HomeMy WebLinkAbout1998-12-03; Arts Commission; MinutesMINUTES Arts Commission Meeting December 3, 1998 • 3:30 p.m. City Council Chambers The Meeting Was Called To Order at 3:33 p.m. Present: Commissioners Wood, Chattier, Pynes, Willis, Lignante Absent: Commissioner Shaw Approval of the Minutes The Summary of the November 5, 1998 meeting was approved. AYES: Commissioners Wood, Chattier, Roberts, Willis, Lignante ABSTAIN: Commissioner Pynes NEW BUSINESS 1999 Community Arts & Culture Grants Chair Wood announced this year's grants panel members: Peter Gach, a pianist and music instructor with Palomar College, Arts Commissioner Felicia Shaw and Arthur Wood, Ann Schulz, director of the Coast Kids Theatre, and Elizabeth Jaro, a dance instructor who is currently an artist-in-residence at Buena Vista Elementary School. All are Carlsbad residents. He then presented the recommendations of the panel. Each recommendation was reviewed. Chair Wood explained that North Coast Repertory Theatre applied for a grant under the Organizations category, but the panel determined the project should be awarded under the Arts Education category and moved the recommendation for funding the North Coast Repertory Theatre to Arts Education. Commissioner Chartier noted that four of the groups recommended for approval in the Organizations category for funding were performing arts groups. The Playwright's Workshop grant was not recommended for funding. No writing groups were recommended. He also noted that the approved groups were established organizations not new ones. He stated he felt that the Commission should approve funding for the Playwright's Project. Commissioner Chartier asked if there was a difference between the Arts Education category and the Organization category. Commissioner Pynes gave the background of how 25% of the total funding for Community Arts and Cultural Grants was set aside for Arts Education grants. Discussion ensued on whether or not to approve moving the North Coast Repertory Theatre grant to the Arts Education category because the funding recommendation of $1,500 exceeds the $ 1,000 Arts Education category limit. Arts Commission Minutes - December 3, 1998 I Commissioner Chartier requested again that the Commission approve funding the Playwright's Project at $300. Chair Wood replied that the Panel recommended denial because all the funding goes directly to the artist and there was no track record to determine whether the project would be successful. The panel suggested that the artist conduct this project for a year and then apply again. Connie Beardsley stated the Arts Office can sponsor the artist and her project aside from the Community Grants program, thus saving the artist overhead expenses. Commissioner Pynes motioned the Commission adopt the 1999 Community Arts and Culture Grant panel's recommendations as presented. AYES: Commissioners Chartier, Wood, Pynes, Lignante, Willis Discussion of the Community Grants Program Chair Wood stated that the Arts Office would like the Commission to look at the goals of the grants program and recommend any possible changes. Mrs. Beardsley read the grants program guidelines. She further stated the program's initial concept was to help the arts organizations to grow in the community. The program's goals have changed somewhat because it has been determined that the major organizations in the community are community-based and did not necessarily want to grow. Her question to the Commission is: "What are we accomplishing with the Community Grants Program? What does the Commission want to accomplish and does it want to change the goals to better serve the organizations and community needs?" Mrs. Beardsley explained that this program could be changed yearly to meet the needs of the community or could remain as is. Chair Wood asked each Commissioner to review the guidelines and think about the program. He informed staff he would like this item placed on the Commission's January agenda to continue discussion. OLD BUSINESS Continued Discussion of Kenneth Capps' Benches for Sculpture Garden Mrs. Beardsley explained that she understood the Commission to say that it liked the two benches but thought they were too expensive to purchase. She further understood that the Commission is interested in renting both benches for $ 1,000 for a year. Commissioner Willis stated h e felt that Carlsbad needs contemporary art. Mrs. Beardsley reported that staff has spoken to Mr. Capps who was interested in renting the benches to the Arts Office, but it was unclear if the artist requested $ 1,000 for both benches or for each bench. Commissioner Pynes motioned that staff approach Mr. Capps with the proposal to rent both benches for a year at the cost of $ 1,000 with or without the option to purchase. AYES: Commissioners Wood, Pynes, Willis, Chartier, Lignante Arts Commission Minutes - December 3, 1998 2 Chair Wood announced that on Thursday, December 10, three or more Commissioners would be present at a social gathering at 4770 Brookwood Court, Carlsbad. COMMITTEE REPORTS Arts Associates Report President Barbara Nolder reported the opening of the Sculpture Garden was a grand success. The Associates' annual membership drive will take place in January. The Associates have a new membership brochure. The participation of the Arts Associates at the November Carlsbad Street Faire was successful. Ten new memberships were received. Ms. Nolder announced that additional board members are needed for the coming year. Plans for the Gallery in the new Library are moving forward. The Seagers are researching and purchasing inventory for the Art A La Carte. She also stated that the Associates would like to see a full- time staff person in the Gallery. A Friends of the Gallery is being established as part of the Arts Associates to recruit docents and volunteers. Chair's Report Chair Wood reported that the Ribbon Cutting Ceremony for the Sculpture Garden provided great PR for the Arts Office. He commended Connie Beardsley and her staff, Colleen Finnegan, Naomi Nussbaum and Sherry Freisinger for their hard work on the Garden's success. Manager's Report Mrs. Beardsley reported that staff was currently working with the Encinitas Union School District and City of Encinitas Arts Commission in applying for a local arts education program grant from the California Arts Council. Gallery Report Commissioner Lignante reported a flyer is being created for potential artists to exhibit in the Gallery. The Gallery Committee is currently working on policies and procedures for exhibiting in the Gallery. Bob Crosby, President from COAL is chair of the subcommittee developing artists' information. Arts Education Report Commissioner Pynes announced that more schools are getting involved in getting a music program implemented district-wide. She stated the community is very interested in music education. The meeting adjourned at 5:10 p.m. Arts Commission Minutes - December 3, 1998 3
