HomeMy WebLinkAbout1995-03-03; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: March 3, 1995 (Regular Meeting) TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Batter called the Meeting to order at 4:30 p.m. ROLL CALL: Present: Commissioners Batter, Ladouceur, Plainer, Pynes, Spencer, Willis and Wood. Absent: None. APPROVAL OF MINUTES: None. COMMITTEE REPORTS: Chairperson's Report Chairperson Batter reported that Dick Roberts, the generous benefactor of the Pops Concert last year, has pledged another $5,000 this year. She said that with this start, now other prospective contributors can be called. Ms. Batter stated that the Michael Portera art show will open tomorrow night, from 4:00 p.m. to 7:00 p.m., at MiraCosta. Chairperson Batter stated that Richard Keeley's work is still on display for one more week. Manager's Report Connie Beardsley referred to the Public Art Meeting report, copies of which were distributed to the Commissioners, and stated this is just the way the comments came in on the flip charts. She felt these comments were important and the information garnered from this will be very useful in planning public art in Carlsbad. She said that none of the opponents of the Split Pavilion were in attendance. The Arts Office made every effort to get the meeting announcements out to the public, in order to have as many people attend as possible. Notices were taken to places of business, even over by the Split Pavilion, and the Arts Office mailed out notices to everyone they thought might attend. Chairperson Batter inquired whether Ms. Beardsley thought a press release should be given out covering the input from this meeting. This could be in the form of a letter to the editor. Ms. Beardsley stated she will write a press release. Chairperson Batter said that she felt it was important for the community to have access to this information, due to the diversity of the group. March 3, 1995 ARTS COMMISSION Page 2 Commissioner Willis commented that Council should know what the Arts Commission and Arts Office have planned for the next few years. He said that the Village Merchants made a wish list a few years ago, with things that they wanted to do in 1, 3 and 5 years, and he said it was surprising how many of those things did come about. Connie Beardsley stated there will be a reception for the artists' temporary show on March 22, from 5:30 p.m. to 7:00 p.m., with the Arts Associates sponsoring, and it will be held at the Water District Offices at 5950 El Camino Real. She added that there is a neon light piece on display there at the District Offices. Ms. Beardsley said work is progressing on the Festejando, and will be held on Sunday, May 14, at 1:00 p.m. She said that volunteers are needed, particularly for the setup. There will be a Czech music concert on March 28, with the Student Ambassadors and a slide show, including singing in English, starting at 6:00 p.m., and singing in their native language at 7:00 p.m., at the Senior Center. Ms. Beardsley stated she is working on the budget, and has been directed to keep the budget the same as last year. However, some of the major costs have increased, such as data processing, printing and paper costs, and this creates a problem. As a result, some other items will have to be cut. She said that as a part of the budget process, the Department is being asked to prioritize all programs. She distributed a list of the Arts Office programs and requested the Commissioners to mark their priorities and return the slips to her as soon as possible. • Fund-raising Report Commissioner Wood stated that he has initiated an advertising souvenir program for the Pops Concert. He has contacted 70 prospective advertisers and has had 14 firm commitments and about 40 people to call back. It will cost money to put this program together, and he said it would be distributed at the last jazz concert and the Pops Concert-he hopes to raise $20,000, to pay for the book and the printing and raise approximately $15,000 toward the cost of the Concert. Mr. Wood explained his prices for different ad sizes and added that most of the people are happy to support the Pops Concert. Commissioner Wood stated he was not going to ask the Commissioners to volunteer to help, except to call their friends and the professional people they do business with and tell them about the souvenir program and the purchasing of ads in the program, and alert them that Mr. Wood will be contacting them. There will be 5,000 copies of the program printed. Arts Associates Report Connie Chartier reported that the art cart is being constructed and should be ready by the middle of March. There will be a grand premier on May 1, 1995, at the Library. She said that Susan Graham of Graham Suites has allowed the Associates to have a room to store their inventory and work.from, starting tomorrow. Ms. Chartier said that the colors chosen are blue, green and purple, and a graphic artist, a new Board Member, will create a logo for the canvas on top of the cart and for their stationery. They can stay in that office space until it is leased, and at that time, Ms. Graham said she would find them another space without any charge. Ms. Chartier stated the Sculpture Garden is in process. They have contacted some landscape architects to give the Associates some ideas of the