Home My WebLink About1999-12-02; Arts Commission; MinutesMINUTES Arts Commission Meeting December 2, 1999 • 4:00 p.m. City Council Chambers The Meeting Was Called To Order at 4:00 p.m. Present: Commissioners Wood, O'Meara, Lignante, Chattier, Shaw Commissioners Willis and Pynes arrived at 4:04 pm. MINUTES FOR APPROVAL The Minutes for the Arts Commission Meeting of November 4, 1999 were approved as submitted. Motion: Commissioner O'Meara AYES: Wood, Lignante, Shaw, O'Meara, Chartier NEW BUSINESS 2000 Community Arts Grants Commissioner Shaw presented the grant review panel's recommendations for awarding the 2000 Community Arts Grants and 2000 Community Arts Education Grants. (Refer to panel recommendations). It was also noted that the North County Children's Discovery Museum pulled its grant application because it received another grant from the City. Carlsbad resident Barbara Nolder addressed the Commission on the grant application requesting funding to hold a film festival in the City. She stated she felt Carlsbad was the right size to hold a festival and it would be good for the City and should be encouraged. (The pone/ recommended not to fund this application.) On motion by Commissioner Shaw, the 2000 Community Arts Grants and 2000 Community Arts Education Grants recommendations were accepted by the Arts Commission. COMMITTEE REPORTS Chair's Report Chair Wood reported that he and Commissioners Lignante and Chartier judged the student artwork for the Village Arts & Crafts Fair. The artwork would be on display during the festival. He reported that the December I gallery reception was well attended and that the new exhibits are in place at the Sculpture Garden. On December 8, the Arts Commission will meet for a holiday gathering. Manager's Report Mrs. Beardsley reported the Sculpture Garden reception is set for February 6 from 2:00-4:00 p.m. She announced the upcoming woodcut exhibition and glass exhibition for the Gallery. She further reported that she would be making a presentation to the Carlsbad Library Foundation for funding for the glass exhibition. The City is working on how to measure and evaluate programs. The Arts Office has chosen the Community Grants Program and Gallery Arts Commission Minutes - December 2, 1999 I as the items submitted to be measured. The Arts Office is looking at the goals of the grants program. Commissioner Willis asked the cost of the glass exhibition. Mrs. Beardsley replied, "$25,000." Commissioner Pynes asked why the exhibits were only six weeks long. Mrs. Beardsley replied that most of the traveling exhibits were only available for six week periods. Gallery Report Commissioner Lignante reported the committee was introduced to the new Gallery Coordinator. The Coordinator is looking into two Smithsonian exhibits, and the Coordinator and Committee are exploring the possibility of having a "back-up" exhibit in case one of the traveling exhibits is canceled. Faraday Public Art Report Commissioner O'Meara reported that artist Alber de Matteis has a fountain called "Planetary Seed" available that could be placed outside the building. The committee is also looking at a photograph montage of different historical photos of Carlsbad as well as a mobile which incorporates a bird of paradise and airplane in the building. Commissioner Chattier asked if this artwork would be going through the normal process. Commissioner Shaw asked where the funding for this artwork was coming from. Mrs. Beardsley replied it was coming from the General Fund. She further explained that the committee would develop the process. Commissioner Chartier asked about public comment. Mrs. Beardsley replied that the public would be able to comment on the artwork. Arts Education Report Commissioner Pynes reported that the Arts Education Advisory Committee had met. The cultural chairs are organizing a showcase at each elementary school for the music program, to take place this Spring. CUSD is paying for four workshops open to any teacher and Commissioner on different art media and teaching. For further details contact Mrs. Pynes. The Committee is also trying to find out all of the arts programs taking place at each school. Arts Associates Report President Barbara Nolder reported the Arts Associates would be presenting the City with $12,000 donation for last year's jazz concerts. She further reported that $7,500 was earned from the Library/Gallery Preview Gala party of which $5,000 is donated for Gallery/Arts Office discretionary use and $2,500 will be placed in an endowment. The Art Cart has grossed over $3,000 in sales. The Associates will evaluate its success and products over the next few months. Art a la Cart also has gift certificates available. The meeting adjourned