HomeMy WebLinkAbout1996-09-05; Arts Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: MINUTES ARTS COMMISSION (Regular Meeting) September 5, 1996 4:30 p.m. City Council Conference Room CALL TO ORDER: Chairperson Batter called the Meeting to order at 4:30 p.m. ROLL CALL: Present: Commissioners Batter, Chartier, Lignante, Willis and Wood. Commissioner Pynes arrived at 4:35 p.m. Absent: Commissioner Platner. APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the August 1, 1996, meeting were approved as presented. AYES: Batter, Chartier, Lignante, Willis and Wood PUBLIC COMMENT: There were no requests to address the Commission. OLD BUSINESS: Review of 1996 Jazz concerts Chairperson Batter stated that she had heard mixed comments on the bands. Commissioner Wood stated that at the first concert on June 28, at Stagecoach, he felt the first half of the concert was a little slow. He said that after the intermission they played more big band music and the pace seemed to pick up. Colleen Finnegan, of the Arts Office, discussed how the bands were selected. Chairperson Batter asked how one judges the success of the concerts? Connie Beardsley stated that one goal is to give the audience a sampling of all kinds of jazz. September 5, 1996 ARTS COMMISSION Page 2 Review of 1996 Jazz Concerts (Continued) Commissioner Wood stated that the people love the music and go to the concerts to have a good time. He felt that what the Commission should consider is whether the quality of this year's jazz concerts was up or down from last year. Chairperson Batter said that she felt the music "heated up" in the concerts near the end of the season. Colleen Finnegan stated that staff had planned it that way. She said it is traditional now for the people to get up and dance. She said that thevconcerts at Magee are planned to be with less partying bands, due to the traffic in the area, the beach and tourist traffic, and concerns that there could be a "free-for-all" if the crowd became unruly. She said that the producer was asked to book bands that would keep those concerts quiet. Ms. Finnegan stated that the location and size of each park is considered in making the choice of the band to play there. She said they want to present a family type of entertainment, and to do it safely. Connie Beardsley stated that next year there will be ten concerts, with two at Poinsettia Park. Chairperson Batter inquired about the budget for the jazz concerts, and Connie Beardsley said additional funds were approved for one more concert next year. She said the budget for nine concerts was $36,000, and there would be $5,000 more for the tenth concert. She said the cost for the bands will increase. Connie Beardsley said she would not favor adding any more concerts to the 10, as it is always a good idea is to leave the people liking the concerts and looking forward to the next year. Ms. Beardsley stated that next year the 4th of July falls on a Friday, and staff has been discussing possibilities. Commissioner Wood stated he did not feel the 4th would affect the attendance, because most people are at home that weekend. In response to query about moving the concert onto the grass, Ms. Finnegan stated that because of the sound equipment, they must keep them out of the dust. Commissioner Wood suggested putting down some astro turf next year. September 5, 1996 ARTS COMMISSION Page 3 NEW BUSINESS: Video Documentation of YES to Art Program The consensus of the Commission was to have the Commissioners check out the video for their own viewing, rather than showing it today. Connie Beardsley said this program was to educate the youth to arts and have them learn about arts, both performing and visual. The Boys & Girls Club is more a place to drop the kids off, and therefore not conducive to regularly scheduled classes. She said that Bill Watson, an artist, is continuing to work with the children doing art. . She said that some of the money went to the schools, and was matched by funding from the school district, offering a more structured program. COMMITTEE REPORTS: Chair's Report Chairperson Batter reported that the seawall will be on the agenda in October for discussion and public input. She said that the decision on the artwork will be on the agenda for November. She said that the Commission needs to be very sensitive to the public comment, and since the community is still healing from the Split Pavilion, it is very important to listen to the people. The issue of a quorum at the October meeting arose, and Ms. Beardsley stated she will let the Commissioners know when Commissioner Willis checks his calendar. Chairperson Batter stated that the new temporary art exhibition will be in September, with the reception on October 9. Commissioner Chartier reported on the mural on the gymnasium wall at the Boys & Girls Club, and stated it is a quality piece of work. Manager's Report Connie Beardsley reported that the Arts Commission workshop will be held on Saturday, November 2, from 9:00 a.m. until 1:00 p.m. at the Arts Office. She asked the Commissioners to think about items they would like discussed at the workshop and let her know. She said the Arts Office has been awarded two grants; the California Arts Council Grant of $2,900 for computer updating in the office, and $14,000 to develop an Arts Education Long Range Plan. September 5, 1996 ARTS COMMISSION Page 4 1-5 Committee Report Chairperson Batter reported that the committee met August 19, to review staff's draft of the scope of work. Steve Jantz will be back before this Commission with another draft. She said there was not enough attention to the art component, and there were areas where it was left out. Chairperson Batter stated that the Commissioners are welcome to attend any of the meetings of the committee. Carrillo Ranch Report Commissioner Wood reported that a workshop for the public is tentatively scheduled for October 12. Arts Education Report Commissioner Pynes stated she had no report at this time. Arts Associates Report Barbara Wood reported they made $9,050 on the fund-raiser. She said the Associates have 26 new family members since the first of the year. She said they voted to increase the family dues from $10 to $15. Mrs. Wood stated there are three events coming up; the Temporary Art Exhibition Reception October 9 at the Home Savings Bank; a co-sponsor with the Friends on October 10 at 7:30 p.m., for a Westwind Brass concert at the Senior Center, and the Volunteer Party on September 21 at 5:00 p.m. on the lawn of the home of Bob and Mary Ledger. Commissioner Wood asked anyone who has CD's of any of the jazz concerts to let him know, as they would like to use them.
