 2:00 p.m., at the Village Faire. She attended a Gallery Vista opening and referred to the Carlsbad Arts News where there is an article urging people to buy art or give donations to local arts groups by purchasing an art object in someone's name. Ms. Ladouceur reported the Cultural Tourism Conference will be held this coming weekend on Friday and Saturday. Ms. Ladouceur reported on the Third Annual Writers Award Ceremony held during the last month, and there were close to one hundred entrants. December 1 was a Day Without Art, to honor friends and/or family members with HIV or AIDS. She asked the Commissioners to think about something that Carlsbad could do for this cause. Ms. Ladouceur called attention to the newspaper article distributed to Commissioners regarding arts in Oceanside. She commented about the artists having studios, which is something this Commission has wanted to do in Carlsbad. Commissioner Willis commented that a group of the Village Merchants is trying to get a farmers' market in the Village in Carlsbad, that would be similar to what they have in Oceanside. December 2, 1993 ARTS COMMISSION Page 2 Chairperson's Report: (Continued) Ms. Ladouceur said she would like for people to look into the possibility of using empty buildings as a temporary basis for artists' studios. Chairperson Ladouceur asked Commissioner Portera for any events he wished to mention at this time, and he mentioned the exhibit at the San Diego Museum on the reconstruction of the red light district in Amsterdam. Ms. Ladouceur said there is an exhibit in Laguna on the pre-1900's in California and she mentioned a show by the Brighton Press on paintings and collages by James Renner. Chairperson Ladouceur ended her report by wishing everyone Happy Holidays. Manager's Report Connie Beardsley introduced llene Mittman, the new Public Art Coordinator. Ms. Mittman reported that there had been only two responses to the request for qualification and slides for the Rotating Exhibition, and one of those was inappropriate. In order to get something for the next exhibit, the Arts Office is working with two organizations, one an artists' management service and the other a public and corporate art group. These groups are interested in working with the Arts Office to get pieces for the exhibition, and a decision should be forthcoming within the next week. Ms. Mittman mentioned having an Arts Associates "Art Cart" in the Library that could be taken out to the parks for the jazz concerts in the summer. This cart would contain articles related to arts and music that could not be found in Carlsbad because they are specialized. She said there are three different types of carts in the Mall, and it is a possibility that some of the carts from the Mall might be available for this use. When the merchants have no further use for them, they might want to donate them as a tax write-off. Ms. Beardsley stated that the Classics Unlimited will have their first concert January 16, 1994. The brochure has not been printed at this time. The pianist who will be playing in that concert will arrive on Friday prior to the concert and will make three informal appearances before the concert as part of the Visiting Artists Program. The former Mayor of the Sister City in Czechoslovakia is interested in coming to Carlsbad as an artist in residence, if the funds can be obtained to bring him here. Commissioner Wood stated he attended the Planning Commission meeting last night and talked with the Commissioners on how to proceed with having new developments place public art. He said the Commissioners felt this should be discussed with the developers before they get to the Planning Commission. Once a project is through the Commission, any changes in design would necessitate having the project returned to the Commission for approval. Mr. Wood said the developers should be approached to suggest they include art work in the design. This art work would be paid for by the developers, with suggestions and recommendations from the Arts Commission or Arts Office. Mr. Wood said he still felt that the ones that have gone through the Planning Commission could be approached to make a change to include public art. Chairperson Ladouceur suggested having a letter from the Arts Commission stating their purpose available to be given to the developers as part of the handout from the Planning Department. December2, 1993 ARTS COMMISSION Page 3 Arts Education Task Force Report Chairperson Ladouceur reported on the November meeting, stating that some of the Cultural Chairs from the schools were in attendance. The survey will be taken back to the schools by the Chairs and given to the teachers. The art sheet was discussed with the Chairs, as it is to be a newsletter in the schools, primarily. Ms. Ladouceur stated the next meeting will be in January. Ms. Ladouceur said the arts meeting at the School District was very interesting, and was well attended by parents, heads of arts organizations and some District personnel. She said there was a lot of good information given and she hoped some of what was discussed comes to fruition. The main problem is the selling of arts in the schools, as the arts programs get pushed aside. Arts Associates Ann L'Heureux reported the Arts Associates now has 438 members. She stated that the reception tonight for the art pieces will start at 8:00 p.m., at the La Costa Coffee Roasting. Ms. L'Heureux said that the plans for the production of Love Letters have been canceled, as the holders of the rights said "no". Ms. L'Heureux reminded the Commissioners of the December 16th party at her home for the Commission and staff and their significant others. OLD BUSINESS: Workshop Review Connie Beardsley stated that it was suggested at the last Commission meeting that it would be a good idea to look at the workshop and see where the Commission is in relation to what had been decided at the workshop. She felt the Commissioners were moving