HomeMy WebLinkAbout1997-10-02; Arts Commission; MinutesMINUTES Arts Commission Meeting October!, 1997 • 4:30 p.m. City Council Conference Room Meeting Called To Order at 4:30 p.m. Present: Commissioners Wood, Batter, Pynes, Kacher-Dolnick, Lignante, Chattier, Willis APPROVAL OF MINUTES: Commissioner Batter requested amending the August 7 minutes clarifying promoting the public art program. Commissioner Chartier requested the addition of the word "beginning" be added to the last sentence of the Public Art Report. On motion by Commissioner Willis, the Minutes of August 7 are approved as amended. AYES: Commissioners Wood, Batter, Kacher-Dolnick, Lignante, Chartier and Pynes. OLD BUSINESS Public Artwork for Carlsbad Golf Course Arts Manager Connie Beardsley reported that the RFQs for artwork have been sent to visual artists on our mailing lists and the project has been advertised in Artweek magazine with an October 20 deadline. The Selection Committee will be comprised of a Commissioner from the Parks and Recreation Commission, two representatives from the Golf Course Selection Committee, two artists, and one Arts Commissioner. The process will be a two-step process. Artists have been asked to submit slides of past work from which the Selection Committee will pick up to five (5) as finalists. The Selection Committee will meet with the finalists and one or more will be chosen to work on the golf course project. The Arts Office hopes to have an artist(s) on board by January. Commissioner Chartier asked when construction of the golf course would start. Mrs. Beardsley replied that it is scheduled to start after the first of the year. NEW BUSINESS Joint Arts Commission/Arts Associates Workshop Mrs. Beardsley explained that a workshop with Commissioners and Associates Board members has been scheduled for Monday, November 3rd at 4:15 p.m. Alan Kumamoto will serve as facilitator. Commissioner Batter asked the purpose of the workshop. Mrs. Beardsley replied that it will help in defining the roles of each group because most everyone on the Arts Associates Board is new. The workshop will also begin to develop a workplan for next year for the Arts Commission and Arts Associates. Commissioner Batter suggested that we take more than a one year look, that there be a shared vision of a I -3-5 year plan. Commissioner Chartier requested that we discuss which organization, the Arts Associates or Arts Commission needs to be promoted. That at the Arts Associates morning meeting Arts Commission Minutes - October 2, 1997 I discussion centered on promoting the Arts Associates. Arts Associates President Jan Merrill clarified that the promotion at its meeting focused on fundraising and getting new membership. Commissioner Kacher- Dolnick requested that the Arts Office and its programs be promoted. Commissioner Chartier stated that the Arts Associates has a very "go getter" board and the Commission needs to be sensitive of its willingness to work. Program Review Mrs. Beardsley explained the Arts Office General Fund budget. She told the Commission that the Arts Office has a general arts special revenue account which has received donations in the past. She stated that funds are appropriated by City Council during the budget process with an explanation on how the Arts office is spending them. The Special Events account is also a special revenue account and has had $21,000 appropriated for the jazz concert for the 97/98 fiscal year. The Arts Camp is a fee supported account, which means the funds that come in must be spent on the Arts Camp program during the fiscal year they are received or they are returned to the City's General Fund revenue account. Public art funding is separate from the Arts office general fund and comes from a variety of sources. The City may set aside I % of capital improvement projects for public art. Staff has identified capital improvement public art projects. Mrs. Beardsley stated that this fiscal year, the City added I % in public art funds to the projects. Appropriation for a capital improvement project and public art is determined each fiscal year. Commissioner Chartier asked if the public art project list was based on I % over the existing capital improvement budget. Mrs. Beardsley replied yes. Commissioner Batter asked how the Arts Office learned about future capital improvement projects. Mrs. Beardsley stated staff works with the Engineering Department. Mrs. Beardsley also explained that there is an unencumbered amount of funds set aside for public art. The Arts Office could budget for these funds during the next budget year process. Commissioner Batter stated this information is useful in case