The Arts Commission will adjourn its meeting no later than 7:00 p.m. 2. When you are called to speak, please come forward and state your name and address. PUBLIC COMMENT: If you desire to speak about an item not listed on the agenda, a 'Time Reservation Request" form should be filed with the Secretary. A total of 15 minutes is provided for the Public Comment portion of the Agenda. Speakers are limited to three (3) minutes each. In conformance with the Brown Act, no action can occur on items presented during Public Comment. ALL OTHER CATEGORIES: For all other agenda items, a "Request to Speak" form must be filed with the Secretary before the item is announced. There is a five (5) minute time limit for individual speakers. As a whole, the work will challenge the viewer as he tries to enter and understand what each artist is trying to express. The City of Encinitas has formed an Arts Commission and we are developing an arts master plan. But before we start, we want to brainstorm with regional experts at an informal workshop. Below are the important details and few questions about your arts master plan we'd like you to think about before the meeting. Please RSVP to Dan Hippert at 760-633-2626 no later than October 29.
