HomeMy WebLinkAbout1996-12-12; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION(Regular meeting) DATE: December 12, 1996 TIME: 4:30 p.m. PLACE: City Council Chambers Call To Order Chairperson Batter called the Meeting to order at 4:31 p.m. Roll Call Present: Commissioners Batter, Chattier, Lignante, Platner, Pynes, Willis and Wood. Approval of Minutes Commissioner Pynes requested the word "samples" be changed to "models" on page 3, paragraph 4 in the Minutes from the November 7, 1996 meeting. On motion by Commissioner Wood, the Minutes of the November 7, 1996 meeting were approved as amended. AYES: Batter, Chartier, Lignante, Pynes, Platner, Wood, Willis Old Business Artwork of Shore Protection Wall Access Areas Artist Raul Guerrero stated he met with the subcommittee and discussed a concept of using a mosaic ocean scene with clouds as the artwork. However, Mr. Guerrero said that the access areas were intended to take images designed for a very specific type of narrative and he didn't feel this concept was going in the right direction. He presented to the Commission an alternative to eliminate the mosaic tile working the access areas and leave only exposed aggregate. Mr. Guerrero presented another alternative to the Commission which consisted of randomly placed recessed 10" colored mosaic tile squares as the artwork for the access areas. Mr. Guerrero stated that the colors used would have to be determined by him. Mrs. Beardsley asked if each square would be one color or a variety of colors. Mr. Guerrero responded that each square would probably be one color, but he could use a variety. Commissioner Platner asked if all some of the tile would protrude or if it will all be recessed. Mr. Guerrero answered that all the tile will be set into the wall. Commissioner Batter asked Steve Jantz, project engineer for the Shore Protection Wall if a change order would be required to recess the mosaic artwork. Mr. Jantz responded that any change outside the original concept for the artwork such as the randomly placed tiles, would require a change order. Mrs. Beardsley asked Mr. Jantz if there is an additional cost to recess the tiles, who would absorb this cost. Mr. Jantz responded that there is already recessed tilework in the original concept, and if the idea is to keep this recessed area and add more recessed tilework, there would be an additional cost. However, if the artwork design involves just changing the location of the recessed tilework, there may not be any additional costs. He stated he would be meeting with the contractors during the next week and would have more information after that meeting. Commissioner Pynes requested that Mr. Guerrero be on the construction site to place the recessed panels or direct their placement. The Commission thanked Mr. Guerrero for his presentation. On motion by Commissioner Wood, the artwork design concept for the access areas for the Shore Protection Wall project is approved and forwarded to City Council recommending approval. AYES: Batter, Wood, Chartier, Pynes, Platner, Willis, Lignante Public Comment None. Committee Reports Manager's Report Mrs. Beardsley stated that at the request of Commissioner Platner she checked on the status of the Bauer Lumber building. The City has made an offer on the building. If the City purchases the building, various alternatives for its use will be forward to Council. Mrs. Beardsley did inform the Housing and Redevelopment Director that there were Commissioners interested in using the building as an arts facility. Grants Committee Commissioner Chartier stated there was $13,000 available. Of that amount, $10,000 was set aside for organization/individual grants and $3,000 was predesignated for the arts education category. Twenty one grants were reviewed. Of those, nine grants were approved in the organization/individual category, and five grants were approved in the arts education category. Commissioner Wood asked if the Commissioners were elected or appointed to serving on this committee. Mrs. Beardsley responded that staff felt it was important to have Commissioners rotate in serving to enable them to learn about the various arts organizations. Arts Education Report Commissioner Pynes stated that the Arts Education Steering Committee was working on music and will be working on visual arts and theater in the Carlsbad school district. The School/Community Arts Education Advisory Committee is working on an advocacy program that will be presented to each school's PTA. 1-5 Corridor Report The Committee met November 18 after the second workshop, at which approximately 40 people attended. The consensus from the workshop was to keep the design simple. Two more workshops are scheduled: December 17 and January 16 at the Carlsbad Senior Center from 6:00 to 8:00. Carlsbad Arts Associates Report The Arts Associates and Friends of the Library are cosponsoring an arts and lecture series beginning January 22 at the Carlsbad Senior Center. The Meeting was adjourned at 5:40 p.m.
