HomeMy WebLinkAbout1999-09-02; Arts Commission; MinutesMINUTES Arts Commission Meeting September 2,1999 • 4:30 p.m. City Council Chambers The meeting was called to order at 4:30 P.M. There were no minutes available from the August meeting. Present: Arthur Wood, Jim O'Meara, Gene Chartier, Susan Pynes. The Chair suggested that the agenda be taken out of order, as several people had not yet arrived. The Commission agreed. Meeting Time Commissioner Pynes moved to change the meeting time to 4:00 P.M. on the first Thursday of the month. Commissioner O'Meara seconded the motion. It was unanimously approved. Grants Panel Two members of the Commission serve on the grants panel for a 2-year term. Felicia Shaw is continuing this year. Jim O'Meara was appointed to serve this year. The panel will meet November 30. Commissioner Shaw arrived at 4:40 P.M. Acceptance of Fieldstone Painting Arts Manager Connie Beardsley presented the picture, appraisal and information on the impressionist oil painting "Landmark", the Carlsbad Train Station by Sam Hyde Harris. According to the approved procedure for accepting a donated artwork, the recommendation of the Arts Commission will go to the Carlsbad City Council. Beardsley went on to explain that the painting will hang in the exhibition and when the Cole Library opens, it is planned to be hung in the Community Room. Susan Pynes moved to accept the donation. Jim O'Meara seconded the motion, which was approved unanimously. Amphitheater Report Commissioner O'Meara reported on his work towards getting an amphitheater built in Carlsbad. He said he would allocate 90 days towards this project and will come back with a summary next month. He went with Commissioner Wood to look at the Water Retention Basin and liked the area very much. He thought it would be less disruptive to housing and there would be available parking. It is centrally located. He had been meeting with people to gain support of the project, has spoken with two council members thus far and has another meeting scheduled next week to keep Council informed of the public interest. He is thinking of the project in three phases. A grass area for blankets an area for the stage and performances and an area under the stage for dressing rooms, storage etc. Commissioner O'Meara asked that the amphitheater be placed on the Arts Commission Arts Commission Minutes - September 2, 1999 agenda for October to request the City fund a feasibility study for the project. The Commission agreed. Second Annual Sculpture Garden Exhibition Debra Owen has been hired as the curator for the Sculpture Exhibition. She brought work of 10 artists to show the Commission. The Commission will vote yes, no or maybe to the work shown and Ms. Owen will return in October for the final selections. In the meantime, those accepted may start on their work. Jim O'Meara left at 5:07 P.M. Jannell Cannon Artwork Arthur Wood suggested tabling discussion of approving the mural until the October meeting. He felt that without drawings it set a bad precedent to approve art, sight unseen. The Commission agreed. Chair's Report Commissioner Wood thanked the staff for their hard work on the jazz concerts. He felt that this was the best season ever. He also mentioned that the Senior Commission declined the offer to place the Benbow Bullock sculpture in front of the Senior Center. The meeting was adjourned at 6:20 P.M.
