HomeMy WebLinkAbout1994-05-05; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: May 5, 1994 TIME OF MEETING: 4:30 PM PLACE OF MEETING: CITY COUNCIL CONFERENCE ROOM CALL TO ORDER: Vice Chairperson Batter call the Meeting to order at 4:44 p.m. ROLL CALL: Present: Commissioners Spencer, Wood, Willis, Batter Absent: Commissioners Platner, Ladouceur APPROVAL OF MINUTES: Commissioner Wood requested the April minutes be amended on page 2 under Arts Associates, using the word donated instead of purchase, along with a correction on page 3, adding a subheading of Facilities Report before the fourth paragraph on the page. On motion by Commissioner Wood, the April 7, 1994 minutes were approved as amended. AYES: Spencer, Willis, Wood, Batter COMMITTEE REPORTS: Manager's Report Connie Beardsley announced the Sister City Committee was holding a Czech dinner on Friday, May 20 at the Senior Center as a fund-raiser for the Student Ambassador Program. The Sister City Committee is sending three students to Karlovy Vary, Czech Republic and three students to Futtsu, Japan. Mrs. Beardsley gave an update on the jazz concerts, and stated that she contacted KCEO radio station about sponsoring the jazz concerts by providing D.Js. and will have an answer from the radio station next week. Staff is working with the Arts Associates on the "Stage a Picnic" fund-raiser and the Arts Office will hopefully have a stage at the concerts. Staff is moving forward on the "Salute to America," the September 4 concert. No performers have been booked. Staff has contacted the Marine Corps Band. Staff is talking about doing a longer concert period (4-8 pm)and having music that is indigenous to America, a Bluegrass band with a pops style, black gospel, Dixieland, etc. The Summer Camp is set for July 11-22, 1994. It is a two-week camp sponsored by the Arts Commission Minutes -May 5, 1994 2 Arts Office and Library. It is offered to those students who are in 3rd and 4th grade in September. The instructor is Leslie Vollmer, who teaches for the Carlsbad Unified School District. Publicity has been in the form of the Library's newsletter and the Arts Office's newsletter to the schools. Flyers will be sent out to all the children currently in grades 2 and 3 in the Carlsbad Unified School District, Encinitas and St. Patricks. The camp will be held at the Arts Office, cost is $75 and the hours the camp will be held are from 9-12. If eighteen students are not enrolled, the camp will be canceled. The camp is a pilot program. Commissioner Wood asked Mrs. Beardsley if the backyard to the Arts Office could be enhanced for the summer camp. Mrs. Beardsley replied that the outside of the Arts Office is maintained by the Parks Division and that the Arts Office could present a proposal for changes to Parks. Commissioner Spencer stated that he felt the Arts Office would not have a problem obtaining eighteen students for the Summer Camp. Commissioner Batter asked if the camp was going to be video taped. Mrs. Beardsley stated she would look into this. Mrs. Beardsley stated that the Futtsu delegation was in Carlsbad on May 3, and the Sister City Committee held a picnic for them with Taiko drummers at Split Pavilion in the evening. It was a wonderful event. Public Art Report Commissioner Willis stated the Temporary Rotating Art Committee met and selected works from everyone who submitted. Works that were rejected were those that were too small or too fragile for the particular location. Artist Kenneth Capps had two pieces selected, one to be placed at City Hall and one at the water facility on Carlsbad Boulevard. Artist Mark Waldman will have a work placed at the main Carlsbad Library near the street. Artist Christopher Slatoff will have a work placed at City Hall in the xeriscape area in the front. Sho-En will have a work placed in front of the Charles Schwab building at the corner of El Camino Real and Faraday. Artist G. Jon Barnes will have an artwork placed in front of Fire Station #1. Artist Alison Perreault will have her paintings hung in an empty storefront window in the Plaza Paseo Real shopping center. All artworks and their placement are subject to approval by various City departments. Commissioner Batter asked when the artworks will be installed. Mrs. Mittman, Public Art Coordinator, stated that the artworks should be installed by June 1, with a reception held in July, hosted by the Arts Associates. Mrs. Mittman informed the Commission that the Arts Associates purchased the insurance coverage for the year for the Temporary Rotating Art Exhibition. Facilities Committee Report Commissioner Batter stated the Committee met on April 21 with Tom and Judy McMahon, owners of the Carlsbad Theatre, to find out what plans they had in mind for the theatre, and to discuss possibilities of arts events. The McMahons were very open and do intend to operate the theatre. They are in the process of rennovating it. The Arts Commission Minutes -May 5, 1994 3 Committee learned that the McMahons are waiting for a permit to use the facility. They will be able to operate the theatre for movies and for small events which could take place in front of the stage. They will not be able to use any space behind the stage curtain because of the fire code. The McMahons intend to put a wall up so there will be no access behind the curtain. Ms. Batter stated there was quite a bit of room for a performance in front of the curtain. She stated the stage is fairly deep and the floor space from the front of the stage is approximately 18 feet. The McMahons were open to attracting artistic events. Fund-Raising Committee Report Commissioner Wood stated the Committee had staff send out letters to those who contributed to last year's Pops Concert and have received $2,500 thus far. Mr. Wood also said the Committee would like to have letters sent out to the hotels and motels. Arts Associates Report The Annual Meeting is taking place at the Senior Center on May 11 at 7 pm. PUBLIC COMMENT Judy Wiltse and Margaret Fox, parents of students who take dance classes at Carlsbad High School, made a presentation to the Commission informing it of their goal to put a dance floor in the old library of Carlsbad High School and turn it into a dance rehearsal room. Currently there is no place for dance practice at the high school. $15,000 is needed to purchase the floor. They are asking for donations to raise funds for the floor. Those who donate $100 will have a plaque with their name on it placed on a "Dance Wall" in the rehearsal room. Ms. Wiltse and Ms. Fox also asked the Commission if it wanted to sponsor or inform people of this endeavor. Ms. Wiltse stated that the dance rehearsal room will also be a rehearsal room for the Cultural Arts Center and thus be available to the community as it uses the Center. The deadline is June 15, 1994. Thelma Hayes, Carlsbad resident, asked Mrs. Beardsley to read a letter to the Commission from her as she could not stay for the meeting. Mrs. Hayes requested in her letter that the Arts Commission consider another type of bench as a future art project or as an alternative to the proposed Maxton Brown artwork. She stated the City needs bus benches, and it could be an interesting project. (Letter is on file in the Arts Office) OLD BUSINESS None Arts Commission Minutes -May 5, 1994 4 NEW BUSINESS Dedication of Maxton Brown Park artwork in memory of Michael Portera. On motion of Commissioner Wood, the Commission unanimously approved dedicating the proposed Maxton Brown Park artwork in memory of Michael Portera. AYES: Batter, Spencer, Willis, Wood Jazz Concerts Relocation Mrs. Beardsley explained the City's Traffic Engineer suggested the Arts Office relocate the last three jazz concerts from Calavera Hills Park to Stagecoach Park due to parking problems. Commissioner Wood stated the Commission was familiar with the parking situation at not only Calavera Hills Park, but at Magee Park. He also suggested staff look into utilizing the lot across from Calavera Hills Park since there is now a gravel road that could be used. On motion by Commission Wood, the Arts Commission approved to hold the jazz in the parks concert series in Stagecoach Park, Magee Park and Calavera Hills Park.
