HomeMy WebLinkAbout1994-02-03; Arts Commission; MinutesMINUTES MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: ARTS COMMISSION February 3, 1994 (Regular Meeting) 4:00 p.m. City Council Conference Room CALL TO ORDER. Chairperson Ladouceur called the Meeting to order at 4:00 p.m. ROLL CALL. Present: Commissioners Ladouceur, Batter, Spencer and Wood. Absent: Commissioner Platner. Commissioners Portera and Willis arrived at 4:02 p.m. APPROVAL OF MINUTES. On motion by Commissioner Spencer, the Minutes of the January 6,1994, Meeting were approved as amended. AYES. Ladouceur, Batter, Spencer, Willis and Wood ABSTAIN: Portera COMMITTEE REPORTS. Chairperson's Report Chairperson Ladouceur reported that the Master's Meed Award from the Chamber was given to Jackie Wrench on Friday evening. The opening for the new Branch Library was held January 15, and the Head Librarian for the State of California was present and gave a short talk. The Deloss McGraw artwork is on display in the windows adjacent to the Library. Chairperson Ladouceur reminded the Commissioners to check their Calendar of Events and the newsletters for coming events. Chairperson Ladouceur reported on the Arts Education Task Force meeting, and mentioned the Cultural Chairs were there representing their schools. She said that not all Chairs are on board as yet. The next meeting will be April 11. The Artists in Residence grant requests are due February 11. The Arts Office will help in writing the grants. Ms. Ladouceur stated the District Arts Program is developing standards for the schools and will be presenting it to this group shortly. They are checking information from the schools as to the programs and the Task Force is checking that information to be compiled. The Task Force discussed how to communicate arts education information through the PTA's. Ms. Ladouceur stated there will be an Arts Education program on the cable network February 9 from 9 e original show. She distributed articles from the Los Angeles Times Februarys, 1994 ARTS COMMISSION Page 2 Chairperson's Report (Continued) Chairperson Ladouceur stated she was very disappointed that the bars from the Split Pavilion had been donated to Jim Watson by the salvage company for an auction to benefit the Girls Club. She suggested that perhaps a note should be written to the Girls Club asking them to re-consider their being a recipient of these funds. Commissioner Willis stated he did not feel they would get a lot of money from this, and Commissioner Wood concurred. The Commission discussed this, and by consensus, decided to take no action on this matter. Chairperson Ladouceur thanked the City for asking for a recommendation from the Arts Commission. She added that she would like to make certain that the park is kept up to the best of the City's ability, as was also mentioned in the Andrea Blum agreement. The Commissioners concurred. Manager's Report Connie Beardsley stated that this Commission had approved the grant to the California Arts Council to be matched with funds from Y.E.S. The Y.E.S. organization had a meeting before the grant was submitted and they were not comfortable with having to raise $22,500. The Boys and Girls Club agreed to raise the funds and the grant was submitted. Ms. Beardsley reported that the Phoenix tour date is Thursday, March 24, 1994, with the Phoenix Arts Commission providing a bus and a luncheon. The price for the tour is $133, including air fare. Ms. Beardsley stated she had a meeting with Igor Gruppman, violinist, who is anxious to increase the attendance at concerts; there were 200 the last time, and they did not break even. He would like Carlsbad residents to be more supportive of their efforts. She asked the Commissioners, as individuals, if they were aware of anyone who would like to have a concert at their home as a fund-raising event-he would like a guarantee of $4,000. Ms. Beardsley reported that the 'Spectacular Moments" sponsors are planning arts fairs and wanted to start with a festival. A proposal has been presented and they are working with Carltas Company for a farmers market along with a festival to be held every Saturday at Pea Soup Andersen's in the parking lot. Ms. Beardsley distributed copies of the California Confederation of the Arts Advocacy Alert and called attention to the California Assembly Speaker's Education Hot Line at 1 -800-773-2594. Public Art Report Connie Beardsley reported that Kenneth Capps had offered