HomeMy WebLinkAbout2002-03-07; Arts Commission; MinutesMINUTES Arts Commission March 7, 2002 • 4:00 p.m. • Carlsbad Council Chambers Chair Pynes called the meeting to order at 4:05 p.m. Present: Commissioners Hill, Pynes, Held, Willis / ^/H«? Absent: Commissioners Rutledge, Lignante Approval of February 7 Minutes Commissioner Hill requested the Minutes be amended under the Coastal Rail Trail Report to state: "Funds for the artwork are approximately $200,000." On motion by Commissioner Hill, the Minutes of February 7, 2002 were unanimously approved as amended. Old Business America Sculpture — Reconsideration of Commission Recommendation to City Council Regarding Placement of the Sculpture Library Director Cliff Lange reported to the Arts Commission that the Library Board voted 4-0 against placing the America Sculpture at the Cole Library site because of its size. He further stated that he spoke to Chair Pynes to suggest that the Ad hoc committee meet or be polled to consider placing the sculpture at the Farmer's building site, the committee's second choice. He also spoke to the Planning Department and the Economic Development Director about this site. The property is located in an area of the business parks that has CC&Rs. If the Commission recommends placing the sculpture at the Farmers building, the proposal must be presented to the business park's architectural committee for approval before taking the recommendation forward to City Council. Commissioner Willis asked why the Library Board did not make this decision before the Arts Commission approved its recommendation to place the sculpture at the Cole Library. Mr. Lange replied that the Library Board did not meet until after the Commission meeting was held. Commissioner Held asked if there were architectural guidelines for the business park and if they could be made available to her. On motion by Commissioner Held, the Arts Commission recommends the America Sculpture be placed at the Farmers building site pending the approval of the business park's architectural committee and then forward this recommendation to City Council. Ayes: Commissioners Held, Hill Abstain: Commissioner Willis Commissioner Willis asked if a "back-up" plan could be developed if the Farmers building site was not approved. Discussion ensued by the Arts Commission on Coastal Commission area requirements. Interim Arts Manager Karen McGuire stated the ad hoc committee did not want to consider placing the artwork in an area that required a Coastal Commission permit. Election of Chair On nomination of Commissioner Held, the Commission unanimously elected Susan Pynes Chair of the Arts Commission. Election of Vice Chair Tabled until the next meeting. Committee Reports Chair's Report Chair Pynes reported the Sculpture Garden reception/opening was very nice and reminded the Commission the Timken exhibit opens on March 9. Manager's Report Karen McGuire reported the Opera Previews program was going well and the last opera performance was scheduled for March 8. Staff is working on next fiscal year's budget. Staff is also developing the schedule/classes for Creative Arts Camp and Band Camp to be held during July and August. The upcoming Timken exhibit will not have a curriculum for teacher/students, but tours and an projects will still take place. Coastal Rail Trail • Commissioner Hill reported the Public Art Selection Committee met on February 1 land reviewed 39 different applicants, which it narrowed to four. Interviews with the four artists were held on February 20 and San Diego artist Robin Brailsford was selected. Dokken Engineering, the project's engineering firm, will hire her to develop an art design/concept. Artsplash Colleen Finnegan reported that corporate solicitation and outreach is taking place on the festival. Commissioner Shaw arrived at 4:48 p.m. Zone 19 Community Park Artwork John Cahill gave the Arts Commission a brief report on the Park, scheduled to be renamed to Aviara Community Park before April. It is an active use recreation facility featuring a soccer field with artificial turf, softball field, tot lot, picnic area, large community center and open space area. It is not a park to hold the TGIF Jazz Concert Series in. Artists Richard Keely and Anna O'Cain presented their design concept of artwork to the Commission, which featured four separate art projects that are related to each other. The community center artwork design includes two etched glass panels in the courtyard entrance one with a map of the coastline of Southern California including Carlsbad and the other has a close-up map of Carlsbad. Concept No. 2 is a black/white photographic mural done in aluminum set into a recessed panel on the back terrace "view wall" of the community center, featuring quotes and images relating to philosophy and history of recreation. Concept No. 3 features colorful sculptural cutouts of design relevant to park related activities of steel attached to large poles. Concept No. 4 features black/white photographic images of aluminum along park walkways set into granite boulders featuring quotes and images relating to philosophy, history of leisure, nature and sports. Commissioner Held asked if any color was going to be used on the artwork. The artists replied that the steel cutouts on the poles would be powder-coated with color paint. On motion by Commissioner Shaw, the Arts Commission voted unanimously to accept the artists' design concepts for Zone 19 Park and place them on display for public comment. Public Comment No public comment was given. The meeting adjourned at 5:24 p.m.
