HomeMy WebLinkAbout1999-05-06; Arts Commission; MinutesMINUTES Arts Commission Meeting MAY 6, 1999 • 4:30 p.m. City Council Chambers The Meeting Was Called To Order at 4:30 p.m. Present: Commissioners Wood, O'Meara, Chattier Lignante, Shaw, Commissioner Pynes arrived at 4:34 p.m. Absent: Commissioner Willis MINUTES FOR APPROVAL On Motion by Commissioner Lignante, the Minutes of April I, 1999, were approved as amended. AYES: Wood, Shaw, Lignante, O'Meara, Chartier Chair Wood introduced new Arts Commissioner Jim O'Meara. COMMITTEE REPORTS Chair's Report Chair Wood reported that three Arts Commissioners attended a California Assembly of Local Arts Agencies workshop in San Diego May I. He further reported that he attended the Arts Associates gala on April 30 and the opening of the Skateboard Park takes place on May 8. Festejando a las Madrecitas takes place on May 9, starting at Noon and on May 12, there is a joint workshop between the Arts Commission and Arts Associates at the Senior Center. Manager's Report Mrs. Beardsley announced that Studio 2 designed and executed the artwork for the Skateboard Park. Two professional musical groups have been hired to perform at Festejando a las Madrecitas. Students will also be performing. The City has received $250,000 for the Gallery, which will now be named the William D. Cannon Art Gallery. Exhibits have been planned through the summer of 2000. The opening date of the Gallery and Library is scheduled for September 25. Following the opening, an entire week of free events will take place at the Library and Gallery. The Gallery will officially open its exhibition on September 29. Staff and the City are in the process of developing the budget. The budget slated tobe presented to before City Council on June 1st. Carrillo Ranch Art Contest Judging Commissioner Chartier reported that the Friends of Carrillo Ranch sponsored an art contest. Twelve 4th graders painted images of what they saw at Carrillo Ranch. Commissioners Lignante and Chartier reviewed the artwork and decided the winners. The winners and the Commissioners met at Carrillo Ranch to tour the Ranch. Each student was given a camera to use during the tour. Arts Commission Minutes - May 6, 1999 I Arts Education Commissioner Pynes reported that CUSD is still working on funding to place the music program in all K-6 grade classes. The current plan puts the music program in all K-6 classes for one semester. If the schools want to continue the program, the schools must fund it. Commissioner Pynes further informed Commissioners about the Arts Education component of the CALAA conference. She stated that she received new information and students which she will make available to Commissioners interested in reading it. She will also try to condense most of this information into a one-two page summary. Arts Associates Report Mrs. Beardsley reported the Arts Associates needs volunteers. They are looking for board members. Chair Wood reported that the fund-raising gala held on April 30 went very well. OLD BUSINESS Placement of Benbow Bullock Sculpture Commissioner Chattier suggested moving the piece to the grassy knoll at the Senior Center. He felt the artwork needed a "background". He also suggested moving the piece to the entrance on the right at Stagecoach Park, and after the entrance to the right at Poinsettia Park. Chair Wood stated the Senior Center location will provide a lot a visibility. Commissioner Shaw asked about the property at the North County Transit District site at the Poinsettia Coaster Station. She stated the area is travelled by many people every day. Commissioner O'Meara stated NCTD is "open" and agreed that something is needed at that site. Mrs. Beardsley stated to the Commission that it should pick three places for its recommendation to City Council. She further informed the Commission that these locations need approval by the Senior Commission or Parks Commission before going forward to City Council. Commissioner Pynes felt that the front of City Hall might provide an opportunity for the sculpture. Mrs. Beardsley stated she would talk to staff of the various locations mentioned for further information. On Motion by Commissioner O'Meara, it was unanimously voted to place the Benbow Bullock sculpture item on the next Commission agenda. Report and Discussion Regarding Possibilities of Benches (Blufftop Area near the Ocean) Mrs. Beardsley provided the Commission with a staff report on benches. She reiterated the various types of benches the Commission had considered. Nine benches have been order for the blufftop area near the ocean. She said some Commissioner were interested in doing something to these benches. Discussion ensued on the staff report. Chair Wood stated he visited the site and a number of the benches will place on gravel and some will be placed around the grassy area. Commissioner O'Meara said there was a manufacturer of glass tile on Tyler Street that we might look in to. Commissioner Chartier stated he didn't think the Commission should deal with this area now. Chair Wood replied that he talked with the Mayor and City Council along with several business people who spearheaded the drive against Split Pavilion and they like the Arts Commission Minutes - May 6, 1999 2 idea. He does not agree that benches at Split Pavilion would be a constant reminder and does not agree that the Arts Office/Commission should do public art quietly. Commissioner Pynes asked if we delay in putting tile on the benches and decided to do it at a later date would this present a problem. Mrs. Beardsley replied that Raul Guerrero who tiled a bench further south on the blufftop walkway did not construct the bench, but added the tile to an existing bench. Commissioner Pynes stated she would like some kind of public art at that site but time needs to pass first. Commissioner Pynes motioned that the Commission not make a decision until the benches have been installed and wanted the Commission to revisit this topic again in August. Commissioner Lignante seconded. Commissioner Chartier commented he would like to let the site rest more and wouldn't support the idea of artwork in this area in three months. AYES: Commissioners Wood, Shaw, Lignante, Pynes OPPOSED: Commissioners Chartier, O'Meara Benches for the Redevelopment Area and Bus Stops Mrs. Beardsley reported that North County Transit District is in favor of the City placing benches at bus stops. The City says that this is NCTD's responsibility, there is no funding available for benches, and it does not want the liability and maintenance. Mrs. Beardsley explained that the Commission can go before City Council and request funds be appropriated to purchase one or two benches. There is a City Ordinance that prohibits advertising on benches, so corporate sponsorship is probably not possible. Redevelopment has funding available and the Arts Commission could ask to have benches placed in that area and hire and artist to design the benches. Chair Wood asked if it was the Arts Commission's responsibility of placing benches around the City. The Arts Commission can be involved only if it is requested to have an artist-designed bench. Commissioner Lignante stated if there was a question of liability, the Commission should not get involved. Commissioner Chartier stated he did not feel it was in the Arts Commission's purview to design benches for the City. The first step is to design a standard bench for the City. The second step would be to have the Arts Commission propose to place artwork on the bench. Commissioner Shaw stated she did not understand what role the Arts Commission was playing. The Commission should consider the opportunity because bus bench artwork has tremendous visibility. Chair Wood asked that the bus bench idea be clarified. Commissioner Shaw asked if more information could be provided to the Commission on this issue. Commissioner Chartier wanted to staff to explore if there are others interested in this issue. Commissioner O'Meara stated he wouldn't want to recommend anything that could result in a potential lawsuit or liability situation for the City. He would support pursuing an artwork design on a park bench. On motion by Commissioner Lignante this item is tabled until further information is gathered and available for presentation to the Commission. AYES: Commissioners Wood, Lignante, Pynes, O'Meara, Shaw, Chartier Arts Commission Minutes - May 6, 1999 3 Chair Wood announced that more that three Commissioners would be present at the Skateboard Park dedication on Saturday, May 8, 1999. Commissioner Shaw moved to cancel the June Commission meeting , subject to call in case of an emergency.
