HomeMy WebLinkAbout1995-07-06; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: July 6, 1995 (Regular Meeting) TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Batter called the Meeting to order at 4:32 p.m. ROLL CALL: Present: Commissioners Batter, Ladouceur, Plainer, Pynes and Wood. Commissioner Willis arrived at 5:05 p.m. Absent: Commissioner Spencer APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the June 1, 1995, Meeting were approved as amended. AYES: Batter, Ladouceur, Plainer, Pynes and Wood COMMITTEE REPORTS: Chairperson's Report Chairperson Batter reported on the June 19, 1995, Lego presentation, and thanked the Commissioners for their input. Mig Chaney and she attended, with thirteen Lego representatives in attendance. She stated that the Lego representatives were very receptive to the arts presentation. Ms. Batter stated they have incorporated a great deal of art in their park in Denmark and in the planning for the park in England. She felt that one area that needs to be worked on is the amphitheater. Lego people think about small, intimate theaters, and Ms. Batter said that perhaps the Commissioners can come up with some ideas for both large and small theaters. Ms. Batter stated that Lego is very aware of the transit system being so close to their location here, as well as better infrastructure. She said they are very environmentally-minded people and very cultural. Manager's Report Connie Beardsley reported that the Arts Office has been inundated with calls on the jazz concerts, and they are going very well, with the attendance up over last year. She stated the Arts Office has applied for an NEA grant, and because of the time limit, it will go to City Council for approval in July. The grant proposal calls for a major festival, and Carlsbad Ranch is interested in matching funding for that. This would be held on one or two weekends when the flower fields are open-but only if the grant is awarded. July6, 1995 ARTS COMMISSION Page 2 Arts Education Report Commissioner Pynes reported on an Arts and Education Conference of the National Assembly of Local Arts Agencies, stating it was two days of very intensive meetings about arts and education. Copies of her report will be given to the Commissioners. She stated that one topic was art as a process, and it was emphasized that art should be as important in the curriculum as the three R's. There needs to be a partnership with the schools, community and artists. Ms. Pynes stated that in the Government "Goals 2000", with President Clinton as the Chairman, arts were included. Ms. Pynes stated that she also found out why grant requests had been rejected, such as the one the Arts Office sent to NEA, and just what they want on the applications. She said that they want the teachers to be comfortable teaching art in the schools by helping them form a partnership between the arts and schools. Ms. Pynes said she felt Carlsbad was on the right track and that the community is ready to put art into the community and the schools. Arts Associates Report Mig Chaney reported that the Arts Associates met this morning and now have a membership of over 600, with many members willing to be volunteers. The Art Cart is in place at the jazz concerts and doing well. They are also selling T-shirts. She said they are encouraging the master of ceremonies at the concerts to explain where the money goes-supporting public projects and projects for the children. The picnic is planned for the last concert, with the Boston Market catering and the cost will be $10 per box. The Associates plan to promote this picnic heavily. They are thinking about compiling a cookbook of things to take on a picnic and call it "The Art of the Picnic". Ms. Chaney said they discussed the opportunity drawing at their meeting this morning, and they will support it. At this time, Chairperson Batter suggested the Carrillo Ranch Update be taken out of order, and the Commission concurred. NEW BUSINESS: Carrillo Ranch Update Mark Steyaert, Community Services Department, Park Department Coordinator, gave an update on the CarriJIo Ranch Master Plan, stating that the subcommittee that was formed in 1993 reviewed the additional land dedication that the developer was to make to the City, and approved that land. The City received 16 acres to add to the ten and a half already owned. Also, the subcommittee looked at the Master Plan with regard to the type of park, and it was decided it would be a passive park. The report of that subcommittee will be used as a guideline for the development of the park. Mr. Steyaert stated that 75 requests for qualifications were sent out to consultants, and 22 replies were received. By the end of August, the interviews should be held with the final selection to be made then. He said that another subcommittee will be formed to become a steering committee, hold public meetings and work on the Master Plan. The projected date for the start of Phase I of the park