HomeMy WebLinkAbout2001-10-04; Arts Commission; MinutesMINUTES Arts Commission October 4, 2001 • -1:00 p.m. • Carlsbad Council Chambers I'he meeting was allied to order by C Ihair Pynes at 4:08 p.m. Present: Commissioners Held, Shaw, Lignante, Willis, Pynes, Rutledge, Hill Approval of Minutes: The Minutes of July 5, 2001 were unanimously approved. The Minutes of September 5, 2001, were unanimously approved. Chair Pynes announced that due to scheduling conflicts, the order of the Agenda would be changed. Agenda Item No. 5 and Agenda Item No. 3 would be presented first to the Commission. New Business Cultural Signage for the City Chris DeCerbo, Principal Planner for the City, gave the Commission an overview of the amendment to the City's sign ordnance. The Planning Commission recently recommended approval by the City Council. The ordinance specifically addresses signage in the right-of- way. Signage in the right-of-way will be administered through City Council Policy. The new language specifically affects campaign signs, a-frame signs in the Village right-of-way, subdivision kiosk signs and special event signs. Special event signs are handled through the special event permit process. The ordinance is scheduled to be presented to City Council on October 23. The subcommittee formed to assist with the ordinance requested the City look outside the Village area to place festive banners. No decision has been made on this item yet. Mrs. Beardsley stated she felt it was important for the Commission to relay its feeling on this issue to the City Council. On motion by Commissioner Hill, the Arts Commission finds it desirable to have directive signage or lamppost banner signs in relationship to culture or arts and that the City look for ways to accomplish that. Unanimously approved. Sculpture Garden Exhibition - 2002 The City hired artist Anna O'Cain to curate this exhibition. Ms. O'Cain presented the exhibition's theme, "Home, House, Habitat and Hearth. " She stated the proposed artists were developing artwork specifically for this exhibit. The proposed artists arc: Angel Adame, Cindy Zimmerman, Barbara Holmes, Richard Kccly, Jim Skalman and Jess Dommgue/,. She provided the Commission concept drawings of the works and biographies of the artists. Commissioner Shaw left the meeting at 5:00 p.m. (lominissioncrs stated they would like to see more information about the artwork from each of the artists. Commissioners stated the proposals as presented by Ms. O'Cain were not descriptive enough to make a decision. Mrs. Beardsley stated that liming is an issue with this project; the artworks are "site specific" and the artists need time to create their piece. The scheduled opening of the new exhibition is January 2002. She asked the Commission to review the artists' concepts and reply to her in the next week on whether or not they would be interested in continuing with each of the artist's concepts and the proposed exhibit or if they would like to have a different proposal presented. Presentation of Gallery Exhibitions/Programs Gallery Coordinator Karen McGuire gave the Commission an overview of the current exhibition. She explained that the exhibit as curated by the Cannon Gallery, is schedule to "travel" to two other museums in 2003. Concurrent events taking place with the exhibit are two open studio days for families and a gospel concert on October 10. Ms. McGuire also reviewed the remaining schedule with the Commission. Old Business Revised Cultural Plan Goals Mrs. Beardsley reviewed the change with the Commission on the Plan's goals. There are three goals instead of four: 1) make are and culture essential to education and lifelong learning; 2) promote the value of the arts as integral to enhancing Carlsbad's quality of life and its future growth; 3) increase awareness of arts and cultural resources and encourage participation of all Carlsbad's residents and visitors. On motion by Commissioner Willis the Commission approved the three Cultural Plan goals. Unanimously approved. Public Comment No public comment was given. The meeting adjourned at 5:58.
