Call to Order Chairman Heath Fox called the meeting to order at 9:03 a.m. II. Roll Call Commissioners Present: Carrillo, DeForest, Fox, Francis, Hill, Iserloth, and Juncal III. Approval of Minutes Commissioner Carrillo arrived at 9:05 a.m. On motion by Commissioner DeForest, second by Commissioner Francis, to approve the Minutes of the Regular Meeting held March 6, 2008, as amended, as follows: Page 3, second paragraph, to read "if there would be lighting installed and an opening reception...". AYES: Commissioners Carrillo, DeForest, Fox, Francis, Hill, Iserloth, and Juncal NOES: None IV. New Business A. Revision to Donation Procedures Peter Gordon, Arts Manager, distributed the Policies and Procedures Related to the Donation of Works of Art to the City of Carlsbad and requested the Commission approve minor revisions to the Donation Procedures. Motion by Commissioner Francis, second by Commissioner Hill, to expand the Acquisitions Committee when necessary by adding one additional Arts Commissioner and one additional regional artist/art professional. AYES: Commissioners Carrillo, DeForest, Fox, Francis, Hill, Iserloth, and Juncal NOES: None B. Selection of New Acquisitions Committee Members to Consider Upcoming Donation Offer Peter Gordon explained that the Acquisitions Committee last met in 2004, and since that time, three of its members were no longer available. Mr. Gordon now needed to re- constitute the Committee and recommended TJ Dixon, a noted regional public artist, to be the "arts representative" and Alan Marblestone, a volunteer for a number of Carlsbad non-profit boards and a volunteer at the Literacy Center, as the community "representative" for the Committee. Motion by Commissioner DeForest, second by Commissioner Hill, to add two more members to the Acquisitions Committee by appointing regional artist, TJ Dixon, and community representative, Alan Marblestone. AYES: Commissioners Carrillo, DeForest, Fox, Francis, Hill, Iserloth, and Juncal NOES: None Commissioner Juncal stated that if the term of the Arts Commissioner assigned to the Acquisitions Committee expires, he would be glad to be the second member of the Committee. C. Assignment of Arts Commissioner to Public Art Selection Committee for the Joint First Responders Training Facility Peter Gordon informed the Commission that the Joint First Responders Training Facility (JFRTF) would be composed of a fire administration building, police shooting range building, fire training buildings, and drill grounds. He said that a number of art opportunities presented themselves on this project, with $180,000 currently targeted for the public art component. The City Council has approved the project and the lead architectural firm is RRM and planning has progressed rapidly. There was not enough time to conduct an "open competition" process with a broadly advertised request for qualifications, and so the Arts Office would conduct a "limited competition." Mr. Gordon stated that an Arts Commissioner was needed for the project's Public Art Selection Committee. Commissioner Iserloth asked how the artist would be selected since there would be no proposals to choose from. Mr. Gordon responded by explaining that the Arts Office will compile a "short list" of four to six artists, who they know to be qualified for such a project. The Arts Office will develop this list from suggestions from area professionals. Commissioners who had any artist(s) in mind were encouraged to forward that information to Mr. Gordon. The selected "short list" artists will then be interviewed by the project's Public Art Selection Committee. The Committee's job will be to select an artist who will then work directly with the architects, as well as fire and police, on the project. The committee does not select the artwork for the project. Commissioner Carrillo noted her interest in serving on the Public Art Selection Committee. Motion by Commissioner Hill, second by Commissioner Juncal, to assign Commissioner Carrillo to the JFRTF Public Art Selection Committee. AYES: Commissioners Carrillo, DeForest, Fox, Francis, Hill, Iserloth, and Juncal NOES: None Arts Commission - 2 - April 3, 2008 D. Report on Affected Parties Meeting for Change of Concert Venue at Stagecoach Park Peter Gordon described the Affected Parties meeting held at the Stagecoach Community Center on March 26, 2008. At the meeting, he and Colleen Finnegan of the Arts Office explained the change in the 2008 TGIF Jazz in the Parks concert site at Stagecoach Park. Beginning with the first concert on June 20, 2008, the concerts will be moved from their previous site in the bowl below the tennis courts to baseball field #1, above the tennis courts next to the community center. This change will help eliminate damage to the site in the old location caused by the truck carrying sound equipment. There will also be more spaces for handicap parking, and easier access from the parking lot at La Costa Canyon High School because of these changes. V. Public Comment There was no public comment. VI. Committee Reports A. Commissioners' Reports Commissioners reported on their respective committees. Chair Fox stated that the Commission would have an opportunity to discuss the general plan update with the Planning Department. Commissioner Francis suggested a workshop to discuss the plans for the general plan update. B. Manager's Report Peter Gordon introduced Skip Hammann, Deputy Public Works Director, who gave a brief general overview of the Joint First Responders Training Facility Peter Gordon reported on the progress of the registrations for summer arts camps and the new "On Flowers" exhibition at the Cannon Art Gallery.
