HomeMy WebLinkAbout1995-08-03; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: August 3,1995 (regular Meeting) TIME OF MEETING: 4:30 PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Batter called the Meeting to order at 4:32 p.m. ROLL CALL: Present: Commissioners Batter, Wood, Plainer, Spencer. Commissioner Willis arrived at 4:40 p.m. Commissioner Pynes arrived at 4:55 p.m. APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the July 6, 1995 Meeting were approved as presented. AYES: Batter, Plainer, Wood, Willis and Spencer COMMITTEE REPORTS: Manager's Report Mrs. Beardsley gave an update on the jazz concerts. She stated that because of the increase in the size of concert attendees, City staff will once again be looking at whether or not to include Magee Park in the concert series next year. Arts Office staff is working on the September 3rd Pops Concert. Mrs. Beardsley announced that the Yes to Art Program is continuing, and two field trips were taken in July in cooperation with the schools. The students were bussed to the Museum of Man and Museum of Art in Balboa Park and to the Centre Cultural de la Raza. They were also given art tours at Chicano Park and UCSD. Mrs. Beardsley stated that Windy Bravo, coordinator for the program is no longer working for the City. Staff and the Director of the Boys and Girls Club are discussing the best way to proceed from here. Mrs. Beardsley told the Commission that the Pops Program had been delivered to the printers for printing and thanked Commissioner Wood for his efforts in putting the program together. Fund-Raising Committee Report Commissioner Wood announced that the drawing that was going to be held during the Pops Concert had been canceled. Mr. Wood told the Commission that timing was important in fund-raising. Mr. Wood asked for assistance with distributing the Pops Program at the last jazz concert at Calavera. Chairperson Batter stated that fund-raising will be discussed at the September meeting. Mrs. Beardsley added that the Commission needed to discuss whether or not to hold a Pops Concert in 1996. Arts Associates Report Board President Mig Chaney stated the Arts Associates met and were shown videos that Daniels Cablevision produced for the Arts Associates. The Associates are supporting the Arts Office's request for a NEA grant. There are many jazz t-shirts remaining to be sold. Adults and children's sweatshirts will be sold at the Pops Concert. Picnic suppers are for sale for the last jazz concert. The Associates are averaging approximately $200 in sales from Art a la Cart at the jazz concerts. A cookbook entitled "The Art of the Picnic," containing recipes from the jazz concerts will be produced by the Arts Associates. OLD BUSINESS None Chairperson Batter announced that David Spencer is resigning from the Commission as he has moved to Encinitas. Commissioner Spencer stated he has enjoyed his tenure on the Arts Commission. PUBLIC COMMENT Mrs. Beardsley stated the City had received a letter from Mrs. Thelma Hayes asking about specific items and had asked that the Arts Commission address some of these items at its next meeting. Mrs. Beardsley said Mrs. Hayes' letter was responded to by the City Manager's Office. One of the items Mrs. Hayes wanted the Arts Commission to look into was the light on sculpture done by artist James Hubbell at the north entrance of Carlsbad. Mrs. Beardsley informed the Commission that she had researched this and there was a light on this sculpture; however, the light has been replaced a number of times because of vandalism. It is not known at this time whether or not the City will replace the light. Mrs. Hayes letter mentions the sagging fence and weeds that enclose the area where artist Kenneth Capp's work is placed. This work is part of the Temporary Art Exhibition. Mrs. Beardsley stated that this concern was not an Arts Commission issue. If the work was permanent, the Commission might ask the appropriate department to display the art in a more pleasing environment. Commissioner Wood stated that the issues raised in Mrs. Haye's letter have already been responded to and there was nothing for the Commission to follow-up on. NEW BUSINESS National Endowment Grant Application for the Flower Festival Mrs. Beardsley stated that this festival was in the early planning stages. Ms. Batter asked if there was a specific area set aside for the festival. Mrs. Beardsley responded that the festival would take place in various spots throughout the fields. Commissioner Wood asked what activities were proposed for the festival. Mrs. Beardsley responded the festival will depend on whether or not the City gets the grant. With the grant, funds will be available to hire a number of artists and to develop the site more for a festival. One weekend could be a family-oriented weekend in which there might be storytelling, creating different items having to do with flowers or crafts. Something where families could participate. The full-fledged festival would contain performing and visual arts activities. A competition could be held in which regional artists could submit work on a flower-themed work as part of a juried show. A fee would be paid to enter. That money could be used as an award. The idea of this project is that if there are funds for the first couple of years, hopefully additional funds could be generated which would help the flower fields and the arts. Commissioner Plainer discussed other ideas that could be incorporated into the festival and suggested enlisting the assistance of Pea Soup Andersen's. Ms. Batter suggested that Car Country could also be approached. Mr. Wood asked what the timeframe was for the grant. Mrs. Beardsley stated that City would possibly be notified in January if the grant was awarded. Mrs. Beardsley clarified that the Arts Office was asking for the Commission's endorsement of the grant application. The item will be discussed at the August 15th City Council meeting. On motion by Commissioner Wood, the Arts Commission endorsed the Arts Office grant application to the National Endowment for the Arts for a flower festival and that the item be sent on to City Council for approval.
