HomeMy WebLinkAbout1994-10-07; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: OCTOBER 7,1994 TIME OF MEETING: 4:30 PM PLACE OF MEETING: CITY COUNCIL CONFERENCE ROOM CALL TO ORDER: Chairperson Ladouceur call the Meeting to order at 4:37 p.m. ROLL CALL: Present: Commissioners Ladouceur, Spencer, Wood, Batter, Absent: Commissioners Pynes, Willis, Platner APPROVAL OF MINUTES: Commissioner Ladouceur stated she would like the wording amended in the September Minutes - first page, "The arts education program is going to be expanded, although not as far as everyone wants..." -- to be amended to state, "The arts education program is going to expanded. As a first step, it will include...". The second amendment to the September minutes is, "The consensus of the Commission was that the City Council needs to know how artists feel about doing any public art work for or in the City of Carlsbad...". Discussion ensued on how to best phrase this statement to best understand the Commission's message on this issue. The statement will be amended to read: "The consensus of the Commission was that the City Council needs to know how artists feel about doing any public art work for or in the City of Carlsbad.". Commissioner Batter requested that the sentence, "Connie Beardsley stated the Commission should have more discussion on how they wish to proceed with the promotion of public art." , "Connie Beardsley stated the Commission should have more discussion on how they wish to proceed with the promotion of public art and specific time will be allocated at Commission meetings." Commissioner Wood moved that the Regular Minutes of September 1, 1994, be approved as amended. AYES: Spencer, Wood, Ladouceur, Batter Arts Commission Minutes - COMMITTEE REPORTS: Chair's Report Commissioner Ladouceur thanked the Sister City Committee and Gallery Vista for the event celebrating the Czech artists. The thank you reception at La Costa was a very nice occasion. Special thanks to Arthur and Barbara Wood for their contribution to this successful event. Commissioner Ladouceur urged Commissioners to visit the InSite exhibit taking place in San Diego County. She also reminded Commissioners about the Volunteer Thank- You, and arts other events taking place in Carlsbad and North County. Manager's Report Connie Beardsley encouraged the Commission to attend MiraCosta's "Living Legends" exhibition at the College's gallery. Connie stated that the Arts Office is beginning work on various public art projects, one of them being the books that the Library received from artist Deloss McGraw; talking bout how to market them for sale; as well as holding a Summer Camp next year. Regarding the Temporary Outdoor Art Exhibition, the Arts Office is trying to broaden the list of people that we reach in the San Diego County area because we have not received a good response because a lot of artists are not doing large enough sculpture to be interested in showing here. Arts Education Report The report was included on the Artsbrag that was included in the Commission's packet. Richard Keely is responsible for the implementation of the arts curriculum being implemented in the Carlsbad Unified School District. 10th Anniversary Committee Report Commissioner Ladouceur met with Arts Office staff to discuss ideas on the 10th anniversary. The focus will be on "getting the word out" as to what the Arts Office and Arts Commission does and the future plans and goals as indicated in the Cultural Plan. It is an opportunity to focus on press coverage and ways to communicate programs to the public. Ms. Ladouceur recommended having one major jazz concert, holding a more comprehensive temporary art show and bringing back "Art is Life Plus" as a series. Commissioner Wood stated he is working with Jim Young on getting a sponsor for the Arts Commission Minutes - 3 Brown Bag Lunch Concerts. Mrs. Beardsley stated the Arts Office had applied to the Longs Foundation for a grant for the concerts. Arts Associates Report Connie Chartier reported that the Arts Office and Arts Associates is holding a Volunteer Thank You on October 18 at the Arts Office. The art cart will be called, "Art A La Carte". The Associates are hoping to have the cart ready to use by mid-December. Inventory for sale will consist of 40% from local artists; 10% will be geared towards children; 30% will be small gift items; and 20% will be paper goods. The mark-up on these goods will be 50%. The cart will be located inside the Library next to the patio. Mrs. Chartier described what the cart will look like when built. Chair Ladouceur asked how the cart will be stored when not is use. This has not been decided as of yet. At this time, Mrs. Beardsley suggested to the Commission that Agenda Item V. be placed before the Commission for discussion. Public Art Proposal Thelma Hayes suggested that the Arts Associates look into the Mental Health Consortium for art pieces to sell in the Art Cart. Mrs. Hayes stated she would like the Arts Commission to commission a designer hold a competition to hire an artist to produce a design for bus benches, that would be unique, artistic benches in the City. This idea came from a city in Brazil that she and her husband have visited. Mrs. Hayes stated she felt that unique benches would make the citizens of Carlsbad appreciate that art can also be useful. Mrs. Hayes gave a brief introduction to a video she showed the Commission that depicted the transportation system in this city. She stated she felt that it is important to encourage more people to ride buses here and the artistic bus benches could help. After the video was shown, Mrs. Beardsley asked Mrs. Hayes if she had approached the City's Redevelopment Department with this idea. Mrs. Hayes replied that she had not approached this department or North County Transit District, but thought she might visit them next. She further stated that while the transportation is NCTD's responsibility, getting the passenger onto the bus was the City's responsibility. Mrs. Beardsley stated that in La Jolla, a bench design was commissioned and stores and people buy them to place in various locations in the city. Commissioner Batter stated that Mrs. Hayes bring the bus bench concept before Redevelopment, and if they are Arts Commission Minutes - interested, the Arts Commission would be interested in participating. Commissioner Ladouceur suggested that Mrs. Hayes bring this concept before the Transit District first. Commissioner Batter stated that starting in the downtown (Redevelopment) area is a more visible area that possibly others. Mrs. Beardsley stated she would discuss this issue with the city, that there are no funds available for designing an artistic bus bench. Agenda Item No. Ill, Review of Salute to America Concert/Jazz Concerts was tabled. Election of Chair Commissioner Wood nominated Laurie Batter as Chair for the coming year. Commissioner Ladouceur nominated Arthur Wood a Vice Chair. AYES: Ladouceur, Batter, Spencer, Wood Cancellation/Change of Two Meetings Commissioner Wood moved to cancel the November Arts Commission meeting and move the December Arts Commission meeting from December 8 to December 1.