along with the assigned tasks. She said the slide presentation has been given several times. Chairperson Ladouceur said that the Pops Concert brought the Commission to the public's attention in working with the different groups. She felt a great deal has been accomplished through the year, and particularly with the changing economic times, which required changes in the proposed commitments. Commissioner Batter stated she felt one important issue was fundraising, and that the Commissioners had given their best efforts. She suggested investigating the feasibility of finding someone in the community who is a professional fundraiser, and added there are several organizations in the Chamber of Commerce who do telemarketing. If they could raise more funds over what was required for planned programs, that would be doing the Commission a service. In response to Commissioner Platner's query regarding the fundraising committee, Chairperson Ladouceur explained that the committee had done the paperwork first, and then telephoned for donations for the Pops Concert. This was a lot of work by the committee and the Arts Office staff. Commissioner Batter suggested getting a mailing to every household in Carlsbad stating that the arts need you in Carlsbad, as the Commission does not reach every household. There are over 27,000 households in Carlsbad, and there are 3,000 people on the arts mailing list. Such a mailing could be made just before the first jazz concert. December 2, 1993 ARTS COMMISSION Page 4 Workshop Review (Continued) Commissioners Batter, Platner and Wood will serve on the Fundraising Committee. Commissioner Wood stated he thought the Commission should meet without any facilitator for brainstorming. Commissioner Spencer concurred, adding that the Commission has several new members and he felt it was important to focus on getting to know each other and look at the direction for the Commission. Commissioner Batter said she would like to have a map for the year of what the Commission is going to do during the coming year and how they are going to do it, with a time line showing long term goals. Ms. Mittman suggested inviting former Commission members and other members of the community to meet with the Commission to discuss goals. Chairperson Ladouceur explained that the Arts Associates and Commission tasks were examined at the February workshop. The consensus of the Commission was to hold a workshop for the Commission members only to work on a plan for the coming year. The tentative date for the workshop would be either February 26 or March 6, 1994. PUBUC COMMENT: There were no requests to address the Commission on a non-agenda item. The Phoenix, AZ trip was discussed, with Ms. Mittman giving the prices for air fare for a one-day or a two- day trip and hotel rates for one night. The majority of the Commissioners stated they could not afford the two-day trip and would prefer a one-day trip. Ms. Mittman will investigate prices for a one-day trip and report to the Commission. NEW BUSINESS: California Arts Council Grant Proposal Connie Beardsley asked the Commissioners to review the letter of intent, which is due December 10, 1993, and if they agree, to approve submitting it. She said the California Arts Council has a grant program for cities, but any amount requested must be matched one and a half times the grant request in new money. The City has a policy that it is not funding anything new, so this would be matched with new private money, if the application is to be submitted. Ms. Beardsley spoke with the Police Department about their various programs, and the most logical program is the Youth Enrichment Services (Y.E.S.). This is a relatively new community-based committee with representatives from the School District, Police Department, Barrio Association, and other community representatives. The program is targeting the junior high school age group and would raise the funds to match the grant request for arts programs specifically designed toward their group. This would involve dramas, music and visual arts. Since there is a Latino gang in the Barrio, the program would be Latino based. December 2, 1993 ARTS COMMISSION Page 5 California Arts Council Grant Proposal (Continued) Ms. Beardsley said members of the Y.E.S. Committee are very enthusiastic about this, and she would like the Commission's approval to submit the letter of intent, which is due December 10. The proposal is due January 24th. The Commission asked what happens if they did not match the amount requested, and Ms. Beardsley said the California Arts Council usually extends the time. Also, there is the possibility of asking for less money, if it is impossible to raise a higher amount. ACTION: On motion by Commissioner Portera, the Arts Commission approved submitting a letter of intent for a California Arts Council Grant. AYES: Ladouceur, Batter, Plainer, Portera, Spencer, Willis and Wood Cultural Plan - Task Force Report - for discussion Connie Beardsley stated there is a lot of good material in the report and it represents a great deal of work on the part of the Facilities Committee. Some of the projects are not feasible at this time due to the economy, and the time line is off. She asked the Commissioners how they wished to handle these reports--by going through each one--or having another Task Force Committee to study them first. Commissioner Batter said the cultural facility needs to be re-studied, as to what kind of facility is wanted, and creating an environment in the community that would develop the arts to support such facilities. Ms. Beardsley asked whether the Commissioners whether they wanted to study this as a Commission, or have a subcommittee study it first. ACTION: On motion by Commissioner Wood, the Arts Commission appointed Chairperson Ladouceur and Commissioners Batter and Plainer to a committee to review the task force report and return at ihe nexl Commission meeting with recommendations.
