NOTICE TO THE PUBLIC
1. The Arts Commission will adjourn its meeting no later than 7:00 p.m.
2. When you are called to speak, please come forward and state your name and address.
PUBLIC COMMENT: If you desire to speak about an item not listed on the agenda, a 'Time Reservation Request"
form should be filed with the Secretary. A total of 15 minutes is provided for the Public Comment portion of the
Agenda. Speakers are limited to three (3) minutes each.
In conformance with the Brown Act, no action can occur on items presented during Public Comment.
ALL OTHER CATEGORIES: For all other agenda items, a "Request to Speak" form must be filed with the Secretary
before the item is announced. There is a five (5) minute time limit for individual speakers.

The intuitive and joyful spirit found in children as they explore, experience and learn about
the world is the thread that unites the work that has been chosen for this exhibition. As a
whole, the work will challenge the viewer as he tries to enter and understand what each
artist is trying to express. Individually each work stands on its own by introducing the
viewer to an element of the world, a feeling or and experience.

Encinitas Arts Master Plan Regional Workshop, November 5
We need your expertise! The City of Encinitas has formed an Arts Commission and we are
developing an arts master plan. But before we start, we want to brainstorm with regional
experts at an informal workshop.
Below are the important details and few questions about your arts master plan we'd like
you to think about before the meeting. Please RSVP to Dan Hippert at 760-633-2626 no
later than October 29. An invitation and agenda will follow by mail.
What: Encinitas Arts Master Plan Regional Workshop
When: Friday, November 5, 1999
3:00 - 7:00 p.m. (dinner included)

Who: Key arts administrators and commissioners from county municipalities

1. What is the focus of your arts master plan or strategy?
2. Who did you include/exclude from the planning process? Why?
3. What was the scope of your plan (visual, performing or public art, arts tourism,
festivals/shows or history/culture)?
4. Why did you create the plan (political direction, art-community-driven)?
5. How were you funded to complete the process/plan?
6. What are some lessons learned from your process and product?
7. How have you implemented the plan?
You don't have to have an arts master plan to attend.
