MEETING OF: ARTS COMMISSION

CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:32 p.m.
ROLL CALL:
Present: Commissioners Batter, Wood, Plainer, Ladouceur, Willis. Commissioner Spencer
arrived at 4:36 p.m. Commissioner Pynes arrived at 4:45 p.m.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the May 2, 1995 Meeting were approved as
presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter stated she attended the Carlsbad High School production of "Into the
Woods". Carlsbad High School received a Carlsbad Arts Office grant to hire a choreographer for
the production. She also attended the Carlsbad Strings presentation of violinist Karen Elaine.
An Arts Office grant has also been given to the Carlsbad Strings.
Manager's Report
Connie Beardsley stated staff is working on the Pops concert which will be held September 3rd
at Stagecoach Park. Representatives from the San Diego Chamber Festival Orchestra met with
staff to look at the site. The stage will be placed on the west end of the lower park near the picnic
area. Staff and the Chamber are working on the program which will include vocalists. Fireworks
will not take place during the concert because of the fire hazard.
Naomi Nussbaum, Visual Arts Coordinator, has been working with the artists gathering at the
Arthouse Coffee Gallery which takes place the first Monday of each month. The gathering has
been successful thus far.
Mrs. Beardsley stated that the Arts Office has received Action Alerts regarding NEA funding and
California Arts Council (CAC) funding. The Carlsbad Arts Office has received over $70,000 in
grant funding from the NEA and CAC - most of which are for arts education grants and youth
oriented projects. The Arts Office is expecting grant funds from the CAC this year and next year.
The Yes to Art program is funded by the CAC but is a direct grant from the NEA. Staff has
heard informally that four artists in residence have received CAC grants to work with Carlsbad
schools for nine months at 20 hours per week if the CAC is funded. Bill Morrow is a member of
the Assembly Budget Committee. Mrs. Beardsley urged Commissioners to make him aware of
their support for funding the CAC if that is how they feel.
Festejando a las Madrecitas was a successful event. Over 500 people attended. The Mexican-
American Association made $700 for scholarships and is interested in doing another event with
the Arts Office in the fall.
The budget will be presented to City Council this month. The Arts Office budget will remain the
same. Minor cost increases such as postagewill have to be absorbed. Some programming cuts
will be made due to increased costs, but staff is planning to make up the difference with fund-
raising.
The Redevelopment Master Plan is available. Cultural recommendations are mentioned in the
Plan. This item will be presented to City Council in the near future. The Barrio Plan is also being
developed. Mrs. Beardsley stated there are funds remaining from Streetscape which will be used
for additional Streetscape on Roosevelt south of Carlsbad Village Drive. There may areas for
public art. This will be brought before the Visual Arts Committee. She will update the
Commission on both Plans as information becomes available.
Fund-Raising Report
Commissioner Wood reported that fund-raising for the Pops Program as of June 1 is as follows:
34 commercial ads from $100-$1500 = $7,745
21 personal ads at $15 ea. = $310
37 personal ads at $25 ea. = $925
9 personal ads at $50 ea. = $250
3 personal ads at $100 ea. = $300
66 people have made personal donations.
Total raised thus far = $9,530.
Mrs. Beardsley stated that more funds are needed - there has not been enough funds raised to
cover the costs of the Pops concert.
Arts Education Advisory Task Force
Commissioner Ladouceur reported the Task force held its last meeting of the school year. It was
urged that each school have a cultural chair representative. The drawing contest, Festejando a
las Madrecitas and the Summer Arts Camp were discussed. The Escondido Arts Center gave
the Carlsbad Arts Education Achievement Award to Hope School for furthering the arts in its
program and to Roberta Cohen for her work at the Children's Museum.
Susan McCarthy gave a presentation on the cultural program held at Magnolia School for four
years. The program embraced different programs each year funded by the PTA. Mrs. McCarthy
coordinated bringing in artists, story-tellers, dancers and Native Americans - people from all
backgrounds to do performances with and for the students. The positives and negatives of the
program were discussed which was beneficial to the group in attendance. Mrs. Ladouceur stated
she felt the schools had to sell art for art's sake. The framework states that we should be
showing cultural diversity. Young people have to be trained in the arts. Under that umbrella, this
may be a way for arts education professionals to return to the schools.
Historic Preservation Art Contest Report
The contest was successful and is finished. Carlsbad public schools had 245 entries. Twenty
students won awards. Commissioner Pynes stated there was concern over judging students'
creativity. She stated she had spoken with several teachers about this issue and was informed
that because all of the artwork was going to be displayed in the community, it mitigatedthe
concers of having only twenty award winners. Mrs. Pynes asked if the Commission was
interested in continuing the project next year and having the Arts Office budget absorb some of
the out-of-pocket costs. Mrs. Beardsley stated that this will be put on the agenda for discussion.
Commissioner Wood suggested approaching the Arts Associates with this project. Commissioner
Plainer stated that every entry should be awarded with some kind of recognition - such as a
ribbon. Commissioner Pynes stated she would volunteer to give an art lesson to those Carlsbad
schools who do not have art lessons available. Commissioner Platner stated she would also
assist with this project.
Arts Associates Report
Board member Carol Landis stated that 650 membership solicitation letters were sent during May.
A good response was received from the letter campaign. The Art Cart is up and running. The
Associates will have the Art Cart open on June 8th at Graham International Plaza and during the
jazz concerts. The Associates are negotiating with Prontos Market for the picnic in the park (held
during the final jazz concert). Sales for the picnic at $10 ea. will begin during the first jazz concert.
Ms. Landis also announced she was the representative for the Visual Arts Committee. The
Associates are discussing the possibility of holding a fund-raising event with the Carlsbad
Brewery after the first month it is open.
OLD BUSINESS
Jazz/Pops Concerts Vendors
Chairperson Batter stated that at the May 4 Meeting, the Carlsbad Historical Society requested
the Commission waive the 20% donation from the gross income to the Arts Office.
Commissioner Wood stated that the Society did a good job and the donation should be waived.
Commissioner Ladouceur stated that because the Society was "grandfathered in" at the
beginning of the jazz concerts, the donation should be waived. Commissioner Willis concurred.
On motion by Commissioner Woods, the Carlsbad Historical Society is exempted from a 20%
donation of gross income from the jazz concerts to the Carlsbad Arts Office.

