MEETING OF: ARTS COMMISSION

CALL TO ORDER:
Vice Chairperson Wood called the meeting to order at 4:05 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Wood, Pynes, Willis, Platner. Commissioner Batter was excused
from this meeting
APPROVAL OF MINUTES:
On motion by Commissioner Willis, the Minutes of November 2, 1995 were approved.

NEW BUSINESS
Approval of 1996 Community Arts Grants - Commissioner Pynes
Commissioner Pynes stated there .were 15 applications for 1996 Community Arts Grants. A panel of six people
with expertise in visual and performing arts reviewed the applications. The list of those individuals and
organizations recommended to receive funding from the City for the Community Arts Grants has been
presented before the Commission. Only $13,000 is available to award.
Discussion among panel members ensued on two items. Because there were applications for school
performances/projects, panelist Marcos Martinez raised concerns about the City funding school projects. Mr.
Martinez felt the school should be obtaining funding from those governments agencies that fund education. The
panel came to a consensus that it could recommend funding for a school arts project if its purpose was to support
something over and above what the school system does or can do. The exception to this consensus was to deny
funding for the production of a school newspaper for Buena Vista School. Mrs. Pynes also said that $400 was
recommended for a performing arts project for La Costa Heights Elementary School. This school is under the
jurisdiction of the Encinitas School District, which is providing little or no support for arts education.
Commissioner Ladouceur expressed concerns for funding some school arts projects. She stated that she would
like to see the School District provide more funding for school arts projects. Mrs. Ladouceur was concerned
about funding the La Costa Heights School project, with regard to clarification of funding Carlsbad-based
organizations. Mrs. Beardsley stated that the guidelines did not allow the funding of projects that should be
funded by the schools, but funding for programs over and above what a school would be expected to do is
permitted - it's just a matter of interpretation. Mrs. Pynes stated that this issue was also part of the discussion
that ensued among panelists, and she requested that the Commission think about clarifying the guidelines. Vice
Chair Wood suggested that this matter be brought before the Commission in February. Mrs. Ladouceur was
also concerned that this was not a Carlsbad school. Arts staff stated that La Costa Heights had received
Community Arts Grant funding in the past. Mrs. Pynes stated that she shared some of the same concerns as
Mrs. Ladouceur and again expressed that this issue be discussed among Commissioners at a later date.
Mrs. Ladouceur requested more information about the San Diego Institute for Arts Education grant and the
recommendation for funding of $1,000. Mrs. Pynes explained that this application not only responded to the
panel's comments from last year, but does not replace current or past school-supported arts programs. This
grant proposes a trunk exhibit from the Mengei Museum which will be on exhibition at 10 different Carlsbad
sites. Mrs. Beardsley stated that SDIAE is responding to past comments about not serving the visual arts which is

difficult with regard to what SDIAE does. Mrs. Beardsley further stated that the funding of these applications is
only a recommendation to the Commission. The Commission is free to make changes as it feels appropriate.
Mrs. Ladouceur requested specific information about what the funding provided for SDIAE. Mrs. Beardsley
informed the Commission that the grant application states funding would pay for a curator, consultants, steamer
trunk purchase, specialized compartmentaiization, van rentals to deliver to the schools, and construction of the
trunk compartments. The total cost of the trunk exhibition is $7,000. Commissioner Platner asked if funding
were approved and given, what would happen if SDIAE did not come up with the remaining funds and the project
was canceled? Mrs. Beardsley stated that only 25% of funds were given in the beginning. In the past, if there has
been a problem with an organization coming up with the match, Arts Office staff works with the organization to
revise the project within grant guidelines. Commissioner Ladouceur stated she still had reservations about
funding SDIAE and that the schools should be paying for it. The commission was not interested in paying for
making the trunks. It also did not understand how it will be displayed and for how long. SDIAE should check with
the County regarding delivery.
On motion by Commissioner Willis, the Arts Commission approved the recommendations of the Grants
Review Panel with the exception of application no. 14 (San Diego Institute for Arts Education) awarding $12,000
in grants to artists/artists groups for 1996.

COMMITTEE REPORTS:
Arts Education Report - Commissioners Pynes & Ladouceur
Commissioner Ladouceur stated Richard Keely gave a slide show presentation of the mural at La Palma. She
suggested that he be scheduled to give the same presentation to the Commission. Another idea introduced was a
rating sheet to rate the visiting artists in residence during their performance.s at the schools with the intent of
creating an information bank on artists.
Fund-Raising Report - Vice Chair Wood
Actual fund-raising will begin in January. New commitments are being made during this time.
Carrillo Ranch Report - Vice Chair Wood
No meeting has been held, one should be scheduled for February. Mr. Wood stated he had read the report made
by the Committee and presented the Commission with a brief history of the Ranch. He also reviewed some of
the recommendations made by the Committee.
Visual Arts Committee Report - Commissioner Willis
No report was made.
Manager's Report
Connie Beardsley stated the Temporary Art Exhibition proposals are in and the Visual Arts Committee will soon
meet to review the proposals and make its recommendations to the Arts Commission. She also provided a
status report on the 1-5 Corridor project. CalTrans has reviewed all three proposals and their response was
positive. Concerns expressed were minor. This item was pulled from the Commission's agenda because the
City wanted an opportunity to review the proposals. Slides of the La Palma mural are at the Arts Office. C.J.
Jones, a visiting artist, is performing at several schools. The public performance is scheduled for Friday,
December 8 at Magnolia Elementary School. The Commission was reminded to review the recommendations
sent to them for the January meeting.
Arts Associates Report - Mig Chaney
The Associates have over 400 members. The "Art of the Picnic" cookbooks are now available for sale. The Arts
Associates are working on the sculpture garden.

Sculpture Garden - Commissioner Platner
Three plans were presented by the City's landscape architect outlining possibilities for the garden. In all the plans
the patio was retained, the existing walk should be modified. The shrubbery will be left as it is, but there is the
possibility of raising certain areas to make the garden more interesting is being looked into.
