Home My WebLink About1994-08-04; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: August 4, 1994 (Regular Meeting) TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Vice Chairperson Batter called the Meeting to order at 4:30 p.m. ROLL CALL: Present: Commissioners Batter, Plainer, Pynes, Willis and Wood. Absent: Commissioners Ladouceur and Spencer. APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the Regular Meeting held July 7, 1994, were approved as presented. AYES: Batter, Plainer and Wood ABSTAIN: Pynes and Willis Vice Chairperson Batter introduced Susan Pynes, the new Arts Commissioner. COMMITTEE REPORTS: Manager's Report Connie Beardsley stated that volunteers are needed for the September 4 concert, and she presented a sign-up sheet for the Commissioners to indicate when they would be able to help. Ms. Beardsley reported that work is being done on the arts education plan for the school district, and will be presented to the school district on September 26. She will have more information on this at the Commission September meeting. It looks as though the San Diego Institute for Arts Education will work with the teachers to get a program into the elementary and junior high schools, with the reinstatement of the feeder programs in the band and orchestra programs. Just how much they can do for these programs is still to be determined because of the lack of funds. Ms. Beardsley stated that Richard Keeley will be the liaison and coordinator for the school district. It has not been decided how his time will be divided between the Institute and the school district. The name of the Arts Education Task Force has been changed to the Arts Education Advisory Committee. The committee would be composed of the cultural chairs from last year and would add a teacher from each school. The proposed plan is to meet bi-monthly-last year the group met quarterly-and Ms. Beardsley stated this might require too much time. August 4, 1994 ARTS COMMISSION Page 2 Manager's Report (Continued) Ms. Beardsley stated that the Arts Associates and the Arts Office both want to have a party to thank the many volunteers. A date of October 20 was tentatively set for the volunteer party. Ms. Beardsley stated she had contacted La Costa with regard to sponsoring a thank-you party for the large subscribers for the concert. This would be some time in September-from 5:00 p.m. to 7:00 p.m., on a week day. Ms. Beardsley reported she has talked with Martha Heavenston, and she could come to Carlsbad December 8. She asked the Commission to agree to change the meeting date in December to December 8, which would be the second Thursday. The Commission concurred with the date change. Ms. Beardsley had talked with Ms. Heavenston about how to get the community involved in the art work. There would be no problem in getting the children involved in the project, with perhaps letting the children do tiles to put in the base of the art work. Ms. Beardsley said she would like to contact the Buena Vista Foundation to determine whether they would be interested in working on ideas for the project. This morning the Arts Associates suggested contacting the Audubon Society, as they are in charge of the nature center at Buena Vista Lagoon. Commissioner Wood commented that people are already referring to this as a $23,000 park bench, and not as functional art work. It is not a bench-but art. Commissioner Willis stated that it is very important to have a positive term for any such functional art work. He said that if that had been done with the Split Pavilion, perhaps it would not have become a negative object and called the "bars". He said that the sooner that type of thing can be interrupted, the better off the project will be. Commissioner Wood stated that the project should have a title that would indicate that it is functional art work and that it will be located by one of the three lagoons in Carlsbad. There are only 17 lagoons in the entire State of California. Commissioner Willis suggested that this be a stopping point in the proposed walkway from the beach. Vice Chairman Batter stated that she felt that public art should be emphasized more than it is at the present time. She said that there should be a bullet sheet explaining the different kinds of art and the funding. Examples of well-known art works should be included, either nationally or internationally. Also, there could be a photograph of the project in progress and a request for input. If possible, pictures of the other works of the artists should be included. Ms. Beardsley stated she will put this item on next month's agenda for discussion. Commissioner Pynes stated that the plan for art in the Carlsbad schools is minimal and certainly not back to what it was before it was cut out of the budget. She said there needs to be more action by the public in order to get the school board to listen. Vice Chairperson Batter suggested that a flyer be printed for distribution at the jazz concert giving information about the September school board meeting. Ms. Beardsley called attention to a note from Joyce Gammon dated July 24,1994, which reads as follows: I want to go on record as considering it our loss that the campaign against the Split Pavilion has resulted in the removal of the verticals (bars). I considered this piece well suited to the area-exceptional, in fact." August 4, 1994 ARTS COMMISSION Page 3 Fund-raising Report Commissioner Wood reported that enough money has been raised to afford to do the Labor Day weekend concert. He distributed a flyer for the California Association of Professional Artists Foundation, Inc., for the Carlsbad Art Fair, to be held the 2nd and 4th Saturdays of each month from 9:00 a.m. to 5:00 p.m., at Carlsbad Rotary Park. Arts Associates Connie Chartier reported that the total cost of the stage has been collected, and with the remaining concerts, enough money to pay for the security enclosure for this stage should be raised. She reported that $1,900 has been made from the sale of T-shirts, and with the dinner coming up, more money will be coming in. Ms. Chartier said they would like to sell twice as many box suppers as they did last year. She said she hoped there will be an announcement made about the box suppers at tomorrow night's jazz concert. Sister City Committee Report Colleen Finnegan