NEW BUSINESS
Lego Meeting
Chairperson Batter stated that Lego sent a letter asking the Arts Commission to participate in a
preplanning informational meeting it is holding in June. Various representatives from the
community have been invited. The representative from the Commission has been invited to
speak regarding what the Commission's expectations are and what kind of advice the
Commission give to them in their early planning process. Approximately 13 people will be
visiting from Denmark and England to learn about California and Carlsbad and about other areas
like Sea World and the Wild Animal Park. Ms. Batter passed out a draft of her presentation to the
Commission and invited input. She further stated that Arts Associates President Mig Chaney will
also meet with Lego. The Arts Commission and Arts Associates have 10 minutes to make a
presentation. Ms. Batter reviewed her draft with the Commission and discussion ensued.
Chairperson Batter asked Commissioners to call her or Mrs. Beardsley with their thoughts to be
incorporated into her presentation.
Visual Arts Subcommittee
Connie Beardsley stated that all members of the committee have been selected except the
representative from the Arts Commission who will chair the committee.
On motion by Commissioner Woods, Commissioner Platner will serve on the Visual Arts
Subcommittee.

Mrs. Beardsley announced the remaining members of the committee. They are as follows:
Tony Richards, artist; Robert Royce, architect; Carol Landis, Arts Associates
Representative; Margaret Stanton, community member at large.
Chairperson Batter asked what the committee's first task would be. Mrs. Beardsley informed the
Commission the upcoming temporary exhibition and sculpture garden would be on the agenda.
She also stated that the committee would be looking into the Barrio Plan which recommends some
areas for artwork along with a future site plan and public artwork that is pending, i.e., Library and
seawall.
Sculpture Garden
Mrs. Beardsley informed the Commission that the back yard has been cleared and fencing is
underway. Naomi Nussbaum stated that funding for the fence needed to be decided and whether
or not to have an artist design a wrought iron fence or have a regular fencing contractor install a
wrought iron fence. Mrs. Beardsley stated that this item would be discussed by the Visual Arts
Committee. Chairperson Batter asked if the fence could be made out of another material other
than wrought iron. Ms. Nussbaum replied that the intent was to have something secure but allow
visual penetration. Ms. Nussbaum also stated that decisions needed to be made on whether the
exhjbition would be monthly, who would exhibit, advertising, etc. Mrs. Beardsley stated that a
decision needed to be made on what and how the Arts Office was going to exhibit the works
before any other decisions could be made. A decision also needed to be made as to whether
this Sculpture Garden will replace the temporary exhibition that places artworks in different city
locations. Commissioner Platner stated that both were important, but it was more significant to
have several pieces in one area.
By proper motion the Meeting of June 1, 1995, was adjourned at 5:40 p.m.
