HomeMy WebLinkAbout1995-04-06; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: April 6,1995 (Regular Meeting) TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Batter called the Meeting to order at 4:30 p.m. ROLL CALL: Present: Commissioners Batter, Ladouceur, Platner, Pynes, Spencer and Wood. Commissioner Willis arrived at 4:35 p.m. Absent: None. APPROVAL OF MINUTES: The Minutes of the February Meeting were continued. On motion by Commissioner Wood, the Minutes of the March 3, 1995, Meeting were approved as presented. AYES: Batter, Ladouceur, Platner, Pynes, Spencer and Wood COMMITTEE REPORTS: Chairperson's Report Chairperson Batter reported that the Pickle Family Circus is coming to Carlsbad on April 29, with a performance in Escondido on the 30th. Manager's Report Connie Beardsley reported that the next visiting Artist will be the Taiko Drummers, May 2 through May 4. She stated they are having a very difficult time trying to find a spot for their performance. She explained that at this point, she has found nothing available. The performance needs to be held indoors in order to charge admission, and also the Student Ambassadors wanted to be there to raise more funds. There will be performances at different schools for two days before the May 4th performance. Ms. Beardsley stated that the Festejando will be held on Sunday, May 14, from 1:00 p.m. to 5:00 p.m. She said she may call on the Commissioners to help with the setup. The Mexican American Association is co-sponsoring and the workers need to be there around 7:00 a.m. This will be at Holiday Park. The Arts Associates are proceeding with the Sculpture Garden for the backyard of the Arts Office. The Kiwanis Club agreed to help clear the yard on two Saturdays in May, the 13th and 20th, and then the Associates can start setting up the Garden. Ms. Beardsley stated she will make a presentation to the Kiwanis Club in two weeks on the Arts Programs in the City. There will be an Open House at the Boys and Girls Club on April 27, from 6:00 p.m. to 9:00 p.m. April 6, 1995 ARTS COMMISSION Page 2 Fund-Raising Report Chairperson Batter stated that she wanted the Commission to recognize Commissioner Wood's efforts for the fund-raising for the Pops Concert. He has been pounding the pavement and on the telephone to raise money and support for the Concert and she wanted to express her appreciation. Commissioner Wood stated that since the kick-off of $5,000 from Dick Roberts, things have "bogged" down. He said the large donors are not available at this time. He is selling ads in the souvenir program, and has sold about $6,000 worth. After subtracting the costs, there is a net of about $3,000,but he stated that from here on it is profit. Some companies will not advertise until after the tourists start arriving and other companies have already set their budgets for this year. Mr. Wood said in May he is going to start working on individual donations, with their names appearing in the program. Arts Education Advisory Committee Report / Commissioner Pynes reported on a recent meeting of the Arts Education Advisory Committee. A representative from the County Board of Education was present and said they had offered their assistance. Sue Bentley distributed curriculum information and wanted the Commissioners to circle the things they felt were important. These are to be returned to Connie Beardsley as soon as possible. Historic Preservation Art Contest Report Commissioner Pynes reported that the people working on this contest are learning a lot to do next year. There are approximately 400 entries in the art contest and the judging will be Saturday morning at 9:00 a.m. at the Harding Center. Chairperson Batter and Commissioner Platner are judges. She distributed a copy of a letter to be given to the judges and requested the Commissioners to edit it. The consensus of the Commissioners was to dispense with any type of letter, as the judges will determine their criteria. The awards will be given at the City Council meeting on Tuesday, May 16, at 6:00 p.m. There will be at least five winners, with three to five honorable mention winners to each school. Commissioner Pynes stated that there are three needs. The Library has given a wall to display the art work, but another location is needed because there are so many entries. Connie Beardsley suggested that empty store fronts be used, as there are quite a few of those available at different locations around town, such as the Village Faire, the Mall, etc. Ms. Pynes said that storage is needed until May 1, and more prizes are needed. The art work of the winners will be framed and it is hoped that one of the banks will donate a savings bond. Arts Associates Report Connie Chartier reported that the officer slate for next year has been filled. She said that the art cart is ready and will be in the Library on May 1. The cart will operate on a trial basis until the jazz concerts, and the Associates will be interested in seeing the response