HomeMy WebLinkAbout1997-08-07; Arts Commission; MinutesMINUTES Arts Commission Meeting August?, 1997 • 4:30 p.m. City Council Conference Room Meeting Called To Order at 4:30 p.m. Present: Commissioners Wood, Batter, Pynes, Kacher-Dolnick, Lignante, Chartier, Willis APPROVAL OF MINUTES: On motion by Commissioner Batter, The Minutes of July 3, 1997 were approved. AYES: Commissioners Wood, Batter, Kacher-Dolnick, Lignante, Chartier. Commissioner Pynes abstained. Chair Wood announced the Arts Commissioners would be in attendance at a social event on Saturday, August 16, 1997, at his home, 4770 Brookwood Ct., Carlsbad. COMMITTEE REPORTS Chair's Report Chair Wood reported that the fund-raising event held on July 19 at the Village Faire Gallery raised over $600 for the Arts Office. Mr. Wood also reported that he attended the Aviara Four Seasons Resort artwork opening on July 23. Twelve pieces are placed around the Aviara development for public viewing. Mr. Wood stated he is working with Daniels Cablevision on promoting an Aviara artwork video. Chair Wood announced that on August 28, Susan Delaney will give a lecture on art history for the Historical Society at Magee House. Manager's Report Mrs. Beardsley reported that Irish modern dancer Mary Nunan will be in residence from September 14 through October 10. She will be working with dance students from both high schools as well as in the community. There is a tentative public performance scheduled on October 9 at the Cultural Arts Center. Mrs. Beardsley further reported that a delegation from Karlovy Vary will be visiting Carlsbad in late October. The delegation will include a woodwind quintet, violinist, and two visual artists will bring 60 artworks. Staff is working on finding a location for exhibiting the artworks as well as a performance. The Carlsbad Village Faire Shopping Centre has expressed an interest in helping. Staff is currently updating the City's public art brochure. Two public art presentations on the City's golf course will be given. The design team will meet with the Arts Office on this. Groundbreaking is scheduled to take place this Spring. Staff received several complaints about the sun in concert attendees eyes during the first Poinsettia jazz concert. Commissioner Batter suggested asking those with umbrellas to lower them during the concert. Commissioner Chartier requested Arts Commissioners sign up to sell tickets during the jazz concerts. Commissioner Wood asked where the artwork was going in Poinsettia Park. Mrs. Beardsley replied that it is scheduled to happen in Phase III of the park's development. Arts Commission Minutes - August 7, 1997 Facilities Report Commissioner Batter reported that the Committee needed to review the 1991 report. Mrs. Beardsley announced that an arts organization space meeting was taking place on August 4 at the Arts Office. She stated that most arts organizations have a volunteer staff, small budgets and have varying space needs. The Arts Office is facilitating group discussion. Discussion will center around what is available. All the groups are interested in the Village area (with the exception of PATH). The Bauer Lumber Building has been identified as a good opportunity. The City may own the building and is looking into using the space for retail trade. Mrs. Beardsley will talk to Redevelopment on timelines and bring that information to the arts organizations. Public Art Report Commissioners Batter and Chattier met with staff who presented the draft public art master plan. Mr. Chartier and Ms. Batter feel that the Commission needs the financial information on how public art happens. The Commissioners learned about sites identified, projects in the works, private development and upcoming identified sites. Mr. Chartier and Ms. Batter stated the Commission needs to discuss how visible it wants the public art program to be. Mr. Chartier stated the public art report is excellent. Carrillo Ranch Report Chair Wood showed the models of decorative gates for some of the areas at the Ranch designed by artist Paul Hobson. Mr. Wood described the type of work that will be placed throughout the property. Mrs. Beardsley stated this was an example of how the process works when an artist is placed on the design team early in the process. KTU&A will be presenting the master plan to various commissions and committees before the end of the year. Mrs. Beardsley explained that arts funding for this project does not become effective until the park is developed. 1-5 Report Commissioner Pynes stated that KTU&A is clarifying the document of the draft plan. The Committee will meet in September to review for approval the master plan document. Once approved, the plan will be presented to various commissions and will serve as a guidelines when funding becomes available. KTU&A divided the plan into eight phases at one-half million dollars per phase. It is easier to obtain funding this way. The 1-5 Committee suggested changing the priorities. Two articles were written in the San Diego Union-Tribune on the 1-5 plan. The first one contained several inaccuracies. Ms. Batter clarified that funding for implementing the master plan is not from City funds, but City funds will be used to maintain the landscaping. CALTRANS will take over the maintenance in 20 years. Funding sources will be provided from transportation funds and not education funds. Mrs. Beardsley reminded the Commission that the plan is a set of guidelines. This plan may be reviewed/revised many times before it is actually implemented. Ms. Batter and Ms. Pynes do not like the neon. Commissioner Kacher-Dolnick asked if there will be general landscaping. Mrs. Beardsley stated that there is funding for landscaping at the La Costa overpass, as part of the bridge widening. Visual Arts Committee Report Commissioner Willis reported that only two members of the committee attended the meeting. Eleven pieces of artwork were reviewed. The quality has decreased, and space issues continue to be -Arts Commission Minutes - August 7, 1997 2 a problem. More artists who live out of the area applied than did local artists. Five pieces were selected to be placed in the next exhibit. Commissioner Chattier asked who decides what sites are to be used. Connie Beardsley replied that the artists are given recommendations by staff, but they (the artists) determine if the sites are suitable. Arts Associates Report President Janice Merrill reported that in over six concerts, $10,500 has been raised. Nine to eleven people are needed to fund-raise per concert. There are 14 members on the Arts Associates Board. This is the tenth year of the Arts Associates, and they are planning a special celebration. A volunteer thank-you party is scheduled to take place in October. The meeting adjourned at 5:55 p.m. Arts Commission Minutes - August 7, 1997 3