the Arts Commission determines that public art should be placed in addition to those projects identified. Commissioner Chartier asked about purchasing a facility. Mrs. Beardsley replied that cultural facilities are not identified in the City's Growth Management Plan. It is possible to attach to an identified project such as the gallery in the new library or other avenues could be explored. Commissioner Kacher-Dolnick asked where the unappropriated public art funds came from. Mrs. Beardsley replied these funds were set aside from a variety of smaller capital improvement projects and have been growing in this account for several years. Mrs. Beardsley stated that once spent these funds will not be replaced. Selection of Commission Representatives Grants Review Panel By motion of Commissioner Lignante, Chair Wood is appointed as Arts Commission representative to the 1998 Community Arts Grants Review Panel. Golf Course Artwork Selection Panel Chair Wood appointed Commissioner Lignante to serve as the Arts Commission representative on the Golf Course Artwork Selection Committee. Commissioner Kacher- Dolnick will serve as an alternate. Arts Commission Minutes - October 2, 1997 2 COMMITTEE REPORTS Chair's Report Chair Wood reported the Carrillo Ranch Steering Committee will be voting on the Master Plan on October 8. The presentation to the Arts Commission will be made at the November 6 meeting. Commissioner Pynes asked if the entire Master Plan or just the arts portion will be presented to the Commission. Commissioner Chattier asked if the arts portion was written by artist Paul Hobson. Chair Wood replied yes. Commissioner Pynes asked for clarification if input would be accepted or if the Commission will only be able to vote "yes/no" on the Master Plan. Chair Wood replied that input will be accepted only if it is a "major" change. Chair Wood congratulated the Arts Associates on the great job it did during the jazz concert series. Commissioner Batter stated the series was good but would like staff to look into whether or not the City can control smoking in the park during the concert. She also asked staff to look into the use of the soccer field at Poinsettia Park next year. Other Commissioners said they like the location at Poinsettia this year. Chair Wood stated that all Arts Commissioners attended the Temporary Art reception. He indicated to the Commission that it can apply for a Daniels Cablevision grant to film the public art in Carlsbad. Commissioners Pynes and Kacher-Dolnick agreed to look into the project. Manager's Report Mrs. Beardsley reported that Irish dancer Mary Nunan was here for a month-long residency. She stated a delegation from the City's sister City, Karlovy Vary, will be in Carlsbad the last week of the month and the Commission should expect an invitation to several events. The delegation is bringing 50 pieces of artwork which will be hung at the COAL Gallery. Commissioner Batter asked why the Arts Commission doesn't see the temporary artwork before it is exhibited. Mrs. Beardsley stated that the Commission hasn't seen it before the past few exhibitions because of a matter of timing. Facilities Report Commissioner Batter reported the Committee met and went through the document and is planning to present it to the Commission at the November meeting. 1-5 Report Commissioner Batter stated the Committee went through the Master Plan by KTU&A. The final document is being processed by KTU&A and will be presented next to City Council for review and then will be presented to each of the Commissions respectively. Arts Education Report Commissioner Pynes reported that the Arts Education Steering Committee is working on presenting the plan to CUSD on theatre, arts, dance and music. The Steering Committee held a workshop August 14. Arts Commission Minutes - October 2, 1997 3 The School/Community Arts Education Committee has representatives from each school PTA on it and is currently working on arts in the schools. Parents are interested in incorporating arts into the school curriculum. The Carlsbad High School Band has sparked renewed interest The League of Women Voters met on education. Commissioner Pynes attended she stated the meeting and arts education was discussed. Arts Associates Report President Janice Merrill thanked the Commission for including the Board in the upcoming workshop. The Arts Associates is working on building its membership base and has formed a committee to make plans. Some of the ideas formulated are to advertise, hold a corporate drive, revise the logo and institute graduated membership. She stated the Arts Associates are also working on their Mission Statement.
