HomeMy WebLinkAbout2001-01-04; Arts Commission; MinutesMINUTES Arts Commission January 4, 2001 • 4:00 p.m. • Carlsbad Council Chambers The meeting was called to order by Chair Arthur Wood at 4:00 p.m. Present: Commissioners Wood, Held, Shaw, O'Meara Absent: Commissioners Pynes and Lignante Commissioner Willis arrived at 4:08 Approval of Minutes: The Minutes of December 7, 200 were unanimously approved. New Business Zone 19 Public Art Selection Committee Appointment Chair Wood appointed Commissioner Willis to serve on this committee. Public Works Building Selection Committee Appointment Chair Wood appointed Commissioner Held to serve on this committee. Old Business Cultural Plan Update Arts Manager Connie Beardsley stated staff is in the process of developing the strategic plan. A citywide survey has recently been conducted. Data from this survey will be incorporated into the cultural plan. The report from AMS has also been completed. An arts survey will be distributed to "users" to fill out (those citizens that attend various cultural events throughout the city) over the next month. Once this data has been collected, focus groups will be formed and staff will move forward on the development portion of the plan, Public Comment No public comment was given. Committee Reports Chair's Report The Chair had no report. Manager's Report Connie Beardsley reported that the Carlsbad Playhouse was presenting "Eve's Tail" on January 8; the "Living the Tradition" exhibition was opening in the gallery on January 12; the Arts Office was presenting a series of free opera lectures focusing on upcoming San Diego Opera productions; the City will begin planning the 2001/2002 budget and the budget is driven by City Council Goals; the Arts Office and Mainly Mozart are presenting pianist Steven Mayer in concert on February 4 at the Schulman Auditorium; and the Sculpture Garden reception for participating artists is scheduled for February 11. Page 2 Arts Education Report Arts staff is meeting with Encinitas Unified School District staff and the City of Encinitas on a regular basis developing a long-range arts education plan. EUSD has hired a full time arts coordinator. Arts Associates Report No report was given. Commissioner Shaw asked Chair Wood if she could serve as an alternate on the subcommittee to review proposals made by the public to the Commission. Commissioner O'Meara, who was appointed to that subcommittee, requested not to serve. Chair Wood appointed Commissioner Shaw to this committee. The meeting adjourned at 4:34 p.m. October 10, 2000 TO: LEDGERWOOD SUBCOMMITTEE • Leo Pacheco • Arthur Wood • Dorothy Muth FROM: SENIOR MANAGEMENT ANALYST RE: SUBCOMMITTEE RECOMMENDATIONS On Thursday, October 5th, 2000, representatives from the Parks and Recreation, Historic Preservation and Arts Commissions met to discuss a proposal presented to City Council which would pay tribute to Mr. Charles Ledgerwood. The original proposal suggested by representatives of the Carlsbad Arboretum Foundation recommended the development of a "Monument/Statue" at the site formerly known as the sculpture park along Carlsbad Boulevard at Oak Avenue. While the City Council did favor recognition of Charles Ledgerwood, it was recommended by council that the issue be considered by the three commissions prior to further action. During the October 5m subcommittee meeting, representatives from the three commissions (Arthur Wood, Leo Pacheco, Dorothy Muth) viewed the videotape of the Council presentation and interfaced with a representative of the Arboretum Foundation (Patty Hoenigman) to further discuss the proposaf. As a result of viewing the videotape of the original proposal and considering City Council's discussion as well as discussion amongst each other, the members of the subcommittee will be recommending the following action to their respective Boards in regards to establishing a tribute to Mr. Charles Ledgerwood. The first recommended action is as follows: • Plant a tree and install a plaque in tribute to Mr. Ledgerwood at Magee Park on Arbor Day 2000. • The tree species and its location shall be approved by the City's Parks Department. • The wording on the plaque has been suggested to be that of an existing poem (although the exact wording has not yet been confirmed, its verbiage shall be reviewed by the subcommittee prior to further processing). • The size of the plaque shall not exceed the approximate dimension of 11" x 17" and should be mounted above ground at a height not to exceed 30". A secondary recommendation of the subcommittee is: • To approach the new owner/developer of the former Ledgerwood residence - business and request that acknowledgement of Mr. Ledgerwood be allowed on site. A formalized request would be more appropriately forthcoming from the Carlsbad City Council, its'Historic Preservation Commission or the Arboretum Foundation. An example of such recognition would be a mounted bronze plaque visible to pedestrian traffic. 043 Although the subcommittee members did endorse the Arboretum Foundations desire to pay tribute to Mr. Charles Ledgerwood, they did not endorse the specific tribute as proposed for the following reasons: • The sensitivity related to any form of development at the location of the former sculpture park. • A general feeling that Mr. Ledgerwood invoked simplicity and that any tribute to him should itself be simple. • As an additional note, the subcommittee did not wish to pay tribute to Mr. Ledgerwood as a former mayor per se, rather as a long time Carlsbad resident, local merchant and friend to the community. In meeting with other representatives of the Arboretum Foundation on Saturday, October 7, at Magee Park, a level of dissatisfaction was expressed with regards to the subcommittees recommendation. It was expressed that the recommended action falls short of meeting the expectations of the Arboretum Foundation and does not represent their proposal as it was presented to the City Council. Consequently, the tree planting and plaque installation should be considered as a City project and not represented as a proposal originating from the Arboretum Foundation. In any event, it is anticipated that once the subcommittee recommendation has been presented to the Parks and Recreation, Arts, and Historic Preservation Commissions for their review, those deliberations will then be collated for further processing. Commission Meetings 6. How do you feel about meeting in the City Council Conference Room as opposed to the City Council Chambers? (The Conference Room is next to the Chambers. It is smaller, more intimate, and the round table facilitates discussion. It does present problems, however, if we have too many spectators, and meetings tend to be less formal. The Chambers would be available for us to use when needed, i.e., in case of presentations, etc.) 7. Do you have suggestions or comments about the commission meetings? 8. Do you have suggestions about how commissioners are appointed to committees? (In the past, the Chair has theoretically announced the committee needs. Commissioners then contact the Chair if they are interested. The Chair then appoints a commissioner to a committee.) As An Arts Commissioner— 9. What kinds of expertise do you add? 10. What specific or particular interests do you have? (I.e. public art, arts education, Cannon Gallery, fundraising, etc.) 11. Would you be willing take on an assignment to attend other city meetings, such as the City Council Meetings—or at least watch them on Cable—and then report anything of interest at the Commission meetings?
