HomeMy WebLinkAbout2002-01-03; Arts Commission; MinutesMINUTES Arts Commission January 3, 2002 • 4:00 p.m. • Carlsbad Council Chambers Chair Pynes called the meeting to order at 4:00 p.m. Present: Commissioners Hill, Pynes, Held, Shaw Commissioner Willis arrived 4:05p.m. Commissioner Rutledge arrived at 4:10 p.m. Approval of Minutes: On motion by Commissioner Hill, the Minutes of November 26, 2001 were unanimously approved. On motion by Commissioner Shaw, the Minutes of December 6, 2001 were unanimously approved. New Business Public Works Center Artwork Connie Beardsley gave the Commission a review of the project and artwork. She explained that the Selection Committee interviewed six artists. Commissioners Shaw and Held are alternate members of the Committee. Four members of the Committee are employees of the City's Public Works Department. The employee committee members discussed the proposed artwork with public works staff. Approximately 70% of staff were supportive of the design. The Arts Commission is asked to approve die initial concept, which will be put on display for public comment at both City libraries. The project will come back to the Commission at its February meeting for approval and recommendation to City Council, taking into consideration the public comments. On motion by Commissioner Hill, the Arts Commission unanimously approved accepting the artwork. Alga Norte Park Artwork Mrs. Beardsley explained that this new park was being developed. The City recently hired the architects for the park's design. Artwork will be incorporated into this park; however, the architects will hire the artist. The Arts Commission will have the opportunity to approve or disapprove the artwork and make its recommendation to City Council. Coastal Rail Trail Selection Committee Appointment Connie Beardsley explained to the Commission, the Cities of Oceanside, Carlsbad, Encinitas and Solana Beach are working together on developing a Coastal Rail Trail, with the City of Carlsbad taking the lead on the project. One percent of the project's funding is being set aside for a public art component. This project is funded with ISTEA grant funds. It is planned to have an artist selected by March I". Chair Pynes appointed Commissioners Hill as voting member and Held as alternate to the Committee. Public Comment No public comment was given. Committee Reports Chair's Report Chair Pynes announced that the State of the Arts report was recently presented to CUSD. Manager's Report Acting Arts Manager Karen McGuire reported the 3rd annual juried exhibition closed. The Audubon exhibition is scheduled to open on January 12 with an education component as part of the exhibition. The Sculpture Garden will open in February. Artwork for the Garden has been selected. The America Committee will be meeting soon. Members of the committee are: Commissioners Rutledge and Held, Rita Frances, Bob Richards and Barbara Hamilton. Commission Comments Commissioner Hill suggested the America Selection Committee consider the Farmers Insurance building recently purchased by the City as a potential site. Commissioner Willis expressed his distress at the policy change by the Arts Commission to include public comment on the temporary display of the America sculpture at the former Spilt Pavilion site. Commissioner Rutledge congratulated Karen McGuire on a successful juried exhibition and reception. Commissioner Willis expressed his concern on behalf of the Commission about the state of the north entryway marker on Carlsbad Boulevard and the smaller one on Carlsbad Village Drive just west of the 1-5 freeway. Both signs are damaged and have been for several weeks. He stated these signs are an aesthetic reflection on the City. He would like to see the City take action to repair these signs as soon as possible. Cliff Lange told Commissioners that the position announcement for the Arts Manager will be available during the week of January 11. It is anticipated to have a new Manager hired by the end of April. The meeting adjourned at 4:57.