possibilities and costs. March 3, 1995 ARTS COMMISSION Page 3 Arts Associates Report (Continued) Ms. Chartier reported that there will be a picnic planned for the last jazz concert, with box suppers to be sold. She said the Annual Meeting date is May 17, at the Senior Center. She said the neon light piece at the Water District Offices is delightful. Connie Beardsley stated that the Arts Associates have contributed $1,000 for the insurance for the Temporary Exhibit and $1,200 for postage for the mailing out of the Calendar. Ms. Beardsley stated that there will be a fund raiser for the Pops Concert at the Gallery Vista on May 13. They will give 20 percent for the Pops Concert from all purchases made during that event, and will also have an opportunity drawing. Connie Beardsley stated there will be another artists gathering at the Arthouse Coffee and Gallery on Monday, March 6, at 5:00 p.m. There was a good turnout for the first one and as a result they are doing it again. OLD BUSINESS: None. PUBUC COMMENT: There were no requests to address the Commission on a non-agenda item. NEW BUSINESS: Co-sponsorship of Historical Preservation Commission/Arts Commission School Art Contest - for approval Commissioner Pynes reported on the progress made for this art contest, and distributed a packet of material to the Commissioners. This information has been given to the third grade teachers, and they have also been contacted personally. The principals have also been contacted, and both they and the teachers are very enthusiastic about this contest. Commissioner Pynes stated that the Historical Preservation Commission decided they wanted to have six judges. On Friday, April 7, the art work will be taken to the Harding Center and judges will be needed from 9:00 a.m. to 12:00 noon on Saturday, April 8. Chairperson Batter will represent the Arts Commission. Commissioner Pynes said that the students do a walking tour of the-historic places in Carlsbad in May, but because Historical Preservation Week is May 8 to May 14, they will have to do their art work before they take the tour. At the present time, it is hoped that the project can be expanded next year. t ACTION: On motion by Commissioner Wood, the Arts Commission approved co- , ' sponsoring the Drawing Contest on Carlsbad's Past with the Historical Preservation Commission. AYES: Batter, Ladouceur, Plainer, Pynes, Spencer, Willis and Wood March 3, 1995 ARTS COMMISSION Page 4 Commissioner Pynes brought up the possibility of sponsoring a project with the high school students, since they have a requirement to do a one or two-man show. Ms. Beardsley said this presents a problem, as it takes a great deal of time and it is almost impossible to find available space for the show. Commissioner Ladouceur stated that although it is wonderful to encourage working with the schools on many problems, she feels that sometimes when this happens, the schools then do not take responsibility for the projects, and she feels that the districts need to buy into such projects. Ms. Beardsley suggested that this type of project could be done on an individual basis, but would be very difficult for a group such as the Commission to take responsibility. Review of Public Art Manual Chairperson Batter stated that the Commission would review this manual, page by page, and make any changes they felt necessary. The Commission started with the Mission Statement, and after many ideas were suggested by Commissioners, the Commission unanimously agreed that a small committee was necessary to work on this and return with a report. Connie Beardsley, Naomi Nussbaum and Commissioner Wood will review the manual and report back to the Commission. Ms. Beardsley said the committee structure is one of the issues, and also funding. Another issue is how to get private development to place public art in their projects. She said the Commission can make its own rules and regulations on how to carry out its business, but recommendations must go to the City Council for approval. One way to get public art in developments could be by a credit for placing public art in the development in place of landscaping. That way, the developer would not be asked to spend more money, as the art would be a tradeoff. Ms. Beardsley continued, stating that since we are in a drought area, there are some benefits to a tradeoff of that type. She said that it has been discussed to develop a packet to be given to the developers when they come in to the Community Development Department. This would indicate that the City is encouraging public art. The Commission agreed on the following wording for the Mission Statement: The City of Carlsbad commits to a public art program that is diverse and of the highest quality. The City wishes to expand the citizens' appreciation of art, reflect the City's aspiration to improve the quality of life and to enhance and'identify Carlsbad as a unique community. The public arts program reflects a broad range of community input and involvement by artists and arts professionals. Naomi Nussbaum suggested wording such as the City of Carlsbad public art program encourages and fosters the public sector in its development to incorporate art; and we will partner them and support them in that program. ( Ms. Beardsley suggested that this could be written into the Goals.