at 5:20 p.m. Arts Commission Minutes - December 2, 1999 2 2000 CARLSBAD COMMUNITY GRANTS - COMMUNITY ORGANIZATIONS RECOMMENDATIONS OF PANEL 1 CHILDREN'S DISCOVERY MUSEUM Withdrawn due to funding under City Community Activity Grant 2) CARLSBAD PLAYHOUSE- Operating Support for year-long season 6 play readings, including 1 in Spanish, 1 full production by local playwright. Only North Coast organization regularly presenting new works by local writers. All artists receive stipends. REQUEST: $2,150 RECOMMENDED FUNDING: $2,150 3) NORTH COAST REPERTORY THEATRE - Theater Practicum at Valley Middle School: NCRT Education Outreach Program will bring 2 theatre professionals to the school to introduce/demonstrate, audition, cast, rehearse and perform "The Tempest" with students, parents and educators in an 8-week after-school program. REQUEST: $2,000 RECOMMENDED FUNDING: $2,000 4) PACIFIC COAST CONCERT BAND - Operating Support for 2000 Season PCCB is made up of North Coast players. Season includes 5 concerts and youth performances in Carlsbad in 2000. REQUEST: $2,500 RECOMMENDED FUNDING: $2,500 5) CARLSBAD COMMUNITY THEATRE - Operating Support for 2000 Season Four productions, 1-2 "onstage" events and 3-5 sponsored bookings in 2000, most at the Carlsbad Cultural Arts Center. Includes Carlsbad Youth Theatre programs and workshops for children and adults. Directors, designers, musicians paid. REQUEST: $3,500 RECOMMENDED FUNDING: $3,500 6) JORDAN CLARY & CARLSBAD BOYS & GIRLS CLUB - Up to 24 Club members will receive weekly 1.5 hour workshop(s) in poetry and/or art in which to create a color, laminated placemat of art & original poetry, to be displayed at local restaurants. REQUEST: $1,500 RECOMMENDED FUNDING: 0 7) BATIQUITOS LAGOON & PAUL WEBBER Two Trail Signage sculptures will be created by this Carlsbad artist to display native wildlife and provide direction and information for Lagoon visitors. Project participants include students from Palomar College, La Costa Canyon High School and possibly a local elementary school. REQUEST: $950 RECOMMENDED FUNDING: 0 8) STROLLING STRINGS Support for improved performance capabilities of local S^-S* grade music group: accompanist, new music, expanded publicity outreach REQUEST: $500 RECOMMENDED FUNDING: $500 9) SAN DIEGUITO PERFORMING ARTS ASSOCIATION Support for concert by Orchestra of San Dieguito to close out Spring 2000 concert series. REQUEST: $2,000 RECOMMENDED FUNDING: $1,450 10) SAN DIEGO INSTITUTE FOR ARTS EDUCATION. Support for series of 4 free family workshops and performances in partnership with Carlsbad Library Children's Services. REQUEST: $1,900 RECOMMENDED FUNDING: $1,900 11) CARLSBAD FILM FESTIVAL - Submitted to Carlsbad Community Activities Grants and forwarded to Arts Grants Panel. For development of a new film festival. REQUEST: $5,000 RECOMMENDED FUNDING: 0 12) CARLSBAD CULTURAL ENRICHMENT THROUGH MUSIC DIVERSIFICATION- Submitted to Carlsbad Community Activities Grants and forwarded to Arts Grants Panel. For an in-schools music presentation series by a banjo musician. REQUEST: $12,000 RECOMMENDED FUNDING: 0 TOTAL AVAILABLE FUNDS: $14,000 2000 CARLSBAD COMMUNITY GRANTS - ARTS EDUCATION 1) DRAMA CLUB, CARLSBAD HIGH SCHOOL Support for Choreographer's Fee Twelve-week rehearsal program with 40 high school students. Annual musical production receives no support from the regular high school budget; Drama Club is self- supporting. REQUEST: $1,000 RECOMMENDED FUNDING: $1,000 2) JEFFERSON ELEMENTARY SCHOOL & CAROL GOREN Banner project to be coordinated with Reading & Literature Family Fun Night, involving students and parents in creating 3 banners. PATRICK'S SCHOOL Support for Project D.R.A.W. 5 teachers will receive two 2-hour training workshops in "Visual Arts Enrichment for Educators" by artist/educator Garit Imhof, followed by 10 weeks of 1-hour art classes for 3rd/4th/5th grade stu(jents led by the artist assisted by trained teachers. REQUEST: $1,000 RECOMMENDED FUNDING: $1,000 4) CARLSBAD HIGH SCHOOL ELD Multidiscipline-based storytelling project. Students in English Language Development classes will work with storyteller Linda Whiteside to develop and present personal stories. They will also attend theater and museum programs exploring myth, to understand personal stories and journeys as a basis for the arts. REQUEST: $1,000 RECOMMENDED FUNDING: $1,000 5) LA COSTA CANYON HIGH SCHOOL - MUSTANG MUSINGS Support for publication costs of annual student literary magazine REQUEST: $3,000 RECOMMENDED FUNDING: $500 6) LA COSTA CANYON HIGH SCHOOL - DANCE Support for expansion of two annual dance performances, involving design & technical production, and including students from other arts disciplines in aspects of the production.
