Minutes October minutes were delayed and expected at the December meeting. Presentation on the Chamber of Commerce's Village painted fire hydrant project Andrea Karogi of the Chamber of Commerce gave a presentation on the Chamber of Commerce's initiative to have various fire hydrants in the Village painted. She explained that the City had hired Kennedy Smith to do a study on what types of changes needed to be made to help make the Village more vital. In the interim though, before that study is completed, the Chamber wanted to do something that would help generate some energy and interest in the Village. They felt that a Fire Hydrant Project, which has been done with great success in a number of Midwestern cities, would be one such solution. The Chamber is hoping to have 25 - 30 fire hydrants "adopted" by various businesses (at $300 to $500, depending on location) and then have them painted by artists, students, friends ~ not necessarily professional artists. The broad general theme is "Reflections of Carlsbad." The Chamber has a committee that reviews the proposed designs before the hydrants are actually painted, and Denault Hardware is donating the paint for the project. Currently the plan is to have them stay painted for one year. A PR campaign is being mounted to publicize the project and build interest in the Village and people can vote for their favorites at Starbucks and get a free coffee in return. Income from the project goes back to the Chamber to cover the costs and to the Injured Marines Semper Fi Fund. Commissioner Shaw asked if this were successful, would they do the electrical boxes as well. Ms. Karogi said that might happen as a "second round." Commissioner Juncal said his business partner was participating and that he would be willing to help teach people how to use that type of oil-based paint. Joe Garuba, a Management Analyst in the City Manager's Office, has been the City's contact person for this project. He explained his role coordinating the details from the City's point of view, with the Fire Department, City Attorney, and working with the Chamber of Commerce to make sure the City's concerns and guidelines were all met. He explained that the City saw this as a fundraising event, not an art project. Community Arts Grants assignments It was clarified that Commissioner Francis and Commissioner Carrillo would be this year's panelists for the community Arts Grants. Commissioner Reports Commissioner DeForest had no report. Commissioners Iserloth and Francis reported that they went to the "Carlsbad" Day at the California Center for the Arts, Escondido which was coordinated by the Carlsbad Friends of the Arts. They had lunch, participated in a brainstorm session about how to build attendance for the Center, were given a tour of the building and told how the Center was funded. Both were very impressed with the facility and the programs. Commissioner Shaw attended two conferences in her role as a staff person for the City of San Diego's Commission for Arts and Culture. One was "U.S. Cultural Tourism and Travel Summit" in Washington, D.C. and the other was "Grantmakers in the Arts." Commissioner Hill reported that he enjoyed the Arts Office's Volunteer Party. He also gave an overview of the Connecting Community, Place and Spirit II conference. And he recommended a website called "matchbook.org" to the Arts Office for its "Yellow Pages Directory" goal. Manager's Report Peter Gordon reported on the Volunteer Party, the Jean Lowe exhibition, and the upcoming 2005 Invitational, which opens with a reception for the artists on Saturday, December 3, from 5-7 pm. Meeting adjourned at 10:15am.
