HomeMy WebLinkAbout1997-01-02; Arts Commission; MinutesMINUTES Arts Commission Meeting January 2, 1997 4:30 p.m. City Council Conference Room Meeting Called To Order at 4:30 p.m. Present: Commissioners Batter, Wood, Willis, Lignante, Platner, Pynes. Absent: Commissioner Chartier APPROVAL MINUTES On motion by Commissioner Wood, the Minutes of the Meeting held December 12, 1996 were approved as presented. AYES: Batter, Wood, Lignante, Willis, Platner, Pynes NEW BUSINESS 1997 Community Arts Grants Commissioner Lignante reported that the committee comprised of Felicia Shaw, Judy Montague, Murray Davison and Commissioner Chartier and himself reviewed 21 applications and recommended awarding grants to those that met the criteria established for the Community Arts Grants Program. Commissioner Wood noted that North County Stageworks, one of the applicants recommended to receive funding would not be able to hold its performances in the Arthouse Cafe as it stated in its grant application since the Arthouse Cafe had closed. Mr. Wood asked staff to clarify how funding could be approved since the organization no longer had a place to hold its venue. Arts Manager Connie Beardsley responded that the organization may be approved, but funding will not be distributed until the organization submits a letter to the Arts Office stating the change of location. Commissioner Batter questioned the amount of the award being recommended to North County Stageworks in comparison to what it requested. Commissioner Lignante responded that the amount recommended is to encourage the group to keep trying. The panel focused on encouraging new groups to come forward to try new things. Commissioner Willis asked if staff knew the percentage of Carlsbad musicians performing in the Pacific Coast Concert Band which was also being recommended for funding. Mrs. Beardsley stated that the panel focused on the issue of the number of concerts being performed free in Carlsbad rather than who comprised the Band. On motion by Commissioner Wood, the 1997 Community Arts Grants be awarded to those organizations recommended by the review panel. AYES: Batter, Wood, Lignante, Willis, Platner, Pynes Presentation by Commission Chattier regarding communication/marketing for the arts Postponed until the February meeting. COMMITTEE REPORTS Chair's Report Chair Batter reported that the artwork for the Shore Protection Wall will be presented to City Council on January 7, 1997, and recommended Commissioners attend if they are able. Manager's Report Mrs. Beardsley reported that the Arts and Lecture Series begins on January 22. A brochure was mailed with the January newsletter. Staff is working on grant applications - the artist-in residence applications, California Arts Council State/Local Partnership grant application, and the California Arts Council Arts Education grant application in April. 1-5 Corridor Report Chair Batter reported that the Committee held a workshop on January 16 and will hold another one on January 16 at the Senior Center. The Meeting adjourned at 5:02 p.m.
