Call to Order Chairman Gary Hill called the meeting to order at 9:00 a.m. Commissioners Present: Fran Carrillo, Gary Hill, Barbara Iserloth, Rita Francis Ron Juncal (arrived at 10:15) Commissioners Absent: Sherman DeForest, Heath Fox II. Minutes for Approval On motion by Commissioner Iserloth, second by Commissioner Carrillo, to approve the March 1, 2007, Minutes. AYES: Commissioners Carrillo, Francis, Hill and Iserloth ABSENT: Commissioners DeForest, Fox, Juncal III. New Business 1. Review on the Robert McNultv presentation to City Council Chairman Hill briefly reviewed the presentation that Robert McNulty of Partners for Livable Communities (PLC) made on March 6, 2007 to the City Council. Chairman Hill explained that the presentation by McNulty laid out types of resources McNulty's company might deliver in case the City Council wanted to hire them. Chairman Hill said he thought the City might look for and need outside resources to move forward on its "visioning for the future" endeavors and that PLC might be one of the possible consultants. 2. Overview of "Mobilizing Arts and Cultural Resources for Community Development." a resource and workbook developed by Partners for Livable Communities After a brief presentation on the PLC resource and workbook, Commissioner Hill suggested that the Arts Commission send a motion to City Council recommending the City hire PLC to help with the City's "futuring" process. Commissioner Francis explained that although she thought the firm seemed to be highly qualified and reputable, she did not know what other firms offering similar services might also be available, and thus did not feel comfortable recommending PLC. After a brief discussion, the Commission came up with the following compromise motion: "After reviewing Chairman Hill's PowerPoint overview of 'Mobilizing Arts and Cultural Resources for Community Development,' a resource and workbook developed by Partners for Livable Communities, and after a discussion of Robert McNulty's March 6, 2007 presentation to City Council, the Arts Commission would support a City Council decision to hire Partners for Livable Communities, or a similar organization which uses arts and culture as a major organizing tool." By a vote of 4-0. In another discussion related to the ongoing dialogue about the actual "role and responsibilities" of the Arts Commissioners, the Commissioners urged the Chair to contact other City Commission Chairs to see if there is interest in creating an ad hoc committee to share information between the City's Commissions to help define the role of the Commission and Commissioners. IV. Public Comment No public comment. V. Committee Reports A. Commissioners' Reports Commissioner Iserloth reported she attended the "Impossible To Forget" opening and exhibition. Commissioner Carrillo reported the next Arts-in-Education committee meeting is scheduled for April 18, 2007. Commissioner Francis reported that she attended the Oceanside Arts Commission's meeting on the first Monday of the month and gave a brief report on their upcoming projects. Commissioner Juncal reported he attended the Classic Youth Theatre's production of "Odd Couple" and found it quite accomplished and enjoyable. Commissioner Hill reported that he attended the Sister Cities reception for the Futtsu Homestay youth on March 27 at the Museum of Making Music and then reminded everyone about the Ed Barlow presentation scheduled for April 9 and about Art Walk in San Diego on April 28 and 29. B. Manager's Report Peter Gordon, Arts Manager, informed the Commission of the following: Elie Wiesel video conference on Thursday, April 19, in conjunction with the "Carlsbad Reads Together" program and the "Impossible To Forget" exhibition. The Carlsbad Library and Arts Foundation's "Castles of Carlsbad Home Tour" on Saturday, May 5. Plein Air Brunch event on Sunday, May 20.