a second piece of art and a location for the piece to be displayed is being sought, llene Mittman is working to get two more pieces of art, but the transportation for them will have to be paid by the Arts Office. The ad in the Arts Week for the rotating exhibition received some interesting proposals, and hopefully there will be a new exhibit in May. The Arts Associates will have a reception at the end of the present exhibition and the beginning of the next exhibition. Ms. Beardsley said the budget for the capital improvement projects is due February 15, and llene Mittman and Connie are working on this. There is money appropriated for the Jefferson Street duck pond area, and Ms. Beardsley said they will request that $7,500 be put into the temporary exhibition account to pay for the transportation on the temporary exhibition pieces. Ms. Beardsley announced that the ArtsLink Grant Application has been withdrawn for this year. February 3, 1994 ARTS COMMISSION Page 3 Sister City Report Connie Beardsley reported that six student ambassadors are to be sent to the two Sister Cities; three to Futtsu and three to Czechoslovakia, and the Sister City Committee will need to be fund-raising to send them. Ms. Beardsley reported that the Commission had requested that she look into the costs of targeted programs for fund-raising. The four noon-time concerts would cost approximately $5,000. The communication package could be discussed as part of the workshop or as separate fund-raising. A quarterly newsletter to every resident would cost $30,000, with the cost of printing approximately $4,000. The cost per issue would be approximately $13,000, based on the old newsletter format. Ms. Beardsley continued, stating that a portable stage 20 feet by 24 feet, non-adjustable, a height of 36 inches $2,000, and adjustable, $5,000. Both stages would have a problem with the legs sinking into the ground. She stated she would do more research on this. Ms. Beardsley stated that the Mall had asked the Arts Office to work with them to bring artists into the Mall for demonstrations, at the end of February and in March. They are working on this. Arts Associates Report Ann L'Heureux reported the Associates now have 441 members. She said the Associates will schedule the next event for the rotating exhibition sometime in April or May. She stated that someone at Cablevision is doing a documentary on the Carlsbad Theatre. OLD BUSINESS: Phoenix Trip to View Public Art At this time, three Commissioners, George Willis, Ruth Plainer and Sue Ladouceur plan to make the trip to Phoenix. Connie Beardsley said that if anyone wished to make the trip, to call her office. PUBLIC COMMENT: No one wished to address the Commission on a non-agenda item. NEW BUSINESS: Commission Workshop Connie Beardsley referred to the Workshop Agenda included in the packet and Chairperson Ladouceur asked for any suggestions. ACTION: On motion by Commissioner Wood, the Arts Commission adopted the Workshop Agenda for February 26, 1994, as presented. Februarys, 1994 ARTS COMMISSION Page 4 NEW BUSINESS: (Continued) Larwin Park Connie Beardsley reported that the building of Larwin Park has been postponed indefinitely, and Martha Heavenston has a contract for $23,000 for art for that park. The artist worked with the landscape architects for that project and was scheduled to do a presentation, which was canceled. Ms. Beardsley stated that because it looks as though it will be at least five years before that park is built, she talked with Ms. Heavenston and asked whether she was interested in terminating the contract. Ms. Heavenston wrote saying she was willing to terminate the contract and felt she was due $8,000. Ms. Beardsley said that possibly $5,000 was what the artist was due. She felt that perhaps this work could be used at another site; such as Maxton Brown, Hosp Grove or Poinsettia Park. Ms. Beardsley has not talked with David Bradstreet, Parks and Recreation Director, to find whether he is interested. However, Ms. Beardsley would like to ask the artist to consider moving to another area. There is an area across from the duck pond in Hosp Grove where they are building picnic tables and a tot lot, with parking. The consensus of the Commission was that it would be a viable solution to ask Ms. Heavenston to move the proposed artwork to another location and not lose the money she feels is due at this time. ArtsLink Grant Application This item was withdrawn.
