HomeMy WebLinkAbout1997-12-04; Arts Commission; MinutesMINUTES Arts Commission Meeting December 4, 1997 • 4:30 p.m. City Council Chambers Meeting Called To Order at 4:30 p.m. Present: Commissioners Wood, Batter, Pynes, Dolnick, Lignante, Kacher/Dolnick, Willis Absent: Commissioner Chattier Chair Wood announced the Arts Commission would be meeting at a social event on December 10, 1997. APPROVAL OF MINUTES: On Motion by Commissioner Lignante, the Minutes of November 6, 1997 were approved. AYES: Wood, Pynes, Kacher/Dolnick, Batter, Lignante, Willis NEW BUSINESS Carrillo Ranch Master Plan Presentation Park Planner Mark Steyaert, KTU & A representative Kurt Carlson, and artist Paul Hobson presented the Commission with an overview of the Carrillo Ranch Master Plan. The community park contains 27 acres, is a state historic landmark and is on the national register of historic landmarks. The Ranch is currently closed to the public. The Master Plan process began a year ago with the City hiring KTU & A as the consultants to help develop the plan. The consultant gathered data and did an analysis of the site. A steering committee was established and public meetings were held along with a series of public workshops at the ranch to gather input. An open house was also held to inform the public about Leo Carrillo. The Master Plan is only a draft plan. The Plan will be presented to City Council in January. Paul Hobson presented the arts component of the Master Plan which includes recommendations for public art, artists in residence and ongoing visual and performing arts programming. The park will need fences, ramps and benches. Public art can be incorporated in these elements. One of the proposed gate designs was drawn by Leo's friend Ed Borein. Alan Kindle, representing the Friends of Carrillo Ranch mentioned the Carrillo artifact collection. A number of items were sold or are missing. However, there are some artifacts that can be loaned to the park from other museums. Commissioner Willis asked what is proposed for the existing swimming pool. Mark Steyaert replied with will be removed and replaced with a replica reflection pond. Commissioner Batter asked about the traffic flow with regard to bicycle riders and automobiles. Kurt Carlson stated this issue has been addressed with a citywide and community-wide trail. Commissioner Kacher/Dolnick asked if bicycles will be stopped at a certain point in the park and not allowed to have access throughout. Alan Kindle reminded the Commission there was another venue for performing arts with the conversion of the barn into a theatre. Commissioner Pynes asked what the main purpose of the park was. Mr. Kindle replied the Friends see it as an educational park with passive recreation. Commissioner Batter asked how Arts Commission Minutes - December 4, 1997 I the 82 parking spaces compare to other city parks. Mark Steyaert replied that this issue does not relate to the other community parks. Staff feels that parking is adequate for special events. Commission Batter replied she did not think parking was adequate. Commissioner Wood asked how many people the amphitheatre can seat. Kurt Carlson replied the amphitheatre can seat 50. Commissioner Wood stated the park is going to be controlled by the number of parking spaces. Commissioner Pynes stated she was impressed with the Master Plan and the fact that it took into consideration that Mr. Carrillo was a conservationist. She likes connecting public art with Carrillo. Commissioner Batter asked who decides what kind of creative programming happens. Mark Steyaert stated this issue has not been determined yet. Commissioner Pynes asked who will decide how the park will be managed and have the pros and cons been listed in the Master Plan. Mark Steyaert replied the City Council will make this determination. Connie Beardsley asked for clarification on what the Commission was approving, the whole plan or the arts component. Mark Steyaert replied the Arts Commission was being asked to approved the arts component. On Motion by Commissioner Kacher/Dolnick the Arts Commission approved the arts component of the Carrillo Ranch Master Plan. AYES: Wood, Kacher/Dolnick, Lignante, Pynes, Batter, Willis Approval of 1998 Community/Arts Education Grants Chair Wood reported the Grants Panel met and reviewed the 1998 grant applications. He encouraged the Commission to approve the Panel's recommendations with the exception of the grant request from the Waldorf-Inspired School. Mr. Wood explained that the school is a preschool and does not meet our grant requirements. On motion by Commissioner Kacher/Dolnick the Commission approved the 1998 Community/Arts Education grants. AYES: Wood, Kacher/Dolnick, Lignante, Batter, Willis, Pynes Commissioner Willis and Lignante adjourned from the meeting at 5:37 p.m. COMMITTEE REPORTS Chair's Report Chair Wood reported he attended the Library's public meeting on how to spend the funds earned if the one- quarter cent tax passes. Manager's Report Mrs. Beardsley reported planning for the skateboard park is underway. Studio Two has been selected to work on the public art element of the park. The 1-5 project will be presented to City Council on December 10. The meeting adjourned at 5:45 p.m. Arts Commission Minutes - December 4, 1997 2