reported that 11 artists' works are leaving Karlovy Vary this week and will arrive in Carlsbad sometime next week. Gallery Vista will mount the exhibit and open on September 1, with a reception on September 10, from 5:30 p.m. to 8:30 p.m. She said the Arts Commission and the Sister City Committee need to solicit food and perhaps flowers for the reception. Also, there are mailings to be gotten out. Gallery Vista will keep 25 percent from the sale of the works; the Sister City Committee will take 15 percent for future cultural exchanges, and the remainder will be sent back to Karlovy Vary to the artists. The exhibit will be mostly paintings, with some photographs, ceramics and statues. The exhibit will run from September through December. Ms. Finnegan reported on the planned visiting artists program, with performances before schools and community groups, in addition to the workshops and public performances. The cost is paid one-half by the Sister City Committee and one-half by the Arts Office. The two groups are working together to determine the kind of public performances; how the proceeds will be handled, and the housing for the artists. Connie Beardsley stated that a Member of this Commission is needed to volunteer as the liaison for each of these performances. Commissioners Batter volunteered for Taiko Drummers, Pynes for Theatre of Ytigen and Wood for Vista Gallery. PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. OLD BUSINESS: Update on Programs and Special Events Connie Beardsley stated that the jazz concerts and the 'Salute to America* concert have been discussed. Augusst 4, 1994 ARTS COMMISSION Page 4 Discussion on next year's 10th anniversary celebration Connie Beardsley stated that in January of 1995, it will be the start of the 10th year for the Arts Office and Arts Commission, and she asked the Commissioners to be thinking about ideas for a celebration. Commissioners Platner, Batter and Ladouceur will form a committee to start planning for this anniversary celebration. Arts Office Sculpture Garden Connie Beardsley reported that nothing further can be done about the Sculpture Garden until the storage problem for the stage has been resolved. In reply to query, Ms. Beardsley stated that the Summer Camp is over and was a huge success. EX-OFFICIO MEMBERS: Connie Beardsley; Arthur Wood MEMBERS ABSENT: Trisha Askren, Mig Chaney, Carol Landis, Barbara Otwell The Meeting was called to order by President Connie Chartier at 8:10. Minutes of the previous Meeting of June 2, 1994 were read and approved. TREASURER'S REPORT: A year end treasurer's report was given by Kay Smith who presented the attached summary for the Board's review and approval. MEMBERSHIP REPORT: The Membership Report was given by Paul Guess. Much information has been entered into the CAA data base which has 600 forms. .Paul shared copies of the decent and phone volunteers lists. The July renewal letter will include a return envelope. There was discussion of a membership solicitation letter being sent to the Arts Office mailing list, excluding CAA members, about 1400. No action was taken. ARTS COMMISSION REPORT: Arthur Wood did not report from the Arts Commis- sion as there was no meeting. Fundraising for the Labor Day concert continues, -1- assisted greatly by Laurie Batter who effected a donation of $5000 from one of her contacts. Ralphs Markets, another major donor, will in the future limit their donations to $25,00 gift certificates. ARTS OFFICE REPORT: The Arts Office Report was given by Connie Beardsley. She shared the new brochure on public art in North County and lauded the partner- ship of the arts and tourist industries that produced it. Rotary is again volunteering at the Labor Day concert which will be held Sept. 4 from 3 to 7:30 pm at Stagecoach Park. It will feature music indigenous to America. Food sales will benefit the YES to Art program at the Boys and Girls Club which may start as soon as September. The Mayor of Karlovy Vary, our Sister City, is expected to attend the reopening of the well at Alt Karlsbad July 24. The trip to Middle Europe is still trying to fill. Connie thanked CAA for the Rotating Temporary Reception. $8,100. has been raised toward the Labor Day concert. Arts Camp starts Monday; Leslie Volmer and an aid will run it. 22 kids have signed up, there is a waiting list of 22, and we should plan to do it next year. OLD BUSINESS: Stage A Picnic - Jan Merrill requested names to be called for ticket sales. Money raised so far: June 24, $792.00; July 1, $1,087.00. There was also discussion on the Daniels Cablevision classified ad offer. Consensus was to use that air time for arts advocacy and membership advancement. -2- T-Shirts ~ We've sold 89 t-shirts and 3 sweat shirts and are reordering 3 dozen. There is a gross of $1104.00 as of today. We will also sell the Htibble Village Visions posters for $5.00 each starting at the Magee Park concerts. Art Cart - Connie Chartier suggested that the Art Cart needs its own focus and that it should be launched at a holiday event in the fall, also giving extra needed time. Scott Grissit has been contacted about a design and proposed a vertical cart that would easily disassemble and transport. Cost, $1,000. Paul Guess moved, Norma Reis seconded that CAA get the Art Cart rolling using monies from the general fund. Motion passed. A committee will be formed. Reception/ Temporary Art Exhibition -- Shelley Grossman listed the contributors and in-kind donations as follows: Trader Joe's -- cheese, crackers, champagne ($180.- 19); Ralphs -- cheese ($34.95); Schwab -- rental of tables, chairs, linens, glasses, flowers, space ($214.00); Barbara Wood - cash outlay for fruit, which she and Arthur Wood gave as a donation; Shelley Grossman ~ cash outlay for paper plates ($9.61.) Total out of pocket from CAA: $9.61. It was suggested and acted upon that CAA give memberships and t-shirts to Trader Joe's and Schwab as thank yous. NEW BUSINESS: Picnic for the Arts - Ann L'Heureux shared the post card that will be sent to all former picnic purchasers and a "Dear Former Fellow Board Member" letter signed by Charlotte White. Carol Landis has sent out press releases. -3- Gene Forsyth reported that a Farmers Market sponsored by the Village Merchants to be held each Wednesday in the Depot parking lot will start in September.