from the public. Ms. Chartier stated that there are some exciting items for the cart and the Associates are looking forward to working with it. The Arts Associates will train volunteers to work on the cart. She showed the logo for the cart-Art-a-la-Cart. OLD BUSINESS: Gallery Vista Fund-Raiser Connie Beardsley stated the opening reception is on May 13, and the Commission is committed to helping with this fund-raiser for the Pops by selling tickets for the opportunity drawing. April 6, 1995 ARTS COMMISSION Page 3 Gallery Vista Fund-Raiser (Continued) Ms. Beardsley stated that artists at the Gallery Vista will donate their work (and Commissioner Plainer is one of those artists) and the Arts Office keeps all the proceeds from the ticket sales. Prices are $1.00 per ticket or six tickets for $5.00, and Ms. Beardsley suggested that the tickets be sold in blocks of six, rather than trying to sell one at a time. Any checks should be made out to Gallery Vista, and the people should be told that the opening is from 5:30 p.m. to 8:30 p.m., on the 13th of May. Also, during the week of May 13 through the 20th, the Pops Concert will receive 20 percent of anything sold at the Gallery Vista. Ms. Beardsley said the drawing will be held at the end of the week. Each Commissioner should be responsible for a minimum of 60 tickets-thai would be ten people for $5 each. Priorities Connie Beardsley referred to the copy of her Memorandum dated March 21,1995, to the Finance Director, showing the priorities as listed by the Commissioners and the Arts staff. This will be used to help in long- range planning by the City. PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. NEW BUSINESS: Village Concert - for discussion Connie Beardsley stated this item had been withdrawn from the agenda. The concert cannot take place in the Village. Consider Purchase of "Mother Earth, Father Sky" from the Temporary Art Exhibition - for discussion Commissioner Wood distributed photographs of the "Mother Earth, Father Sky" artwork to be discussed by the Commission. Connie Beardsley stated the artist had priced the work at $5,500, but would accept $5,000. Commissioner Ladouceur stated she would like to purchase it, but felt the asking price was high. She said that this gets back again to the process for purchasing art pieces. Ms. Beardsley stated that when the Commission wrote the existing policy for purchasing art, there was no Temporary Exhibition. If this Exhibition is to continue in its present form, perhaps the Commission may wish to have a separate policy just for the Temporary Exhibition and the possibility of purchasing pieces from that exhibit. She said that any artist now has to sign a waiver stating that the City owns the artwork and that it may be moved or changed if the City determines that is necessary. This particular piece would be kept in its present location-but could be moved later. After discussion by the Commission, the consensus was to have Ms. Beardsley draft a policy for the art pieces in the Temporary Exhibition. She will also find out the market price for similar art pieces to determine whether the asking price is reasonable. Also, Ms. Beardsley suggested that perhaps the Commission may wish to include in the policy an opportunity to purchase one piece from each exhibition. April 6, 1995 ARTS COMMISSION Page 4 Consider Purchase of "Mother Earth, Father Sky" from the Temporary Art Exhibition (Continued) Ms. Beardsley stated there is no public art budget appropriated at this time, and any funds for a purchase would have to be appropriated from the Public Art Fund; however, there are some funds left from art projects that were not done. Fund-Raisinq at the Jazz Concerts - for discussion Chairperson Batter requested this item, to find whether there is any interest in fund-raising at the jazz concerts. The Arts Associates do not wish to do this, as they will sell T-shirts and have the Art Cart there. Connie Beardsley stated that a policy was established by the Arts Commission a few years ago that there would be only three vendors at the concerts; the Cappuccino in the Park is on a contract with the Arts Office getting 20 percent. The Historical Society has always sold food at the jazz concerts, and Ms. Beardsley said that they may be asked to give a certain percentage toward the concerts. The third vendor is the Arts Associates, with a picnic at the last concert and the selling of the T-shirts. Last year, approximately $1,000 was taken in at each concert with the drawing. Commission discussion determined that there was resentment from the public built up over the summer with the asking for funds. Also, it is difficult to find people to sell the tickets, as it is a lot of work. The Commission asked Ms. Beardsley to check with the Historical Society regarding a 20 percent contribution. The consensus of the Commission was to just have the decorated cans available for donations and not have any other form of fund-raising at the jazz concerts.
