HomeMy WebLinkAbout1999-07-29; Arts Commission; MinutesMINUTES Arts Commission Meeting July 29, 1999 • 4:30 p.m. City Council Chambers The Meeting Was Called To Order at 4:30 p.m. Present: Commissioners Wood, O'Meara, Chartier Lignante, Pynes, Willis MINUTES FOR APPROVAL On Motion by Commissioner Lignante, the Minutes of May 6, 1999, were approved. AYES: Wood, Pynes, Lignante, O'Meara, Chartier, Willis On Motion by Commissioner Pynes the Minutes of July 2, 1999, were approved. AYES: Wood, Pynes, Lignante, O'Meara, Chartier, Willis OLD BUSINESS Golf Course Artwork Arts Manager Connie Beardsley reported on her conversation with artists T.J. Dixon and James Nelson as directed by the Arts Commission regarding slimming down the woman figure in the sculpture. The artists agreed to make changes, but did not want to make a "thin" woman, stating the figure represents a 60 year old grandmother. The artists presented drawings depicting the change made to the woman. Commissioner Lignante motioned to accept the drawings indicating the change. AYES: Wood, Pynes, Lignante, O'Meara, Chartier, Willis Discussion of Blufftop Benches Chair Wood reviewed the background of the benches (artist Raul Guerrero's "Message in a Bottle" bench) for the Commission. Commissioner Pynes stated the existing replacement benches looked okay. She further stated she did not want to put mosaic on them and would like to see something different and existing and is strongly opposed to tiling these benches. Commissioner Lignante asked if the tile on the benches would be decorative or representative. Mrs. Beardsley replied that issue would be decided when the Requests For Proposals went out unless the Commission told staff what it wanted. Arts Commission Minutes - July 29 1999 I Chair Wood stated he spoke to the Mayor, who indicated he could accept the idea as long as it represented the ocean. He stated he also spoke to local representatives who would like to see something on the benches. Commissioner Lignante again asked if it was a picture or decorative? Chair Wood replied most wanted a picture. Commissioner O'Meara stated the benches have a character of their own. Something should be done on them, but it should be conservative and representative of the area. Commissioner Willis agreed with Commissioner O'Meara. He further stated the existing shape had to be dealt with and felt it would be a challenge for an artist. It should also contrast with the surrounding scenery. Commissioner Chartier also felt that something needed to be done with the benches. Discussion ensued on whether the artwork should be a realistic or abstract. Commissioner Pynes said she would rather see a sculpture placed in that area. She then asked the artist in the audience what he would do to the benches. Ron Juncal, Carlsbad Artist, Studio II, 2575 Highland Drive, Carlsbad, stated he could depict the climate of the community. If the Commission is trying to keep the artwork "low key", the benches could be decorated on the back, or three along one side, possibly decorate the benches facing the street — trying to create a sculpture for that spot. It would be difficult, but the tiles could be attached in the same manner as the artwork was for the Skateboard Park. Depending on the budget, it would be possible and feasible to create an artistic statement at the park. Commissioner Lignante asked Mr. Juncal if he visualized the artwork on the benches as being the same for each bench or different. Mr. Juncal replied that his idea would be to tell a story and run the artwork together in a "theme". Placing the artwork on the back of the benches where the images would be large enough to see from a distance. Artwork placed on the front of the benches could be just a visual experience. Commissioner Willis made a motion to move ahead and proceed with the decorative tiling of the benches. Commissioner Pynes stated she would like the motion to be amended to state "investigate". Mrs. Beardsley reminded the Commission that the Arts Office has a process and investigating the feasibility of the project is the first step. Arts Commission Minutes -July 29 1999 2 Commissioner Chartier asked Mr. Juncal if he felt it was better as an artist to be in on the initial design instead of placing the artwork on an existing bench. Commissioner Pynes stated benches are nice, but is concerned that the artwork could become"dated". She is concerned about spending time and money on this project and would rather see the funds spent on one piece of art. The Commission requested staff investigate the feasibility of placing decorate tile artwork on the Ocean Bluff benches and return with a recommendation. Chair's Report Chair Wood reported that he attended Make A Circus and took a tour of the new Library. He also mentioned that he is very interested in having the Friends of Carrillo Ranch come to a future meeting a give the Commission a presentation. TGIF jazz concerts are doing great. Manager's Report Mrs. Beardsley reported that staff is working on getting policies for the gallery and the auditorium in place as well as booking events at the new Library. She informed the Commission that the San Dieguito Chamber Orchestra is performing during the grand opening week. The Arts Office needs funding for the education packet it is putting together on the Fieldstone Exhibit for 3rd and 4th grade students. Staff is also looking for a sponsor for the flower exhibition taking place in the Gallery next spring. Mrs. Beardsley gave the Commission an update on Arts Office donations and grants. Gallery Report Commissioner Lignante reported that the next committee meeting is scheduled for August 11, 1999. The deadline for contributions to the donor wall is August 15, 1999. Amphitheatre Report Commissioner O'Meara reported that part of the General Plan and the Cultural Plan calls for an amphitheatre. He said he spent the last month investigating an amphitheatre for the City. Carlsbad is running out of land to build an amphitheatre. He has spoken to Bob Nielsen and Planning Director Michael Holzmiller and was provided a map by Planning that showed 2 large areas of the city where an amphitheatre might be located. They are: The Carlsbad Racetrack which could most easily be developed into an amphitheatre. Melrose Drive will be built all the way through in the near future and will provide easy access. A water retention basin at the end of Faraday. This piece has access from all areas of the city and is centrally located. Mr. O'Meara stated that an amphitheatre that accommodated 10,000 was considered a regional amphitheatre. The land on Faraday could accommodate 8,000 people. Mr. O'Meara further stated that he needs support from the entire Commission; he sees a need to create a home for concerts. The amphitheatre could have a tiered grass area, spaces underneath the stage area and future place to hold film festivals. He has spoken to several people in the community and has received positive response. Arts Commission Minutes -July 29 1999 3 Commissioner Chattier stated the Commission should be thinking about buildout and think "area-wide" not just Carlsbad. Commissioner Lignante stated the jazz concerts are free. Commissioner O'Meara also added that the water retention basin area is outside the flight path. Mrs. Beardsley explained that as the Commission builds support, the first step would be to request City Council to conduct a feasibility study. Commissioner Pynes asked if the City Council would every revisit the existing Cultural Plan. Mrs. Beardsley replied that it would have to be updated. The Commission stated it supported the idea of building an amphitheatre in Carlsbad. In regard to your questions concerning items numbers 2 and 3 on the agenda, the following amplifying information is provided; Item 2. Commissioner Wood is advocating tiling the benches that have been installed at the former Split pavilion location. Staff has advised that the installation of any "art works" at this location may be controversial. The Commission asked staff to provide the Commission with information on a selection process for choosing the art and the estimated cost of such a project. Item 3. Commissioner O'Meara is advocating the development of an amphitheater in Carlsbad. All Commissioners expressed interest in the idea. O'Meara is planning to discuss the idea with various community members to build support for the idea.