is 1999, with the second half to be built around 2005. Included in that committee will be representatives from the Historic Preservation, Arts and Parks & Recreation Commissions. Mr. Steyaert concluded his report, stating if there is no development around the Ranch, then access to the Ranch will be a problem and could delay any development of the Park. July 6, 1995 ARTS COMMISSION Page 3 OLD BUSINESS: Recommendation of Visual Arts Committee to purchase "Mother Earth/Father Sky" by artist Alber de Matteis Commissioner Willis reported on the recommendation of the Visual Arts Committee, stating that the Committee felt the art piece was over-priced and that half of that amount would be a fair price. Also, because of the erosion caused by being near the water, the Committee felt that the artist should be responsible for seeing that the piece was in good condition before the City took possession. Naomi Nussbaum, Visual Arts Coordinator, stated that the artist had agreed to the price as recommended and would donate half of the price to the City, with the request that the records show the entire price at $5,000. She said the artist will repair the piece before the City purchases it. ACTION: On motion by Commissioner Ladouceur, the Arts Commission recommended the purchase of "Mother Earth/Father Sky" by artist Alber de Matteis, at a price of $5,000, with the artist to donate $2,500 of the total price. AYES: Batter, Ladouceur, Plainer, Pynes, Willis and Wood Commissioner Willis stated that the art piece must be placed on City property. The Committee discussed leaving the piece at the present location at the fountain, but raised and placed on a pedestal. They also discussed the possibility of placing it in one of the downtown street medians. ACTION: On motion by Commissioner Ladouceur, and amended with consent of the second, the Arts Commission recommended that the first choice for placement of the art piece would be the fountain where it is now located, with the piece to be raised and placed on a pedestal. AYES: Batter, Ladouceur, Plainer, Pynes, Willis and Wood The Commission discussed a second alternative for placement of Ihe art piece, with some Commissioners favoring placement in a downtown street median. ACTION: On motion by Commissioner Wood, the Arts Commission recommended a second alternative location for the art piece lo be in a slreel median, with the location to be determined at a laler lime. AYES: Batter, Platner, Willis and Wood ABSTAIN: Ladouceur and Pynes Commissioner Wood commented that it should be noted thai Commissioner Willis is now Ihe Chairman of Ihe Visual Arts Committee. PUBLIC COMMENT: There were no requesls to address Ihe Commission. July 6, 1995 ARTS COMMISSION Page 4 NEW BUSINESS: Carrillo Ranch Update This item was taken out of order. (See page 2) Recommendation to Allocate $200 for the 1996 Historic Preservation Art Contest Commissioner Pynes stated that approximately $305 was spent on the Contest this year, and she was recommending that the Arts Commission recommend allocating $200 for the Contest next year. Commission discussion followed, with the Commissioners feeling that the Historic Preservation Commission should share in the funding for this Contest, and also the Historical Society. Commissioner Wood suggested that the Arts Associates might be interested in sharing with the funding. Commissioner Pynes stated she would change her recommendation to $100 from the Arts Office budget for the 1996 Historic Preservation Art Contest. ACTION: On motion by Commissioner Wood, the Arts Commission recommended a donation of $100 from the Arts Office budget toward the 1996 Historic Preservation Art Contest. AYES: Batter, Ladouceur, Plainer, Pynes, Willis and Wood Opportunity Drawing for 1995 Special Events Fund-raising Commissioner Wood reported that all ads for the program are in, and two airline tickets have been donated by American Airlines to anywhere in the United States, flying out of Carlsbad. The tickets for the opportunity drawing will be sold at the jazz concerts and the Pops Concert. He said the price is $5.00 per ticket, and the amount needed is $5,000. Mr. Wood said at the first two concerts in Magee Park and Calavera Hills Park, flyers will be handed out. At the third concert each location, tickets will be sold, with the balance to be sold at the Pops Concert. He added that the Arts Associates will also sell tickets at the concerts, along with their T-shirts, but volunteers are needed to be responsible for handing out flyers and selling tickets at both parks. Chairperson Batter volunteered to be available at all times, and Commissioner Wood will make telephone calls to get volunteers to help. Commissioner Pynes volunteered to be at Calavera on the 4th and 11th of August. Commissioner Ladouceur volunteered to be at Magee Park on July 14. Commission discussion determined that the unanimous consensus of the Commission was that they want to go forward with this project.
